Minutes of the Meeting of June 15, 2011. The meeting took place in the
Community Room of the Nantucket, 4 Fairgrounds Road, Nantucket, MA 02554.
Members of the Board present were: Rick Atherton, Whitey Willauer, Patricia
Roggeveen, Michael Kopko, and Robert DeCosta. Mickey Rowland was absent.
Chairman Atherton opened the meeting at 6:00 p.m.
Public Comment. There were no comments from the public.
Approval of Minutes of the March 23, 2011 Meeting. The minutes of the March
23, 2011 meeting were approved by unanimous consent of the Board.
Dump the Pump Proclamation. Mr. Kopko read the Dump the Pump
Proclamation, a national event on June 16th that encourages people to use public
transit. The NRTA will offer half fares, give away promotional items and people
can register to win one of two bicycles.
Approval of FY12 Revenue Anticipation Note. Ms. Leary informed the Board that
three bids were received for the NRTA's $1.9 million Revenue Anticipation Note
for FY12 operations and recommend the approve the Revenue Anticipation Note
with Eastern Bank at a net interest cost of 1.2440% with a due date on June 22,
2012 and authorize the NRTA Advisory Board Chairman and NRTA
Administrator to sign the appropriate documents. Ms. Roggeveen moved
approval, seconded by Mr. DeCosta. So voted.
Contract Award — Elderly and Disabled Transportation. Ms. Leary informed the
Board that two proposals had been received to provide operation management of
the NRTA's elderly and disabled transportation service, Your Island Ride. The
proposals were evaluated by an evaluation committee comprised of Gregg
Tivnan, Diane O'Neil, Linda Roberts and the NRTA Administrator. VTS of MA,
Inc. was the highest ranked proposer. The contract is for three years with two
one year renewal options, the contract runs July 1 through June 30 each year.
Ms. Leary recommended the Board vote to award the contract to VTS of Ma, Inc.
at a rate of $33.93 /hr /vehicle, $34.61 /hr /vehicle, $35.30 /hr /vehicle for the first
three years and $36.01/hr /vehicle and $36.73/hr /vehicle for the two one year
options. Mr. Kopko asked if the NRTA owned the vehicles. Ms. Leary stated that
the vehicles are owned by the NRTA. Mr. DeCosta moved approval; seconded
by Ms. Roggeveen. So voted.

Service Announcements. Ms. Leary made the following service announcements:
the Mid Island Loop is operating on a 15 minute schedule from 7:00 a.m. to 11:30
p.m., the Miacomet Loop is operating on a 20 minute schedule from 7:00 a.m. to
11:30 p.m. The last bus leaves Washington Street from the Greenhound Stop
11:20 p.m., beginning June 20th the Madaket Route will operate on a 30 minute
schedule, leaving both Broad Street and Madaket every 30 minutes on the hour
and half hour from 7:00 a.m. to 11:30 p.m. the last bus leaves Madaket at 11:20
p.m., service to Surfside and Jetties Beaches begins June 18th from 10:00 a.m.
to 6:00 p.m. The Surfside Beach bus leaves from Washington Street at the
corner of Salem Street every 40 minutes and the Jetties Beach bus leaves from
Broad Street in front of the Whaling Museum every 30 minutes, beginning June
25th through Labor Day the Elementary School parking lot is available as a Park
and Ride lot on the Mid Island Loop, on June 27th the Sconset via Milestone
Road Route, Sconset via Polpis Road Route and Airport Route begin, the
Sconset via Milestone Road Route operates from 7:15 a.m. to 7:15 p.m. leaving
Sconset at quarter of every hour and Washington Street from the Greenhound
stop at quarter after every hour, the Sconset via Polpis Road Route operates
from 10:00 a.m. to 6:00 p.m. leaving Washington Street every hour and twenty
minutes and the Airport Routes operates from 10:00 a.m. to 6:00 p.m. leaving
both Washington Street and Nantucket Memorial Airport every 20 minutes. Fares
are $1.00 on the Mid Island and Miacomet Loops and the Jetties Beach Route.
Fares are $2.00 each way on the Sconset Routes, Madaket Route, Airport Route
and Surlside Beach Route. Seniors 65 & Older and persons with disabilities are
half fare and children 6 & under are free.
New Initiatives for 2011 Season: New Image New Buses /Hybrid System Map,
Park and Ride Lot Campaign and Real time Transit Visualization System. Ms.
Leary updated the Board on new initiatives for the 2001 season. A new image
and new name has been unveiled for the fixed route service, THE WAVE,
replacing the Shuttle. One bus is painted in the new color scheme and the other
buses received a face lift to blue stripes and THE WAVE logo. Vehicles that were
recently replaced, as part of the fleet replacement schedule, were replaced with
2011 Internationals, two of which are Hybrid (diesel - electric) vehicles. These
vehicles are the same width as the "old" buses and are 25 feet long. The existing
fleet consists of 25' and 29' vehicles. These vehicles meet the 2010 EPA
emission stringent diesel emission standards and dramatically decrease
discharges of particulate matter (soot and ash) and nitrogen oxide, virtually

