BriefHistory.- The Human Services Contract Review Committee (HSCRC)
was established in May of 1993 at the request of town meeting. Members
include representatives from the Board of Selectmen, the Finance
Committee, the Nantucket Planning & Economic Development Commission,
the Council for Human Services and the community-at-large. The HSCRC
reviews local health and human service funding requests annually and
make recommendations to the Finance Committee and the Board of
Selectmen regarding appropriations. As a result of the Council and the
Committee's efforts, funding allocations are currently serving the community
in a more cost-effective way. Nantucket won the Municipal Innovation
Award because of this process.
This committee is made up of dedicated volunteers and last year they
worked on specific area; what is working, what needs to be improved,
problems with the quarterly reports not in on time, conflict of interest
disclosure, and some agencies that have a sense of entitlement.
John has provided us with a 990 workshop (this is the IRS form non-profits
fill out to show where their funding comes from). Rachel asked if there were
any new requests this year (there is one) and if there was any way for
agencies that have not applied to find out about these grants. There is a
public notice that is put in both newspapers and it runs for two weeks and
the agencies have 4 weeks from the time of the first notice to have the
grants back in our office. Perhaps more outreach can be done.
The chair of this committee is usually the BOS rep., Christy (FinCom rep)
has chaired the meetings for the past two years. This year Patty will chair
the meetings. This committee has been meeting for the past 3 years on
Tuesdays and Thursdays from 11:00 to1:00 and this seems to work for
everyone. There are usually 3 agencies at each meeting. Patty asked if we
could hear more than the 3 agencies at a time ending the process sooner.
Christy commented that there is a lot of reading involved and reviewing 3
agencies seems to work. Also it would be difficult for some members to take
3 hours off in the middle of the day. The figures will probably have to beset
by early January, Patty will check with Libby on this. The meetings times
have been scheduled as follows: Tuesdays November 13tH, 20tH 27tH and
December 4tH Thursdays November 15tH and 29tH 11:00 to 1:00. John will
do the 990 workshop on the 13tH 11:00 to 11:30.
Conflict of Interest: MA Dept. of Ethics for. This form is submitted to the
town clerk via Maryanne. You must fill one out if you think you or your
spouse may have a conflict. Maryanne is on the board of Nantucket Human
Services Center (NHSC) and ASAP. She will not sit in on these meetings.
Maryanne submitted a supplemental budget for CRC dollars asking for a
20% increase this year and 10% annually. This was submitted to the town
manager then it goes to BOS & FinCom. This department has been level
funded for 10 years.
Quarterly reports: ASAP is extremely efficient. Karyn put together a form
detailing how the money was spent. I would like to see this form added to
the contracts/scope of services. The quarterly reports are different because
a lot of the agencies provide fee for services. There have been problems in
the past with the hospital submitting their quarterly reports late. There has
been a policy in place that if the quarterly reports are not submitted on time
the agencies payment would be withheld until the following quarter.
Maryanne would like to keep that policy. This is up to the committee to
decide. Alice is interested in the financial status of the hospital since the
merger with Mass General. Merging with NCH, a rural hospital, enables
Mass General to charge more for services. The hospital has a community
benefits fund and they have given money to NBHS.
The Human Condition survey identified what the needs of the community
are. As we go forward for more money, it is important for us that applicants
specifically-reference that they would use the survey results. Maryanne is
hoping to do the survey every other year. Bob Karelitz (Tuppancy
Foundation) asked Maryanne if she needed help with this. Can Maryanne
request money from the CRC for the survey? Yes. Demands for town
money has increased and funds are decreasing. The Council for Human
Services members is concentrating on 4 areas: housing, mental and dental
health issues, and cost of living. Maybe the BOS will see the significance of
the data and the potential for dollars that this data could bring to the
community. The last survey was done 11 years ago and out of that came
Sherburne Commons, the Sober House and the smoking ban.
All agencies are doing more for less and it gets to the point that you can
only do so much. There is a person from Community Action Council of Cape
Cod & Islands (CACCI) that comes to the island once a week to enroll
people in the state mandated insurance program and there are a couple of
council members trained to do fuel assistance.
When the schedule is set it will be sent to the CRC members. The meeting
adjourned at 1:00. The next meeting is scheduled for Tuesday November
13th at 11:00 2 Fairgrounds Road.
