HomeMy WebLinkAbout2010-07-15 Council for Human Services July 15, 2010 2 Fain!rounds Road Minutes of the meeting of July 15.2010: The meeting took place at 4pm at 2 Fairgrounds Road, Nantucket, MA 02554. Members present: Dorothy Hertz, chair, Linda Barrett, John Belash, Sue Marques, Augie Ramos, Rachel Rosen, Mary Wawro. Absent: Maria Pena, Linda Williams Staff present: Maryanne Worth, Ann Medina Members of public present: Whitey Willauer, BaS member also at 4:25pm Rick Atherton, BaS member 1..11. Quorum: Meeting was called to order at 4:03pm: a quorum was established. _ III. Approval of Agenda: Maryanne asked for a change in the agenda to include a phone call at 4:15pm to Consultant, Bob Martin who had 37 years experience as HS director of Brockton of which 6 ~ years of that he also served as the procurement officer. This would be a follow up of the workshop he did here on June 21 st. A motion was made to include this in the agenda, motion passed unanimously. A motion was then made to approve the agenda, so voted also unanimously. IV .Public Comment: There was no comment. V.Other Business: Dorothy wished to establish a secretary for the council to relieve the HS staff. After discussion it was voted unanimously to appoint Linda Barrett as the secretary for the CHS. 4:15pm call to Bob Martin: Questions were asked about the need for RFPs and certain dollar amounts. The answers were under $5000, no RFP is needed, it would fall under sound business practice, i.e. travel expenses. From $5000 to under $25,000 if it is a sole source of a specific service an RFP is not needed. Other requirements apply if it is not a sole source, but not an RFP. Anything over $25,000 must have an RFP. Questioned as to whether or not a procurement officer should be available to answer anyone's questions. Answer was that the procurement officer has a professional courtesy to give answers. Question of whether there would be an advantage or disadvantage to have an RFP for just one agency. Answer was that it would be against the law, it would circumvent the 30B law. If the lead agency also provided services it would be a conflict of interest, don't sculpt an RPF to one lead agency. Theoretical question: If there was a lead agency selected and who gets what is stated in the work, not subcontracting but it is in the statement of work, is that legal? Answer was that he had never heard of such a model, contracts should be competitive Questions about recusing oneself from the processes if a conflict of interest may be or is present. Answer was funds could be held up for months if someone filed a complaint. 4:52pm member Sue Marques had to leave meeting. Other questions as to limits on funds for agencies were answered by saying that limits for the anticipated funds could be imposed, i.e. no agency could receive more that 25% of the total funds. Other various questions were asked and answered. Bob stated that if anyone had any further questions, they could email them to him. The call ended at 5:09pm. Both BaS members present took part in asking questions of Bob. Motion was made to approve letter to Bos, motion passed unanimously. Minutes of the meeting of July 8, 2010 were approved. 5: 14 Rachel Rosen had to leave meeting. Whitey said that he had learned a lot and wished that the BaS could have access to Bob Martin. Dorothy explained that the town procurement officer and the assist. town manager were invited to the workshop that Bob had given in June but they did not come. Whitey agreed that problems need to be solve but it may be a slow process. There are no questions to ask Diane about the RFP process right now. Scope of services packet was asked to be reviewed by the members. Next meeting: Monday July 26, 2010 at 4pm.
