Minutes of the Meeting of March 23, 2011. The meeting took place in the Court
Room of the Town and County Building, 16 Broad Street, Nantucket, MA 02554,
Members of the Board present were: Patricia Roggeveen, Whitey Willauer, ~~
Michael Kopko, Brian Chadwick, and Rick Atherton. Chairman Roggeveen
opened the meeting at 6:02 p.m.
Public Comment. Carol Dunton commented that there should be a Tom Nevers
Route off the existing routes.
Approval of Minutes of the June 16, 2010 Meeting. The minutes of the June 16
2011 meeting were approved by unanimous consent of the Board.
Approval of NRTA Administrator's Salary for FY12. Paula Leary, NRTA
Administrator requested a salary for FY12 of $81,291.11 a 2.5% increase. Mr.
Atherton questioned if 2.5% increase was a similar and consistent to town
employee's increases. Mr. Chadwick moved approval; seconded by Mr.
Willauer. So voted 5-0.
Approval of FY11 Budget Amendment and FY 12 Budget. Ms. Leary presented
the FY11 amended budget that represents the increase in 5311 operating
assistance, the decrease of state contract assistance, the inclusion of ARRA
operating funds, and additional expenses as a result of increased revenue. Ms.
Leary presented the FY12 budget that represents level funding of 5311 in the
amount of $525,000 and a 3% increase in state contract assistance. Mr. Willauer
commented on the increase in accounting services and outside services. Ms.
Leary explained the increase in accounting is associated with additional work in
preparing an accounting procedures manual and fixed asset system and the
outside services increase was related to a maintenance agreement for electronic
equipment on the buses and a real time phone application. There was
discussion on the follow up of MCD passes and the low cost of season passes.
Mr. Willauer moved approval of the FY11 budget amendment and FY12 budget,
seconded by Mr. Atherton. So voted 5-0.
Approval of 2011 Shuttle Season. Ms. Leary presented the 2011 season
operations consistent with the level of service provided in 2010, no increase in
fares, pass rates or advertising rates. Mr. Atherton asked if ad space is being
filled. Ms. Leary commented that mostly non-profits took advantage of this space
and with the economy and decrease in budgets the space and not been filled.
There was discussion about the use of park and ride lots. Ms. Leary stated for
the public's information that park and ride lots have been a component of the

NRTA's services since it began in 1995. Mr. Willauer moved approval of the
2011 season operations; seconded by Mr. Atherton. So voted 5-0.
Approval of NRTA Treasurer. Ms. Leary recommended the Board appoint
Deborah J. Weiner as the NRTA Treasurer for the purpose of signatory on NRTA
bank accounts, purposes for Barnstable. County Retirement and Revenue
Anticipation Notes and other financial issues that may arise. Mr. Willauer moved
approval to appoint Deborah J. Weiner as NRTA Treasurer; seconded by Mr.
Chadwick. So voted 5-0.
Contract Award: Supply and Delivery of Diesel Fuel. Ms. Leary presented the bid
results for the supply and delivery diesel fuel and recommended the vote to
approve the contract to Sun Island Fuel. Mr. Atherton stated that there was quite
a difference in the price.. Mr. Chadwick moved approval of the contract award to
Sun Island Fuel, Inc.; seconded by Mr. Atherton. So voted 5-0.
Reconfirmation of Agreement with Bruce D. Norling, CPA, P.C. -Audit Services.
Ms. Leary recommended the Board vote to reconfirm the agreement with Bruce
D. Norling CPA, P.C. to perform the NRTA's audit that will once again include the
required federal single audit OMB Circular A 133 in the amount of $3,000 and the
FY11 audit in the amount of $9,950. Mr. Willauer asked why the budgeted
amount was more than the $12,950. Ms. Leary explained travel and other
incidental costs were included. Mr. Atherton moved approval of the agreement
with Bruce D. Norling CPA, P.C. for audit .services; seconded by Mr. Willauer. So
voted 5-0.
Discussion of Research Parking Management Direct Bus. Ms. Leary stated this
topic was referred to the NRTA by the Board of Selectmen. Mr. Atherton
commented that the NRTA should capitalize and market the existing Park and
Ride lots.
Other Business. None.
There being no other business before the Authority the meeting was unanimously
adjourned at 6:30 p.m.
