HomeMy WebLinkAbout2012-2-14MEETING MINUTES COMMUNITY PRESERVATION COMMITTEE Tuesday February 14, 2012 3:30PM �.�� 2 Fairgrounds Road, Second Floor 2 �B �� Nantucket, Massachusetts Present: Richard Brannigan, Vice Chair; Dave Larivee, Bob DeCosta, John Brescher, and Mark Voigt; Administrators: Neville Richen and Glena Stokes - Scarlett CALL TO ORDER: Mr. Brannigan called the meeting to order at 3:35 PM Approval of Agenda: Mr. Brescher made a motion to approve the agenda, seconded by Mr. DeCosta; and approved by all Approval of Minutes: Mr. DeCosta made a motion to approve the minutes of January 17, 2012, seconded by Mr. Brescher; and approved by all I. Correspondence: Mr. Brannigan informed the committee of the Correspondence we received from: 1. Nantucket Park and Rec. Returning $788.66 which is the balance from $155,000 grant from CPC FY'05. 2. Nantucket Park and Rec. returning $26.27 the balance from a $65,000 CPC grant received FY' 10. 3. TON DPW returning $18,700 of unspent funds from a $60,000 grant from the CPC FY' 11. 4. South Church Preservation Fund returning $2090.31 of unspent funds from a $375,000 grant from the CPC FY' 11. Mr. Brannigan then informed the committee that the Finance Director, Irene Larivee, or Mr. Brannigan and Mr. Richen would see about getting a warrant to return these monies back to the CPC. II. Guests: None. I1I. Fund Requisitions: A motion was made by Mr. DeCosta to pay fund requisitions A -L and seconded by Mr. Brescher and a positive vote followed with Mr. Voigt abstaining. Mr. Voigt discussed the deed restriction for the Dreamland Foundation. Mr. Voigt said HDC had a few issues regarding the deed. He wanted some assurances put on the interior as it is now that would assure that it did not change any further prior to the Dreamland receiving the balance of their monies after this disbursement a. Mitchell House /Rector $2,000.00 FY'07 III. Old Business: Mr. Brannigan read a positive supportive letter written to the Nantucket Land Bank from Bob Gardner, head of the Water Company, endorsing the Nobadeer Playing Field. Mr. Brannigan also spoke of the meeting with Fin Com on the February 7th, regarding the Hunting Appropriation and Sachem's Path Appropriation. After a very thorough and exhaustive exchange with the members of FINCOM, HAC representative Gisele Gauthier, Renee Ceeley and Eric Savetsky of the Land Bank with Cormac Collier of the Land Council a positive outcome should be forthcoming. Mr. Brannigan and Mr. Beaugrand met with Irene Larivee on February 8 and discussed the CPC Warrant Article 31. Modifications to the open space reserves and the revenue sources were made. The CPC unanimously endorsed the modification to Article 31. The vote was 5 yes and 0 no. Mr. Brannigan stated that the CPC is still waiting for a letter from Behavioral Services releasing the $50,000 left in their account back to the CPC. IV. New Business: The CPC time of meeting to avail more public involvement and potential for CPC meetings to be streamed live through local TV. This topic will be discussed further at next month's meeting. V. Other Business: VI. Adjournment: A motion was made by Mr. Brescher and seconded Mr. Vogt to adjourn at 4:50 PM and a positive vote followed. The next regular meeting will be held on Tuesday, March 20, 2012 in the Community Room of the Public Safety Building at 3:15 located on 1St floor at 4 Fairgrounds Road, Nantucket, MA.
