Regular Meeting of May 10, 2011

CALL TO ORDER: 4:00 p.m.
PRESENT: Bartlett, Gardner, Paterson, Reinhard, Stackpole.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Administrator/Fiscal Officer;
Susan Campese, Assistant Administrator; Bruce Perry, Ecologist/Resource Planner.
A. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED
to go into executive session in order to discuss the purchase, exchange, lease or value of real
property. Each member was polled individually. All members voted yes. The Chairman declared
that discussion of these matters in open session may be detrimental to the Land Bank's negotiating
position and that the Commission would reconvene into regular session following executive session.
Mr. Perry left the meeting at 4: 18 p.m.
RETURN TO OPEN SESSION
Jason Graziadei, reporter for the Inquirer & Mirror; Dr. Ernest Steinauer, member of Nantucket
Biodiversity Initiative; Brendan Dwyer, neighbor to the Burchell Property; Bruce Perry, Resource
Planner/Ecologist, entered the meeting at 4:28 p.m.
B. PROPERTY MANAGEMENT:
1. Burchell Property - Agricultural Use Discussion: Mr. Dwyer, a tenant of Mr. Baird's and
neighbor to the Burchell property since 1997, spoke in favor of the organic potato farming taking
place at the site. Mr. Savetsky reported on receiving a report from Linda Williams regarding the
access issue from Appleton Road. From a brief review of the report, Mr. Savetsky said there
appeared to be a limit on curb cuts allowed from Appleton Road and that an easement may be
needed for future access, or a temporary access from Mizzenmast with a parking area on the
property for equipment may be a solution to the neighbors' concerns. Additionally, he informed the
Commission he was working on a Memorandum of Understanding between Mr. Baird as a
volunteer for the Land Bank, as well as Sustainable Nantucket for the educational part of the
program. Further, he reported that the brush had largely been removed from the property and Mr.
Baird had spread more compost from the landfill which is certified by the state as safe for use in
vegetable gardens.
Mr. Dwyer left the meeting at 4:38 p.m.
2. Craig Property - Sustainable Nantucket Proposal: Dr. Steinauer spoke generally in favor

of Sustainable Nantucket's sheep grazing pilot program. He outlined a few concerns for the
Commission to consider in the planning of the program, such as: the introduction of exotic plant
seed with hay used as feed, nutrient loading impact on Polpis Harbor, stocking rates and the
resulting overgrazing of land and potential liability issues. He also said he believed some sort of
shelter was required by law and was a concern of animal rights activists.
Dr. Steinauer left the meeting at 4:45 p.m.
C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously
VOTED to accept, approve and release the regular session minutes of April 26, 2011, as written.
D. CITIZEN BUSINESS/ANNOUNCEMENT:
1. Miacomet Golf Club - New Clubhouse Discussion: Mr. Graziadei inquired as to whether
there had been a formal vote to submit an application and plan for a new clubhouse to the Historic
District Committee (H.D.C.). Chairman Stackpole assured him that a formal vote had occurred and
Mr. Savetsky told Mr. Graziadei that staff would email him the relevant minutes the next day.
Mr. Graziadei left the meeting at 4:53 p.m.
E. TRANSFER BUSINESS:
1. April 2011 Transfers - Record Nos. 31591 through 31647: The Commission reviewed
transfers for the period of April 1, 2011 through April 30, 2011.
2. Transfer Update:
a. Additional Information Provided: Based upon the submission of additional
information, the Commission found the following transfers to be in order:

No. 31554 I. Richard Horowitz
No. 31576 Robert J. Slater Living Trust
3. Rules and Regulations Amendment Discussion: Ms. Bell provided the Commission with
copies of the proposed changes to the rules and regulations for their review, the discussion of which
would take place at the next meeting on May 24, 2011. Ms. Bell further indicated that she was
tentatively planning on scheduling the public hearing for adoption of the new rules and regulations
on June 28, 2011.
F. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years
2010 and 2011 through April 2011 were presented to the Commission.

