Minutes - Harbor Plan Implementation Committee
April 8, 5:00 pm, Nantucket Land Bank Conference Room.

Members Present: Sarah Oktay, Peter Boyce, Whitey Willauer, Leslie Johnson, Carl Sjolund,
Douglas Smith
Also Present: Mike Misurelli, Lucinda Young, Mark Lucas, Sean Oberly, Ben Champoux, Rick
Atherton, Brian Chadwick
Call to Order: The meeting was called to order at 5 :06 pm. Sarah Oktay in the chair.
Chairman's Report: Sarah Oktay welcomed the attendance of the landscapers and
greenskeepers who attended. She noted that neither she nor Vice-chair Leslie Johnson will be here
next week, so Secretasry Peter Boyce will chair the next meeting.
Update on ATM Fertilizer Warrant: The BOS will be assembling a separate committee to
revise the Home Rule Petition regulating fertilizer use on Nantucket. Sarah asked that people
volunteer to be on this committee.
Discussion of Fertilizer Committee: The landscapers present noted that a meeting time of
6:00pm for this committee would be better for their schedule. Peter Boyce suggested that it would
be important to have the committee represent a broad spectrum of stakeholders, who can give
valuable input. He proposed the following: That the Fertilizer Committee be made up of people
from specific groups. After discussion the Committee settled on the following groups as important
stakeholders who should be part of the process:
Landscapers (2 members - 1 of them a practicing organic landscaper)
Golf Course representative
Harbor {Plan Implementation Committee (2 members)
Harbor and Shellfish Advisory Board
Conservation Commission
Commercial Farmer - access
Health department
Marine Department
Cranberry Bog Operator - access
Fertilizer Retailer - access
Garden Club
The groups marked access should be included in the announcements, meetings, and discussion, but
would not be voting members of the Committee.
Action: We will forward this recommendation to the BOS.
Old Business:
The Operation of the HPIC: Sarah Oktay noted that agendas had not been distributed in a timely
manner in recent weeks, and that we would adopt a standard format and prepare the agenda a week
ahead of time. Peter Boyce noted that this was a long lead time for a committee with no staff, but
that we should have them available and posted on the Town Web Site the preceding Monday. Mike
Misurelli noted that a couple of days ahead would be sufficient from his point of view.
Appointments: The Committee agreed upon appointing Ken Brasfield as a liaison to the Golf
Clubs and Barn LaFarge as a liaison to the Landscapers Association.

Blue Pages: Sarah Oktay described the Martha's Vineyard "Blue Pages" booklet and noted that
developing a similar publication for Nantucket is one of the goals of the Harbor Plan. We are to
bring a copy of the publication to the next meeting. Perhaps we could get a donor to fund such a
publication for Nantucket. ReMain was mentioned as a possible source.
Education: Education of homeowners, landscapers" and the general public about fertilizer use and
other practices which affect the harbor should be a major part of our efforts this summer. It was
noted that Patty Roggeveen had offered to highlight this problem at a gathering at the Drearnland
this summer.
Updates:
Research Buoy: Sarah Oktay noted that she will have available a device which measures algal
concentrations (by means of measuring chlorophyll abundance) in the harbor. She will put this on
one of her research buoys so we can have real time readouts from one spot in the harbor.
Eelgrass: The Land Council received their Con Com permit to do an eelgrass restoration
experiment in the Head of the Harbor.
Shellfish Management Plan (SMP): The RFP for developing a SMP has been approved by the
stakeholder committee (Peter Boyce, Whitey Willauer, Dan Drake, Doug Smith, Jake Kritzer-from
the EDF, Dave Fronzuto, Tara Riley and Cormac Collier) will be released by the Town shortly.
Adjournment: The meeting adjourned at 6:22 pm
Next Meetings: Apr 22' May 13 and 27, 2010, 5:00pm at Nantucket Land Bank Meeting Room
