Maryanne discussed what has been going on in Human Services.
One person was trained to help out with fuel assistance applications; the office is
averaging 11 people a day.
There was a 211 workshop held in August that was co-sponsored by the
Community Foundation. Town &non-profit agencies were involved. 211 is similar
to 911 except it will link the caller to heath and human service agencies. It will
be highlighted in the new phonebooks.
An energy savings workshop was held on October 1St that was sponsored by
Cape & Islands Renewable Energy Collaborative, Housing Assistance Corp.,
South Shore Community Action Council, Housing Nantucket, and Council for
Human Services. There was also a weatherization workshop and anyone who
would be interested in doing this can call Maryanne for more information.
The Healthy Community Forum that Maryanne was planning along with ASAP, fell
through when an ASAP board member was not in agreement.
The contract review process is going to happen this year; it is unclear whether it
will continue. A new group, The Human Services Collaborative Work Group, has
been formed and has been meeting weekly with non-profit agencies (NBHS,
ASAP, NCH, Nantucket AIDS Network, Family Planning, A Safe Place and Jenny
Garneau suicide prevention coordinator). This group was formed to study the
current design for the provision of Human Services to the Nantucket community.
It appears that the focus is on the Continuum of Care and there is no objection
to looking at this. However it seems that the elderly and underprivileged are not
included in this group (IFCFoodPantry, IFCRenta/Assistance, E/dersServices,
Lega/Services, MVYCommunityServices). What will happen to the smaller
agencies that were not included in this work group. It was recommended that a
letter be sent to the BOS requesting that a CRC and CHS member be on the
group.
The CRC process has accountability to the FinCom, BOS and the Annual Town
Meeting, it is not known what this group's accountability is.
The CRC, for the past years has been funding private foundations whereas in the
past it funded town projects such as ACDC, NRTA, NCH and COA. The hospital
has always been supported by the town, it used to be in article 8 which is the
town's operating budget.
Because of the financial situation this year department heads have been asked to
look at their budgets. CRC is a small piece of what this office does;
approximately 8% of time is spent on this. The concern is that this group, CRC,
will not exist next year. Maryanne is putting together a workshop for alternative
funding sources.
There has not been a BOS representative in a few years; Michael Kopko and
Patty Roggeveen are the BOS representatives for FY11.
What will happen to smaller groups that were not included in the work group?
ASAP and Family & Children's want to do a joint venture; a collaborative
statement that they will sign.
The group suggested Maryanne put together what she does in the office, break it
down, what do you do on a daily basis? Maybe put in an op-ed piece in the
paper'Do we need Human Services?'
Should a CRC and CHS member write a letter to BOS about being on the work
group? Jack and Christy are part of the work group.
The CRC budget requests are due November 13th by noon. Meeting times will be
set up after that.
