A. CITIZEN BUSINESS /ANNOUNCEMENTS: None. 7-
Mr. Perry departed the meeting at 4: 07 p. m.
B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED
to go into executive session to discuss matters pertaining to contract negotiations, as well as discuss
the purchase, exchange, lease or value of real property. Each member was polled individually. All
members voted yes. The Chairman declared that discussion of these matters in open session may be
detrimental to the Land Bank's negotiating position and that the Commission would reconvene into
regular session following executive session.
RETURN TO OPEN SESSION
Bruce Perry, Resource Planner /Ecologist and Jeffrey Pollock, Property Supervisor entered the
meeting at 4:53 p.m.
C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously
VOTED to accept, approve and release the regular session minutes of April 24, 2012, as written.
D. TRANSFER BUSINESS:
1. April 2012 Transfers — Record Nos. 32549 through 32629: The Commission reviewed
transfers for the period of April 1, 2012 through April 30, 2012.
a. Current "M" Exemptions and Liens — No. 32576 Christopher D. Holland and
Johnna Holland: The Commission authorized the placing of a lien against the above - mentioned
property as a result of the purchasers claiming the "M" exemption as first -time buyers of real
property.
b. Purchase Price Documentation Required: The Commission asked staff to request
additional information and/or supplemental documentation from the purchasers to support the stated
purchase price on the following transfers:

2. Transfer Update:
a. Additional Information Provided — No. 31936 Shannon R. Schuster: Based upon
the submission of additional information, the Commission found the above - mentioned transfer to be
in order.
b. Purchase Price Documentation Provided — No. 32512 Chapman House, LLC:
Based upon the submission of requested documentation in support of the stated purchase price, the
Commission found the above - referenced transfer to be in order.
c. Proposed Transfer Adjustments — Nos. 32466 and 32467 Catherine E. Conte: Ms.
Bell explained that the purchaser's attorney, Richard Beaudette, had submitted a proposal to pay a
Land Bank fee on the combined assessed value of the two properties conveyed under the "C"
exemption on the above - referenced transfers. After consultation with Land Bank counsel, Ms. Bell
recommended that the Commission accept Mr. Beaudette's proposal, provided that all previously
unreported off - record transfers get filed with the Land Bank (to the extent that these properties
represented a distribution of assets in exchange for relinquishing interests in multiple entities).
Upon a motion made and duly seconded, it was unanimously VOTED to accept the purchaser's
payment and require filings on the previously unreported off - record transfers as recommended by
Ms. Bell.
E. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years
2011 and 2012 through April 2012 were presented to the Commission.
2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it
was VOTED to execute the May 8, 2012 warrant document in the amount of $156,874.93 to be
provided to the county treasurer.
3. Warrant Authorization — 2007 Series A Semi - Annual Bond Payment: Upon a motion
made and duly seconded, it was unanimously VOTED to execute the May 8, 2012 2007 Series A
Semi - Annual Bond Interest Payment warrant to be provided to the county treasurer in the amount of
$266,159.39.
F. PROPERTY MANAGEMENT:
1. Property Supervisor's Monthly Review: Mr. Pollock informed the Commission that the
beach stairs at the end of Wanoma Way were nearly complete and that staff would subsequently
clean up the area and add signage to discourage parking on the road. In addition, coastal bank
restoration was underway at the Carter property with sand added and beach grass donated by Sam

Chambers planted. Staff was also working on a cedar buffer along the property line and a natural
buffer along the road edge at the Chase property, and would soon add a picnic bench and do some
repairs to the dock and boardwalk as needed for safety. Additionally, brush cutting along Maxcy
Pond was underway and Hinsdale Park was nearly complete with the installation of new irrigation
zones and a public fountain.
2. 401h Pole Property — Beach Management Discussion: Mr. Perry inquired as to whether the
Commission would like Nantucket Tractor Company to do the regular beach cleaning at 40th pole
again this summer. After some discussion, upon a motion made and duly seconded, it was
unanimously VOTED to hire Nantucket Tractor Company to clean the beach once per week and
potentially more as needed upon request.
3. Five -Bay Cold Storage Building /125 Somerset Road — Update: Mr. Perry reported that the
building was moving along quickly and was expected to be completed on time.
4. `Sconset Golf Course Barn — Discussion: Mr. Perry informed the Commission that he
would be inspecting the old barn with architect William Maguire who has offered to give some
recommendations free of charge on how to stabilize the building to make it safe while planning for
future renovations.
5. Annual Road Grading — Discussion: Mr. Perry presented aerials and provided a brief
review of the Land Bank's annual road maintenance needs, indicating that if approved, he would
present estimates for the work at a future meeting. Upon a motion made and duly seconded, the
Commission VOTED to approve the grading of the roads proposed by Mr. Perry, as shown on the
aerial maps presented.
6. 30B Washington Street — House Removal Update: Mr. Perry informed the Commission
that the recipients of the building, Mr. and Mrs. Bartkowiak, have not yet secured dates to move it
by the agreed upon deadline of June 15, 2012 and the move off did not look promising. Mr. Perry
indicated that he would begin to explore other options for removing the building and report back to
the Commission.
7. Crocker Property /27 North Cambridge Street — Discussion: Mr. Savetsky spoke to the
attorney for Mrs. Crocker's estate who said the family was still working on packing up all her
personal belongings and were planning to have an estate sale at the property on July 14, 2012.
Additionally, it was reported that all boats would be moved off the property within the month.
G. PERSONNEL MATTERS:
1. Seasonal Part-Time Property Management Assistant — Hiring Request: Mr. Pollock
requested that the Commission approve the early hiring of Brian Paonessa this year to assist with
property management during the summer season. Additionally, he informed the Commission that
Assistant Property Manger, Ed Boynton had injured himself on the job and would be out of work
for at least five weeks. The Commission recommended hiring an additional seasonal worker to
assist with property management and cleanup during the summer. Upon a motion made and duly

seconded, the Commission unanimously VOTED to approve the early hiring request and authorized
Mr. Savetsky to execute a Personnel Change Form for Brian Paonessa to be provided to the county
treasurer.
