Mr. Quigley moved, with Mrs. Van lieu seconding, that approval. The Beach Manager's Report: Mr. Carlson has heard nothing further from Mrs. LeCain about the complaints in her letter to BMAC. The plovers are finishing their fledging; he estimates they will all be in the air by August 4. He assured Mrs. Beck there was enough food for them to eat, unlike the osprey chicks. There will be a state-wide meeting on August 1 to receive bird data for the summer season. The lifeguards are working hard, especially on the south beaches threatened by rip currents and heavy erosion. Ropes and swim fins seem to be the best way for the guards to rescue swimmers caught in the currents and unable to swim to shore on their own. In the last two weeks the lifeguards have performed 33 rescues. The ATV patrols have issued only a few violations; most of the beachgoers are complying with the regulations. Some of the summer officers are using the ATVs under the supervision of sworn police officers, one of whom always is on the beach patrols. One of his exciting tasks with the Harbormaster was the extrication of a leather back turtle from tangled ropes at a buoy. The seals are off the coast of all the beaches, but no sharks have been sighted yet. Mr. Quigley announced that he had seen a number of jellyfish in the south shore waters. Mrs. Van lieu was commended by the members for her draft of the letter to the BOS supporting the police operations on July 4. Mrs. Beck added that Madaket and Surfside residents were grateful for the police presence as well. Mrs. Beck asked for items to include in the 2009-2010 Annual Report due in September. The members agreed to refresh the Mission Statement, to mention the new regulations, the changes in the roles of BMAC, and the new arrangements for large beach events, especially at Nobadeer on July 4. Mrs. Van lieu noted that the members have been discussing a different Mission Statement since June. Mrs. Beck agreed, stating that she had promised the Town Manager a draft of a revised Mission Statement and meeting schedule for consideration by the 80S. Mr. Quigley added that new goals should be added to the content of the proposed draft. Mrs. Beck declared that two goals were evident for BMAC as an advisory committee: to receive public input and to advise the BOS. She added that education was also an important goal. Mr. Quigley thought that BMAC should meet monthly in the summer season, then once per quarter after that. Mr. Carlson responded that BMAC has met its present objectives with the Beach Management Plan; however, there are other issues to address, such as coastal management. There is a gap of % mile along the shoreline between the beaches and the Coastal Management Plan from the water line out to the off-shore ocean jurisdiction. Mrs. Beck suggested that she develop a draft for the Town Manager of this new proposal to under take larger scale issues, like environmental concerns, debris, and beach nourishment, distinguishing them from the human and reaeational issues in the Beach Management Plan. Mr. Cartson agreed that the new concerns should not be added on to the present Plan but developed in a separate document. Mrs. Van lieu wondered if BMAC could remain useful to both old and new goals or should a new committee be established. The members voted to meet next on Thursday, August 26 at the Land Bank at 3:00 PM. The meeting was adjourned at 4:13 PM, with Mr. Quigley's motion and Mrs. Van lieu's second.
