Funding: Jeff Carlson provided an organizational chart of the current organization of the Department of Natural Resources (DNR). The chart has the funding sources for the various organizational entities within the department. He will bring to the next meeting a chart of his vision of the Department in the future. The Committee decided to bring three items to the SHAB at its next meeting on August 7: 1. The Committee Mission Statement 2. The present and future organization charts of the DNR 3. A strong, organized justification for fundig of water quality testing. The current cost of the sample analysis is about $35K to $40K. In addition, Jeff Carlson noted that samples have to be collected, labeled, and prepared for shipment. Additionally, when the data comes back, it should be assembled into a framework, and a general assessment should be done in order to understand the trends and the overall picture. Peter Boyce noted that Sarah Oktay also does nitrogen and phosphate analysis of water samples. Her results should be integrated into an overall picture of the water quality in the Harbor. Jeff said that after the seasonal interns leave, the water quality sampling 1 becomes an overwhelming task for him and Tara, which they simply do not have time to do. His guess is that the ancillary staff work would amount to $50K per year, in addition to the sample analysis contract and the seasonal manpower for sample collection. New Business: Mission statement: Peter Boyce had prepared a draft mission statement for discussion. Michael Glowacki suggested that the paragraph on funding for basic research be broadened to include the goals as outlined in the Shellfish Management Plan. With this change, the Committee endorsed the draft as ready for submission to the HSAB. Recap and Items for Next Meeting: Jeff Carlson will put together a chart of his vision of how the DNR funding should look ion the future. All Committee members are expected to outline their rationale for Town funding for Water Quality testing and send it to Peter Boyce before the next meeting of the Committee.
