Call to Order: Chairman Beaugrand call the meeting to order at 3:15 PM
Approval of Agenda: Mr. Brannigan requested an addition to the agenda regarding Nobadeer
Fields under Old Business. Motion by Mr. Larivee to accept the amended agenda, seconded by
Mr. Brannigan- positive vote by all
Approval of Minutes: a. September 18, 2012. Motion by Mr. Larivee, seconded by Mr.
Brannigan. Michael Glowacki opposed (Did not see the minutes).
Mr. Beaugrand stated that minutes and all correspondence from the prior months meeting as well
as all correspondence for current day's meeting should be available at current meeting for
viewing.
Correspondence: Letter from Jascin Leonardo Finger of Maria Mitchell Assoc. — Return of
FY' 09 unused grant money to CPC. Letter from Anne Kuszpa of Housing Nantucket — Housing
Resource Center and Affordable Units at old South Road.
Guest: Anne Kuszpa:
Ann stated that she would be moving structures from Clifford St to their land (Miller's Lane) and
that they wanted permission to use previous grant funds to move the structures.
She stated that they received approval from John Giorgio from Kopelman & Paige to use the
funds. She was requested to provide a letter from him authorizing use of funds. She was also
asked to provide a document signed off by the Administrator of Nantucket (Mrs. Gibson) stating
that the Town is in agreement and that the land will be left in satisfactory condition.
Fund Requisitions: A motion to approve fund requisitions A -E was made by Mr. Larivee. The
motion was seconded by Mr. Kuester and a positive vote followed:
a. Housing Assistance Corp.- Sachem's Path / Larivee/ $17,512.00 FY' 12
b. Nantucket Interfaith Council — Rental Assistance/ Beaugrand/ $7,398.99 FY' 13
c. Habitat for Humanity/ Beaugrand/ $ 34,231.26/ FY' 12
d. Fire Engine Restoration/ DeCosta/ $11, 821.92 FY ` 13
e. `Sconset Chapel/ Beaugrand/ $975.00 FY ' 12 *

Old Business:
Mr. Brannigan announced a positive development of the Nobadeer Farm Playing Fields.
Amendment #1 to H. 4370 —Madden
Mr. Madden of Nantucket move that the bill amended inserting at the end thereof the following
sections: -
SECTIONX. Notwithstanding the provisions of paragraph (2) of subsection (b) of section S of
chapter 44B, as amended by section 77 of chapter 139 of the acts of 2012, projects approved by
a municipality utilizing community preservation funding for the acquisition of artificial turf for
athletic fields before July 1, 2012 shall be authorized as a permitted use of community
preservation funding.
This amendment was passed by the House. A similar amendment proposed by State Senator
Wolf is pending in the Senate. It is noted this amendment has met no objections and is fully
supported. The amendment clarifies the new ban on artificial turf fields, by making clear that the
ban on artificial turf is prospective for new projects and not retroactive.
New Business:
Calendar — Mr. Beaugrand stated that we will have a In vs. Out voting meeting on October 22,
2012 from 1:00 PM — 4:00 PM. He asked that committee members be prepared to discuss
availability the week of October 29th to discuss final dollar allocations to applicants for our
warrant article.
Other Business:
Adjournment: Mr. DeCosta made a motion to adjourn at 4:10 PM and seconded by Mr.
Brannigan, positive vote followed.
The next regular meeting will be held on Tuesday, November 20, 2012 in the Community Room
of the Public Safety Building at 3:15pm located on 1St floor at 4 Fairgrounds Road, Nantucket,
MA.
