Minutes of Meeting held November 16, 2010

Call to Order at 4:35PM: Members present Dr. Boyce (in the chair), Mr. Glowacki, Mr. Rank
Members Absent: Mr. Blount, , Mr. Holdgate, Ms. McCrae, Mr. Smith
From Marine Dept: Mr. Fronzuto, Ms. Riley, Mr. Dougan
From the BOS: Mr. Willauer Others: Mr. Herr, Ms. Pykocz
No Quorum: With 4 members absent, the Charir, noted that there was no quorum.
Approval of Agenda: There being no additions or changes, the Agenda was assumed to be
approved.
Chairman's Report: Dr. Boyce noted that the SHAB Annual Report was accepted by the
Town. He also noted that he, Val Hall, and Tara Riley will be attending the Northeast
Aquaculture Conference and Exposition (NACE) on Dec 1 - 3 in Plymouth, MA. This will not
require rescheduling the Dec 1 Public Forum on the Shellfish Management Plan.
Approval of Minutes: (4:37pm)
There being no quorum, approval of the minutes was postponed until a future meeting.
Marine Department Report: (4:38pm)
Commercial scalloping: The harvest is up to 2,000 bushels as of today. As of today 4 people
have been given a day off for collecting seed. Chris VanderWolk has been let go, so Sheila
Lucey has been filling in as a warden since then.
Oil Spill: There was an oil spill this morning, probably from the fishing boat tied up at the
Town Dock this year. A sample was taken and the Coast Guard is tracking the vessel and will
board her at her next port. It was not a spill which could be contained by booms, but absorbent
pads were deployed off the Town Dock.
Budget: Reorganization of the Town Departments was presented to the Department Heads
today. The Town is short $1 million. The reorganization will reduce the budget almost enough
to make up this shortfall. There will be a department of inspection services with 3 Division
Chiefs. The Marine Department budget is OK so far. Dr. Boyce offered to testify during the
budget process, if needed.
Aquaculture: The public hearing on Mr. Roberts application for a lease is scheduled for Nov.
17 at the BOS meeting. (Secretary's note: The BOS approved the application.)
SMP: Mr. Fronzuto reported that the SMP committee will meet tomorrow (Nov 17) at 2:30. The
first Public Forum for the SMP is rescheduled for Dec 1, 4:00pm at 2 Fairgrounds Road.
Old Business: (4:45pm)
Progress on Shellfish Management Plan: This was covered under the Marine Dept. Report
Report on Article 68 Work Group: The final draft of the Home Rule Petition and the Board
of Health regulations are out for comment, posted on the Town Website, and will be voted on
by the Work Group at its November 22 meeting. The Nantucket Best Management Practices
document will be presented to the BOS on December 15. The educational material for the
public still needs to be developed. Mr. Glowacki asked how much thought has been given as to
how this will be distributed. In the past, the individual constituent groups take on the
education, but such education may not meet the approval of all interested parties. He hopes
that a central committee could continue to supervise the education.
New Business: (5:01)
December meeting dates: Dr. Boyce asked if we need to meet twice in December, since
the second meeting would be very close to Christmas.
Seed Moving: Ms. Riley is trying to organize moving of seed which has been
discovered close to the Quaise shore to keep it from being blown ashore. There are
volunteers who would be willing to move seed on Saturday, but there is not time
enough to organize them for this Saturday. Mr. Dougan said he had reports of seed off
of Abrams Point. Compensation could be done along the lines of the way it was done
last year, with scallopers calling in. Mr. Fronzuto wants to tighten up the management
so that the coupon system is not abused by the fishermen. Mr. Rank pointed out that it
is not fair for a few volunteers to move seed, which helps the whole fleet, and not be
compensated for it. Mr. Herr suggested that people fishing there should be asked to
move into deeper water when they cull the seed.
