Minutes —October 18, 2011 Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Discussion Hoey - Correct Item II: $20PK to $200K & spelling of "Moony" to "Mooney" Sent questions a couple of weeks ago and was informed by Williams could be in violation of the open meeting law. Include that discussion into Oct 18 minutes. Also, any questions being sent to Diane need to be done by Thursday 4 p.m. before the meeting. Reminder not to respond to the question before the meeting. Every one send questions to Hoey, who forwards to O'Neil by 4 p.m. Thursday, who sends on to presenter, with reminder to not respond. Tour Cyrus Peirce Middle School with Dave Kanyock Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Hoey - Meet with Dave Kanyock 11:15 am Tuesday, Nov. 1 Discussion Larivee — needs to be posted. Action Hoey will send email to commissioners confirming time and place 1. Brandt Point Boat House and Finger Piers - $400K Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Dave Fronzuto — Within last ten days formalizing sale of boat house transferred to town in 1993 by Pres. Bush. Have land lease that was extended to 2023. In clarifying that, realized no bill of sale. That is about to be signed giving town clear title to do renovations to pier and building. Both piers destroyed by ice, but due to cost only repaired south finger pier. This is for the north finger pier. Once have title, can apply to CPC for a grant. Legislation is broad enough to allow for different uses i.e. management of moorings. Funds to come from Waterways Improvement Fund. Discussion Hoey — What are the sources of funds for the Waterways Improvement Fund? Fronzuto - Half from boat excise tax, all mooring permit fees, and rental mooring contract all go into this account. Also been recipient of Boating Infrastructure Grant. Hoey - This project was not last year's summary sheet, wants to know why. Fronzuto - The money has to be appropriated at town meeting and there was no way at the time I could come close to funding. Larivee — Because the way it is set up, it doesn't have to go through a capital process. Is this correct? (Waterways Improvement Fund projects are being brought before the Capital Projects Committee to be more transparent. Any projects paid from the Waterways Improvement Fund don't require approval from the Capital Project Committee; however the total appropriation for all expenses (operating and capital) from this fund does need to be approved at town meeting.) Tiffany — Easy Street Dredging is no longer on the list. Action None at this time. Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Rachel K. Chretien — Have a lot more alert and mobile residents as well as smokers who go in and out but cannot do it on their own. Need handicap (H/C) accessible doors. Discussion Boynton — On Sundays have been there to pick up parishioners and know how hard this is. Chretien — very old building with old wiring and that is where the increase cost will be. Hoey — Proposal states there was a $15000- per -door estimate a few years ago. Chretien — Don't know where that quote came from. Not willing to have someone come to the island to give an estimate if we cannot move forward with the project. Doors have to meet nursing regulations and be metal doors, unlike the Salt Marsh Center. Action Chretien to provide estimate on installing H/C accessible doors. 2. Nursing Station - $75K//Replace flooring Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Chretien — Want less hospital look and more H/C accessible. Present counter is too high for someone in a wheel chair to see over it. We want Our Island Home to be a more home -like environment. Also will have someone manning it all the time. Discussion Hoey — Might this estimate be too low? Chretien — Our maintenance supervisor is willing to do the work himself, but he is retiring in a few weeks. If he is unable to do the work, will have to hire an outside contractor and this $75K includes that. Boynton — It would fit in the same space. Stambaugh — Is there anything else on the horizon? Chretien — Floors and carpets. Would rather go with a rubber paneling that looks like hardwood throughout entire facility. It is softer than wood, easy to clean and more sanitary than carpeting. That has come up recently and so is not included in our Capital Proposal. Hoey — Could you draw something up on that? The sooner, the more clarity. Chretien — Can start working on it for next year. Hoey — How big would this project be for how much floor space? I am assuming you must have at least 20K square feet. Chretien — It would be for the entire facility, aiming for about 2014. It isn't much more expensive than carpeting. It would be easier to contact the company and give them the square footage to get an estimate. Tiffany — Parking, roofing and siding are all in good shape so there is nothing imminent there? Chretien — Only issue is plumbing. Piping is old and will have to tear up concrete kitchen floor to get at the plumbing. Stambaugh — Any equipment wearing out? Chretien — Put in a request for some medical equipment and mattresses. We might be able to get that money out of the operating fund. Presently looking into a new geriatric mattress. Tiffany — Pickup truck is 1994 no issues? Chretien — No vehicle issues. All are working well. Tiffany — Where are the out -year project sheets? Chretien — Being new to the job, I did not know they were required. The committee agreed to overlook