Regular Meeting of April 10, 2012

CALL TO ORDER: 4:02 p.m.
PRESENT: Bartlett, Gardner, Paterson, Reinhard. ABSENT: Stackpole.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Administrator /Fiscal Officer;
Susan Campese, Assistant Administrator.
A. CITIZEN BUSINESS /ANNOUNCEMENTS: None.
B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED
to go into executive session in order to discuss the purchase, exchange, lease or value of real
property. Each member was polled individually. All members voted yes. The Chairman declared
that discussion of these matters in open session may be detrimental to the Land Bank's negotiating
position and that the Commission would reconvene into regular session following executive session.
RETURN TO OPEN SESSION
Bruce Perry, Ecologist /Resource Planner and Jeffrey Pollock, Property Supervisor entered the
meeting at 5:13 p.m.
C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously
VOTED to accept, approve and release the regular session minutes of March 27, 2012, as written.
D. TRANSFER BUSINESS:
1. March 2012 Transfers — Record Nos. 32470 through 32548: The Commission reviewed
transfers for the period of March 1, 2012 through March 31, 2012.
a. Current "M" Exemptions and Liens: The Commission authorized the placing of
liens against the following properties as a result of the purchasers claiming the "M" exemption as
first -time buyers of real property:
No. 32475 Will A. Lucas and Alanna M. Lucas
No. 32525 Benjamin Cowger and Natalie R. Cowger
No. 32543 Mark C. Lucas and Sarah Holton -Rich
b. Purchase Price Documentation Required: The Commission asked staff to request
additional information and /or supplemental documentation from the purchasers to support the stated
purchase price on the following transfers:

2. Transfer Update:
a. Additional Information Required — Update: Ms. Bell reported on receiving
correspondence from the purchaser's attorney in relation to the following transfers, indicating that
more time was needed to perform research and gather information before an educated
recommendation could be made:

E. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years
2011 and 2012 through March 2012 were presented to the Commission.
2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it
was VOTED to execute the April 10, 2012 warrant document in the amount of $80,264.66 to be
provided to the county treasurer.
F. REGULAR BUSINESS:
1. Annual Town Meeting Discussion: Mr. Savetsky explained that the amended warrant
article that passed town meeting essentially terminated the Land Bank's current representation on
the Community Preservation Committee (CPC), effective immediately. Discussion continued as to
whether to advertise for a new designee or have a representative from the Commission serve on the
committee. It was agreed that a meeting should be arranged with former designee Ken Beaugrand to
review the protocols with regard to representation. No action was taken.
2. Papale /Appleton Road — Deregistration Assent: Mr. Savetsky presented a request from
Jessie Glidden, attorney for the buyer of a portion of the Papale property on Appleton Road, for the
Land Bank's consent (as the holder of a right of first refusal) to deregister the property from the
Land Court. After some discussion, upon motion was made and duly seconded, it was unanimously
VOTED to execute the Assent for Deregistration of the property.
G. PROPERTY MANAGEMENT:
1. Property Management Monthly Update: Mr. Pollock provided an overview of work
performed by property management staff since the last update, including additional Phragmites
removal at Consue Springs, installing a new memorial bench at the Farrell property, as well as a
new trail and trailhead at Hinsdale Park and Belgian block installation around the perimeter of the
labyrinth. Staff also completed three burns and held a pump training class. The new horse trail on

the Lincoln property on Hummock Pond Road was roughed in with additional fine tuning to be
performed over the next month. Finally, the large tree in the Fair Street Park was deemed a hazard
and removed and staff was planning on installing a new American Yellowwood in its place this
week.
2. Craig Property /Polpis Harbor Road — Use Discussion:
a. Nantucket Community Sailing (NCS): Mr. Savetsky reported on a meeting with
Chief Executive Officer, Diana Brown and a Board member regarding the relocation of the shed
and starting area for the youth sailing program, indicating that NCS was still awaiting a response
from the owner of the current location and would update the Commission once a decision was
made.
b. Sustainable Nantucket /Faraway Farms: Mr. Savetsky presented a proposal from
Sustainable Nantucket to use the property again for their pilot program of grazing sheep, goats and
chickens. Mr. Perry reported that groundwater testing performed by Dr. Sarah Oktay of the
University of Massachusetts Field Station showed no negative impact from last year's program.
After some discussion, upon a motion made and duly seconded, it was unanimously VOTED to
approve the request for the 2012 summer season.
3. Five -Bay Garage /125 Somerset Road — Construction Update: Mr. Perry reported the
footings were completed and the forms for the foundation were being erected.
ADJOURNMENT: U0 4a motion made and,duly seconded, it was VOTED to adjourn at 5:59 p.m.
