Mr. Richen presented Ms Dunton with an informational pgkag —f CPC and made arrangements to meet in the future. "Special" Meeting Minutes of March 28, 2012. Minutes held over until next meeting Correspondence: a. Nantucket Land Council, Inc. Report: An Evaluation of the `SOLARBEE' Long- Distance Circulation Unit to Control Cyanophyte Blooms in Head of Hummock Pond during 2011. Mr. Beaugrand read a brief overview of the report and Ms Williams stated that the Land Bank will like to expand the program to other areas of the pond. Ms Williams also informed the committee that this process that will take some time. Mr. Beaugrand then asked Mr. Richert to check and see if we can get this on the Town website for the Land Bank or on CPC's website so that the public can have access to the information provided in the report. *see attachment b. Letter to Ken from Museum of African American History. Mr. Beaugrand informed the committee of this invitation and asked the committee that if he can't make this event can someone else. Ms Williams expressed an interest. c. To CPC from Cemetery Commission re: CPC grants to Town Cemeteries. Mr. Beaugrand informed the committee on this request for change of name. d. Maria Mitchell Association: Nantucket Preservation Trust's 2012 Architectural Trust Award! Mr. Beaugrand read the letter to the committee. Guest: Susan Witte. Fund Requisitions: Ms Williams made a motion to approve items A -H, seconded by Mr. Larivee and a positive vote followed. a. Nantucket Rental Assistance Program/Beaugrand $12,306.66 FY' 12 b. Housing Assistance Corporation- Sachem's Path/Larivee $24,655.21 FY' 12 c. 2 "d Round Public Access to Open Space Recreational Fund /DeCosta $5,592.50 FY' 11 d. Nobadeer Farm Road Field Project/Williams $786.34 FY' 11 e. Nobadeer Farm Road Field Project /Williams $200.73 FY' 11 f. Habitat for Humanity / Beaugrand $37,377.67 FY' 11 g. Housing Nantucket House Recycling/Larivee $8,230.09 FY' 12 h. Restoration of Water Quality in Head of Hummock Pond /Williams $14,922 FYI Old Business: Project Manager Responsibilities. Mr. Beaugrand deferred this to the next meeting and asked Mr. Richen to re -send the Project Manager Responsibilities to everyone on the committee. Mr. Beaugrand also asked Mr. Richen to get in touch with Mr. Barham, chairman of the HDC, and let him know we need a designee from the HDC before our May meeting. New Business: CPC Articles adopted at 2012 Annual Town Meeting. Article 30: "Community Preservation Committee: Fiscal Year 2012 Budget Transfers: Article 31: "Appropriation: FY 2013 Community Preservation Fund" Article 32: "Appropriation: Nobadeer Farm Road Playing Fields Article 67: "Bylaw Amendment: Community Preservation Committee" Mr. Beaugrand informed the committee of all of the Articles and how they went at the Annual Town Meeting; all articles were adopted. He also informed the committee that because of the Open Space project, there are no free allocations left in the budget for the first time in ten years. Mr. Beaugrand also told the committee (referring to Article 32) because of the length and time for the bonding process for the playing fields; nothing can really get started until 2013. Mr. Beaugrand wanted it stated for the record that Ms Irene Larivee of the Finance Department, the Bond Counsel, and also Ms Lauren Goldberg did a fantastic job in helping us with our Articles. Other Business: Mr. Beaugrand spoke on an e -mail we received from Stuart Saginor about the CPA legislation to sustain the Community Preservation Act and wondered why our representative Tim Madden, was not on the list of representatives supporting the sponsorship of this amendment. Mr. Beaugrand asked Mr. Richen to e-mail Mr. Madden to find out why his name is not on the bill (HB765) for CPC allocations. Adjournment: Ms Williams made a motion to adjourn at 4:50pm and seconded by Ms Dunton. The next regular meeting will be held on Tuesday, May 15, 2012 in the Community Room of the Public Safety Building at 3:15pm located on 1St floor at 4 Fairgrounds Road, Nantucket, MA.