it for this year, but expect to see them in the FY2014 Capital Budget. Action Chretien to get an estimate on flooring before submitting capital request for FY2014. Project will probably be phased over three years due to residents. Page 2 of 4 Minutes for October 25, 2011, adopted Nov. 1 1. Hummock Pond Road Phase 1,2, &3- $3.35M Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Mike Burns — Latest strategy Board of Supervisors (BOS) has approved. There might be private donations that can be used. Goal to have all right of way and environmental permitting done for appropriations ready for Annual Town Meeting (ATM), and construction deadline date Memorial Day Weekend 2013. Path length 2.6 miles from Milk Street Extension to Cisco Beach parking lot. Path construction estimate plus or minus $2.75M funded by town and private donations. ROW damage awards plus or minus $600K assuming land gifts from conservation groups. Remaining Town funding $182,391. Discussion Larivee — Someone approached the town offering a loan or a gift for the construction of this bike path. Hoey — Original proposal was for phase I & II. Now you are asking for whole thing. What's driving that? Burns — That $3.173M could be offset by the promise of private donations. We still need to get an agreement with the private group; presently nothing more than a lot of promises. Hoey — Asking for $1.5M for first two phases. Even if Phase III is never completed, what is done will be an improvement. Tiffany — From Mount Vernon to Milk Street, that is a fairly dangerous stretch for bikers. Burns — That segment cannot support a bike path, but can create an 8 -foot wide sidewalk; similar to beginning of Madaket Road. That is a separate request under Prospect Hill. Dunton — Looks like the total cost has dropped. Despite that, in these economic times, shouldn't you have a fall -back plan other than creating a bike path? Burns — Making compromises jeopardizes safety; bike paths are the safest option and are what everyone wants. Did look at providing shoulders on both sides of the road, and wide sidewalks; but this is the safest and most popular. Hoey — I thought this path was deemed the highest priority but that does not seem to be in the proposal. What is the process of listing priorities? Burns — Generally it is the readiness. If a project is already in the pipeline, it has a higher priority; then you look at what is the largest area of impact: populated or rural area such as impact upon right of ways and rare vegetation. Everyone thinks Hummock Pond Road is the next best location for a bike path. Tiffany — Prospect Road is the worst and makes Hummock Pond Road look like a mill pond. Burns — It comes down to what people will vote on at ATM. O'Neil — In -town bike path is in the works right now: the old railroad bed, the new culvert that's supposed to go in, the storm -water project for Consue Springs, the corner across from Cumberland Farms. Once those are done, we can focus how best to proceed. We have talked about this before. Strambaugh — Agree that Hummock Pond Road is lovely, but in town should be a higher priority due to safety issues: Orange and Washington Streets. Dunton — On the Town website, one can see the prioritizing of bike paths. I think Hummock Pond was the next in the list of priority. Hoey — When we write our report to the Finance Committee, it will be for $1.582M. Would like an update on the willingness of the private funds before writing report to Finance Committee. Town Bike Path other questions Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Burns — Will be asking $50K for environmental work. Railroad bed portion of Orange street, good candidate for state and federal construction funds. Need to do some prerequisite environmental work. If that started today, which it won't, it would be two years. Fronzuto is more up on culvert work, tidal flushing etc before bike path is put in. Discussion Tiffany — Why isn't that on for 2014? Strambaugh — Would like the old railroad bed to be more pedestrian friendly in the meantime. Hoey — What is happening between town end of Marine Home Center property and Milestone Circle and at Milestone Circle? It is all dangerous. Burns — Create crosswalks approaching rotary then keep on right -hand side of road. Boynton — The height of the curb can strike the pedal of bikers riding in the road. Hoey — Prospect Hill/Winn Street Road improvement: Do you need to spend $200K to improve Winn Street to accomplish your goal? Burns — Winn Street not slated for bike path or such, but provides access to Madaket Road. Tiffany — Route I use on a bike is Saratoga, Vestal, Winn and over. Boynton — Winn and Saratoga are also being used by bike camps. O'Neil — Can't we put up signs directing people down the dirt road? It is public land and gets bikers off Prospect Road. Tiffany — Bikers can be moved off Prospect Street and Quaker Road by use of signs directing them to Prospect bike path to Mill Hill to Joy Street to Mt Vernon to Saratoga to Vestal to Winn to Madaket bike path. Action 1. Next Week is DPW. Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Hoey — Your homework is to read the Department Public Works (DPW) stuff, put questions in email to Hoey before 4 p.m. Thursday. I will eliminate redundancies then forward to O'Neil. O'Neil will forward to the department head and cc Capital Program Commissioners. Discussion O'Neil — Be kind to Karen (new DPW department head).
