Part-time Property Assistant -Annual Review ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of August 9, 2011 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Bartlett, Gardner, Paterson, Reinhard, Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Susan Campese, Assistant Administrator. A. CITIZEN BUSINESS/ANNOUNCEMENTS: None. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property, and review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene into regular session following executive session. RETURN TO OPEN SESSION Property Supervisor Jeffrey Pollock entered the meeting at 4: 39 p. m. C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of July 26, 2011, as written. D. TRANSFER BUSINESS: 1. July 2011 Transfers -Record Nos. 31777 through 31852: The Commission reviewed transfers for the period of July 1, 2011 through July 31, 2011. a. Current "M" Exemptions and Liens - No. 31796 John A. Lineman: The Commission authorized the placing of a lien against the above-mentioned purchaser's property as a result of their claiming the "M" exemption as a first-time buyer of real property. b. Additional Information Required: The Commission asked staff to request additional information on the following transfers: No. 31786 Nantucket Overlook, LLC No. 31799 Wells Fargo Bank, NA No. 31807 11 North Road Realty Trust No. 31816 Chesnauskas Revocable Trust Land Bank Commission Page 2 August 9, 2011 c. Purchase Price Documentation Required: The Commission asked staff to request additional information and/or supplemental documentation from the purchasers to support the stated purchase price on the following transfers: No. 31796 John A. Lineman No. 31842 Nantucket Bartlett Realty, LLC No. 31847 Thirty-Seven Squam Road Nominee Trust No. 31849 PJM Properties E. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar years 2010 and 2011 through July 2011 were presented. 2. Warrant Authorization -Cash Disbursements: Upon a motion made and duly seconded, it was VOTED to execute the August 9, 2011 warrant document in the amount of $102, 918.15 to be provided to the county treasurer. F. REGULAR BUSINESS: None. G. PROPERTY MANAGEMENT: 1. Property Supervisor's Monthly Report: Mr. Pollock reported that staff was in summer mode and busy cleaning up the beaches, maintaining trails, mowing and assisting Mr. Perry with invasive plant control. Mr. Savetsky informed the Commission that property management staff would be meeting in early autumn to formulate plans for the newly acquired Ferreira and Surfside Railroad Corridor properties. All Commissioners agreed the properties looked great and commended staff on a job well done. Commissioner Paterson reported that he had been asked why the Land Bank was allowing the Phragmites to grow back on the Gaillard property and suggested adding a sign saying "Nantucket Land Bank Five Year Restoration Project". Everyone agreed that a sign and perhaps an article in the newspaper would be helpful in keeping the public informed. 2. Maintenance Facility/125 Somerset Road -Proposed Cold Storage Building Review: Mr. Savetsky presented plans for the new five bay cold storage building with the modifications the Commission requested after they last reviewed the plans at the April 12, 2011 meeting. After some discussion, upon a motion made and duly seconded, it was unanimously VOTED to send the plans to the Historic District Commission (H.D.C.) for approval. 3. Miacomet Golf Course -Planning Discussion: a. Receipt of Correspondence -New Clubhouse: Mr. Savetsky read a letter from Phil Nardone and Scott Peltier in favor of building a new clubhouse at the course. b. Miacomet Golf -Preliminary Survey Results: Mr. Savetsky reported that the public statement and a link to the online survey had be emailed to Miacomet Golf membership and Land Bank Commission August 9, 2011 Page 3 105 members had completed the survey thus far. He stated that the statement and survey would be sent to non-member golfers shortly and that the final results would be available and on the agenda for discussion at the next meeting. c. Miacomet Golf Course -Management Update: Mr. Savetsky informed the Commission he was working on the Request for Proposal (RFP) for management services and that by law, the term of the contract could be no longer than three years. Commissioner Bartlett reported that the plumber was still working on the course bathrooms and that he didn't think either bathroom would be ready this summer. Commissioners Reinhard and Paterson both expressed concern over the lack of oversight on the project. 4. Holdgate Park/Old South Road -Use Request: Mr. Savetsky presented a request from Leslie Snell to hold her daughter's first birthday party on the property on Saturday, October 8`" at noon with tables, chairs and a grill for approximately 30 people. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request. 5. Burchell Property/Mizzenmast Road -Trail Management Request: Mr. Savetsky reported on receiving a call from Penny Snow requesting that mountain biking be banned on the Burchell property after she was nearly hit as she walked along the trail. The Commission declined to ban bikes on the property, but asked the staff to think about safety when planning and maintaining trails. Mr. Pollock said he would look at the trail and widen any blind curves. 6. Wolfe Property/Washington Street -Use Request: Mr. Savetsky presented a request from Kathy Kelm, the Director of Nantucket Islands School of Design and the Arts to place five to seven sculptures on the Wolfe Property for one week beginning on October 8th as part of the Nantucket Arts Festival. The two and a half feet tall sculptures are of egrets and made on a wire frame and woven with Phragmites stalks. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request. H. PERSONNEL MANAGEMENT: 1. Part-time Property Assistant -Annual Review: Based on a favorable recommendation from Mr. Savetsky and the Assistant Property Manager Rob Earley, upon a motion made and duly seconded, it was VOTED to approve an hourly wage increase from $26 to $27 per hour for Seasonal Landscape Assistant Brian Paonessa. The Commission authorized the Director to execute a Personnel Change Form to be provided to the County Treasurer.
