Correspondence: Mr. Beaugrand read the e -mail from the Planning Board reappointing Mr. Rector to the CPC. Fund Requisitions: Motion to approve items A -I made by Mr. Larivee and seconded by Mr. Brescher; positive vote followed with Mr. Beaugrand abstaining on item I (Nantucket Historical Association Fire Hose Cart) a. Nantucket Historical Association Fire Hose Cart/ * Brannigan $10,000.00 FY '11+ Old Business: Mr. Brannigan asked that the Project Manager's Responsibilities be put on the July agenda as he is still working on updating this document. Mr. Beaugrand brought forward the project manager's assignment list and the list was updated and completed. A copy of this updated list was send to all members of the CPC on June 20, 2012. A copy will be placed on the Town website for the public. Guest: Georgia Ann Snell- Update on Nantucket Human Service Center. Mr. Brannigan mentioned that Rev. Snell came to give the CPC an update on the Nantucket Human Service Center project. Mr. Brannigan gave an overview of this project mentioning that it has been more than nine years since it was initiated. It was noted that much has changed since 2003 -2004. The interest from most potential human service agencies has waned to all be housed in one or two central buildings. The affordable housing component of the project is not as essential (with the Sachem's Path project now moving forward) at this time. Since the total project with endowment is forecasted in excess of 10 million dollars, the commitment and desire of the existing board as now comprised is overwhelmingly daunting. Rev. Snell in giving her report mentioned that the BOS had called in the NHSC to sign a lease over a year ago but there was a snafu because present Town Counsel did not have the paperwork from past Town Counsel to achieve this lease signing, Rev. Snell spoke of the benefactor they had who has since dropped out of the project. She was asked about the monies ($800,000) that had been spend thus far on this project and all the preparations that were made to this property under the (affordable housing) grants they received from the CPC. She has spoken to Andrew Vorce in the planning department about other possible uses for the land including a Native American Museum, because all the artifacts found that are being held for the Town by the Historical Society, Ms. Williams asked if it was possible for the CPC to get the monies back. After further discussion Mr. Beaugrand stated that he would like to review the whole file and bring his findings back to the CPC for a discussion prior to discussing it with Town Counsel. This item will be put back on the agenda in the near future. New Business: None. Other Business: Mr. Brannigan asked Mr. Rector to give us a briefing on the CPA legislation and how it is going. The findings to this and how it went through the Senate after having gone through the House was placed on the agenda and reads as follows: "As part of today's budget debate, the Senate joined the House in passing the full CPA legislation, including an increase in the funding for the statewide CPA Trust Fund. There are often differences between the House and Senate versions of the budget, and this year is no exception. The Senate's CPA budget amendment provides a one -time appropriation of $5 million in funding for the statewide CPA Trust Fund in July 2012, while the House version grants a $25 million recurring sum from the annual state budget surplus beginning in the fall of 2013. All the other provisions of the CPA legislation are the same in both the Senate and House versions, including the changes to the recreation rules for CPA projects. During June, a six - member conference committee will work to resolve the differences in the CPA funding between the Senate and House budgets. Our goal during this negotiation will remain the same: to obtain a meaningful, sustainable increase in funding for the statewide CPA Trust Fund. We are grateful to our lead Senator sponsor, Cynthia Stone Creem, Senate President Therese Murray, Ways & Means Chairman Stephen Brewer, and Minority Leader Bruce Tarr. And to you, our CPA advocates, for continually communicating the importance of CPA to your legislators on Beacon Hill." Mr. Brannigan spoke and presented the proposed newspaper ad, and the opening up of the Annual Public Forum to more of the general public by having a celebration at the Nobadeer Farm Road field. Mr. Brannigan mentioned that it would be great to invite kids, have door prizes, games, etc. Mr. Brannigan spoke to Jimmy Manchester of Park & Rec who offered to provide a tent, chairs, and grill for this outdoor event. He also suggested to the committee that we cancel the regular monthly August meeting in lieu of this event. After a brief discussion a mention was made by Ms Williams for Mr. Brannigan to proceed with this project and seconded by Mr. Brescher and a positive vote followed. Mr. Brannigan was asked to consider a "rain date ". Adjournment: Ms. Williams made a motion to adjourn at 4:30pm and seconded by Mr. Brescher, positive vote followed. It was also stated that the committee's policy on payment once a request passes through Town Meeting needs to be clarified with respect to the start of their project and that they cannot receive any payment until after the start of the fiscal year (July 1 St) The project manager's assignments were also brought up and the updated list was further updated with some items still remaining unassigned Weeweeder Valley, NHA Oral History, NHA Hose Cart House, and Atheneum I &M Preservation. Mr. Brannigan had asked that Mr. Rector give the CPC an update on the CPA legislation, since it had already passed through the State House and was coming before the Senate.