eliminating these emissions from diesel engines; however modifications to the
engines to meet the standards necessitated an engine fan cooling system that is
not on buses 2009 and older. Early in the season the NRTA received 2
complaints that the new buses were loud, both complainants referenced the Mid
Island Loop. After investigating the concerns, it was found that the engine fan
sensor had become disconnected on the bus operating along that routethat
should resolve the issue. Along with the rebranding, a new system map was
designed that is colorful and user friendly. More emphasis was placed on the
park and ride lots and the map includes more information, particularly for visitors.
Ms. Leary thanked the Steamship Authority and ReMain Nantucket for providing
financial assistance toward the new system map.
The purpose of the Park and Ride campaign is to provide people with information
about the park and lots and how easy it is to park and Ride the WAVE. The
brochure will be widely distributed and an advertising campaign is also being
planned. The TVS system is a presentation of real -time transit information that
continuously displays the location of vehicles and animates their motion against a
detailed map. Stops are color coded with the route color and you can click/tap
on a particular stop and it will give you the name of the stop and the arrival time.
To get this application on your phone, just to your browser and type in
live.nrtawave.com. TVS Text is a text -only counterpart to the visually rich Transit
Visualization System. Instead of a map of bus locations, TVS Text provides a
textual location and next stop information for all the buses that works for all
phones. Another great feature is the ability for administration and management to
post announcements letting people know there may be delays or re- routing on
certain routes due to house moves, paving, road closures etc. ReMain provided
capital funding for this project. May's monthly usage report was provided. The
information comes to Transloc (the vendor) anytime someone asks the server for
data, they only know someone accessed the server not who it comes from. TVS
Mobile is the mobile web version of the site. It can come from any type of mobile
device that uses the mobile web to access information and text visits is the
accessible version, usually used by individuals who have difficulty seeing the
visual and animated display. TVS visits are counted every time someone
accesses the map from the site. And iphone and Andriod usage is the number of
times people used their phones to see the location of the buses. Blackberry gets
such little use that the server logs usually don't pick up a total. The graph shows
there were 1,900 iphone / Andriod visits, 300 TVS Mobile/Text Visits and 40 TVS
visits for a total usage of 2,240 visits for the period May 16th through May 31St.
Ms. Leary stated that the intent of all these initiatives is to create awareness of
the service, make it easy for people to use, increase ridership and help alleviate

the traffic congestion and help address the downtown parking issue. Ms. Leary
thanked ReMain Nantucket for their continued support and commitment that
made these improvements possible.
Other Business. There was some discussion on whether the Jetties Beach bus
could run longer into the evening. Ms. Leary stated that would be possible if the
Town wanted to pay for that service. Mr. DeCosta commented that it was too
late to do for this summer. Mr. Kopko asked that a cost analysis be done to see
if extending the hours of service on the Jetties Beach Route was possible. Ms.
Roggeveen commented that the schedules have been printed, the public would
need to be aware of the service that it is more than crunching numbers and need
to look at the bigger picture. Mr. Kopko stated that knowing the cost would be
helpful. Ms. Leary will provide the Board with the cost of providing this additional
service. Mr. Laundry asked the protocol for full buses. Ms. Roggeveen thanked
Ms. Leary for her work.
The meeting was unanimously adjourned at 6:27 p.m.