2. Warrant Authorization - Cash Disbursements: Upon a motion made and duly seconded, it
was VOTED to execute the May 10,2011 warrant document in the amount of$114,532.73 to be
provided to the county treasurer.
Michelle Whelan, Executive Director and Dylan Wallace, Board Member of Sustainable Nantucket
entered the meeting at 4:58 p.m.
3. Warrant Authorization - 2007 Series A Semi-Annual Bond Payment: Upon a motion
made and duly seconded, it was unanimously VOTED to execute the May 10,2011 2007 Series A
Semi-Annual Bond Interest Payment warrant to be provided to the county treasurer in the amount of
$281,009.39.
G. PROPERTY MANAGEMENT:
1. Craig Property - Sustainable Nantucket Proposal: Ms. Whelan presented their proposal to
graze sheep on the Craig property as part of Sustainable Nantucket's Community Agricultural Plan.
The proposal plans would have one sheep and six lambs, with water and some grain brought in and
both wire and electrical fencing installed. Additionally, there would be chickens housed in mobile
coops that would follow the sheep and be used for parasite control and egg production. Several
interns that live nearby would oversee the project that would last from June to September or
October when the sheep would be sent off-island to slaughter and the meat would be brought back
to Nantucket for use in local restaurants. Mr. Perry assured the Commission that the project would
be sited so as not to disturb the existing walking trails on the property. Upon a motion made and
duly seconded, it was unanimously VOTED to move forward with the project with Mr. Savetsky
drafting an agreement with Sustainable Nantucket.
Ms. Whelan and Mr. Wallace left the meeting at 5: 18 p.m.
2.40th Pole Property - Beach Management Discussion: Mr. Perry inquired as to whether the
Commission would like Nantucket Tractor Company to do the regular beach cleaning at 40th pole
again this summer. After some discussion, upon a motion made and duly seconded, it was
unanimously VOTED to hire Nantucket Tractor Company to clean the beach twice per week at a
price not to exceed last year.
3. Stone Property - Wedding Ceremony Request: Mr. Savetsky presented a request from
Ashley Christ and Fletcher Haigh to hold their wedding ceremony on the beach at 1 p.m. on
Saturday, September 17,2011 with 80 to 100 guests anticipated and the set up of20 chairs. Upon a
motion made and duly seconded, it was unanimously VOTED to approve the request.
H. CITIZEN BUSINESS/ANNOUNCEMENTS:
1. Community Network for Children - Nature Walks: Mr. Savetsky presented an email from
Pauline Cronin of the Community Network for Children (CNC), who is organizing nature walks to
various Land Bank properties over the next six weeks for small groups including kids, parents
and/or caregivers, where they will have "Nature Scavenger Hunts" and enjoy the Nantucket
Land Bank Commission

landscapes. The walks are free of charge and the CNC has been organizing these walks for the past
ten years on other conservation organization properties with no issues. The Commission had no
concerns.
I. PERSONNEL MATTERS:
1. Annual Compensation Discussion: Mr. Savetsky presented the Commission with a
schedule of current Land Bank salaries for a future discussion of annual compensation for
upcomIng raises.
2. Semi-Annual Review and Compensation:
a. Assistant Property Manager - Edward Boynton: Based upon a favorable review
and recommendation from the Executive Director, upon a motion made and duly seconded, it was
VOTED to approve a $1,500 merit increase from May 16,2011 until October 25,2011, bringing
Mr. Boynton's annual salary to $63,255. The Commission authorized Mr. Savetsky to execute a
Personnel Change Form to be provided to the County Treasurer.
J. PROPERTY MANAGEMENT:
1. Miacomet Golf Club - New Clubhouse Discussion: Commissioner Paterson reported on a
meeting with Miacomet Golf Club Manager, Alan Costa, where he was given a tour of the facilities
and had a discussion about the Land Bank's financial investment in golf. Commissioner Paterson
stated he wasn't opposed to a new clubhouse if it was determined to be necessary and financially
feasible, but indicated that he would first like to see financial data that laid out how it could be paid
for through golf operations without raising fees. Additionally, he suggested a poll be taken of the
membership to determine if they wanted a new clubhouse and if so, what types of amenities were
desired.
2. Chase Property - Demolition Discussion: Mr. Perry informed the Commission that Phil
Marks of Atlantic Aoelus was injured, so the cleanup of the foundation hole was delayed, but was
scheduled to take place in a few weeks.
