A. PROPERTY MANAGEMENT 1. `Sconset Golf Course: a. 2012 Seasonal Planning Discussion: Chairman Stackpole reported that the closing was a success, however the Land Bank had to retain significant escrow funds from the sellers to address unresolved issues regarding the well certification, outstanding DEP issue, open Conservation Commission permit, as well as for a new septic system design and replacement. Mr. Costa reported on receiving a quote for general liability insurance and reviewed the other administrative steps necessary to open the course by Memorial Day weekend. Mr. Oberly reported that he would be working on the greens and cleaning out as much junk from the property and outbuildings as possible. b. 2012 Fees Discussion: Mr. Costa presented a snapshot photo of the fees currently posted at the clubhouse and upon a motion made and duly seconded, the Commission VOTED to keep all rates the same as 2011 with the minor amendment to extend the junior age from 11 to 14 years to 11 to 16 years. c. Golf Course Water and Septic Matters — Discussion: The Commission discussed the potable water source for the course, noting that while it would be possible to hook up to Town water, it was prudent to wait and see how the well water tested first. In addition, given the failed status of the current septic system, the Commission expressed a desire to move forward with the design work for a new system immediately. Mr. Perry recommended hiring Blackwell and Associates in this regard. Upon a motion made and duly seconded, it was unanimously VOTED to proceed with engaging Blackwell and Associates to design plans for a new septic system. 4. Warrant Authorization — Initial Operations Funding: Ms. Bell reported speaking with the Land Bank auditor, Kevin Carnes, who recommended keeping a separate set of books for `Sconset Golf, which could still be managed as a sub - entity of Nantucket Golf Management, provided there is a separate management agreement. Additionally, he stressed the importance of making sure transferred equipment, as well as shared supplies and employee hours get allocated appropriately between the Land Bank Commission Page 2 May 4, 2012 separate books. Further, it was recommended that the Land Bank make an initial capital investment in `Sconset Golf to cover its start up expenses. Upon a motion made and duly seconded, it was unanimously VOTED to execute the May 4, 2012 warrant document in the amount of $200,000 authorizing the transfer of funds by check or wire to a new bank account set up for the management and operation of `Sconset Golf. 5. Additional Planning — Discussion: Mr. Truono suggested adding a kids' clinic to `Sconset Golf in the future as well as allowing the Nantucket High School team practice there. Mr. Truono further commented that the rental clubs at `Sconset were in terrible shape, indicating that he intended to replace them with older clubs he was removing from Miacomet Golf and might ask the private clubs if they had older clubs they wished to donate. Mr. Oberly reported that he planned to have Mike Daly continue to cut the greens. Mr. Costa stated further that they planned on having packaged snacks, candy and bottled water available for purchase in the clubhouse and anticipated needing two to three people to cover all clubhouse shifts.
