Miacomet Golf Course: Page 2 a. 2013 MGC — Restaurant Budget Discussion: Mr. Costa distributed a worksheet of the 2013 Miacomet Golf restaurant budget for discussion. Mr. Costa pointed out significant cuts in staffing and supplies. Additionally, he planned on a more hands on approach in the coming year. He answered questions from the Commission about notable line -items and changes. b. 2013 MGC — Golf Course Budget Discussion: Mr. Oberly distributed a worksheet of the 2013 Golf Course budget for discussion. He pointed out the increase in expense was mostly due to seed and chemicals needed on the course in the coming year. Further, he anticipated a one- time expense to fix a fire panel in the shop that was damaged by a lightning strike a few years ago. Mr. Oberly told the Commission he still intended to do water testing but not to the extent and/or expense done previously under the requirements of the first ten years of the permit. c. 2013 MGC — Membership Fee Discussion: Mr. Costa presented a schedule of the current membership costs and numbers by category. He recommended no change in fees, as the fees were raised for the old members in 2012. Single Membership Dues — old $ 1,386.00 Family Membership Dues — old $ 2,646.00 Single Charter Dues - old $ 800.00 Family Charter Dues - old $ 1,500.00 Life Membership Dues $ .00 Single Membership Dues — new $ 3,050.00 Family Membership Dues — new $ 5,830.00 Commissioners Stackpole and Bartlett abstained as members of Miacomet Golf Club, and Commissioner Gardner abstained due to his spouse being a member of Miacomet Golf Club. At this time, the Rule of Necessity was invoked based on the fact that the Commission was unable to obtain a quorum due to disqualification of Commissioners as members (or due to close association with a member) of Miacomet Golf Course and, as a last resort, those disqualified participated under the authority of the Rule of Necessity. Upon a motion made and duly seconded, it was unanimously VOTED to approve the proposed membership rates as presented. d. Employee/Member— Discussion: Mr. Costa asked the Commission to approve the suspension of Steve Albright's membership while he was employed at the club and qualified for free golf privileges as such. Chairman Stackpole abstained from participating in the discussion. After much consideration, the Commission determined not to approve the request for the purpose of Land Bank Commission December 11, 2012 2011 and 2012 through November 2012 were presented. Page 4 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the December 11, 2012 warrant document in the amount of $83,238.60 to be provided to the county treasurer. 3. Warrant Authorization — 2009 Series A Bond Semi - Annual Payment: Upon a motion made and duly seconded, it was unanimously VOTED to approve payment and authorize staff to wire the 2009 Series A Semi - Annual Bond Interest Payment in the amount of $134,520.00 from the Land Bank's Collection Account to the Bond Trustee at U.S. Bank. 4. Warrant Authorization — Note No. 31, Bachman: Upon a motion made and duly seconded, it was unanimously VOTED to authorize the transfer of funds for payment of the principal and interest due on Land Bank Note No. 31 held by Michael S. Bachman, Trustee of the 158 Orange Street Realty Trust and to issue a check payable to Mr. Bachman in the total amount of $772,500.00. G. REGULAR BUSINESS: 1. Annual "M" Exemption Amount Adoption: Based upon the current prices for residential real property in the Town and County of Nantucket, upon a motion made and duly seconded, it was unanimously VOTED that the value of the "M" exemption shall remain $400,000 for the calendar year 2013. 2. 2013 Meeting Schedule: The Commission made several changes to the regular meeting schedule and then upon a motion made and duly seconded, it was VOTED to accept and confirm the regularly scheduled Land Bank meeting dates for 2013. 3. Land Bank Logo Update: Mr. Savetsky presented several preliminary logo designs for feedback from the Commission. No action was taken. H: PROPERTY MANAGEMENT: 1. Cisco Bike Path Extension — Update: Mr. Perry reported the bike path extension projected was required to go through a separate bidding process as it could not be added to the current Hummock Pond Road bike path project since it is outside the scope of the town contract. Mr. Perry said he still expected the path to be complete by summer. Mr. Savetsky told the Commission the arborvitaes planted on Land Bank land by the town would be moved by staff to more appropriate spots. 2. Petrel Landing — Bulkheading Project Update: Mr. Savetsky informed the Commission he had met with landscape designer Miroslava Ahem about drawing up three conceptual sketches for the surface plan for Petrel Landing, emphasizing the high traffic and low maintenance being two key components in the plan. After some discussion, upon a motion made and duly seconded, it was unanimously VOTED to proceed as recommended for a price not to exceed $1,000..
