Beach Management Advisory Committee

Members Present: Maureen Beck, Chair, Tom Dickson, Tom Quigley, Chris Magee;
Beach Manager Jeff Carlson; Guest: Selectman Allen Reinhard
Mrs. Beck convened the meeting at 4:00 PM. Mr. Quigley motioned, with Mr. Dickson seconding, the
approval of the Minutes of 12 November 2009, which passed with Mr. Quigley abstaining.
Mrs. Beck asked Mr. Carlson to present the Beach Manager's report. He remarked that the recent
storms had caused lots of erosion around the island. The Town Manager has moved the job of cleaning
the beaches to his office and budget, and, in order to reduce costs, he has presented several plans which
can eliminate some raking on certain beaches and stop the cleaning earlier in the fall. Surfside and
Jetties Beaches will continue to be cleaned daily.
Mr. Carlson reported that there is some talk of charging parking fees at these beaches and received
some unfavorable reactions from the members regarding this issue. He also reported that the increase
in rental car fees produced an increase in the revenue for the sale of beach driving permits for this year.
Mrs. Beck stated that the Committee should look again at the 2009-10 goals. The Town Manager has
pointed out the BMAC list of goals presented to her are all covered under BMAC's Mission Statement,
but that she would be glad to look at any particular goal which might be beyond that statement. Mr.
Dickson urged that one of the goals, that of creating a summer column of beach news in the I&M be
listed separately and followed up with conversation with the newspaper about the possibility.
At this point in the meeting Selectmen Reinhard arrived to visit the members, who engaged him
immediately in discussion of a recent suggestion that the Land Bank, of which Mr. Reinhard is a
Commissioner, take over the maintenance of some or all of the public beaches. The members and the
Beach Manager offered a number of suggestions, pro and con. As the discussion continued at length,
Mrs. Beck called the meeting's attention to the agenda and noted that many items would have to be
delayed until the next meeting if the discussion was to be continued.
The members preferred to continue the discussion and voted to set up a two-hour meeting for January 7
from 3 PM to 5PM to finish the discussion and the rest of the December 10 agenda. They also asked
Mrs. Beck to invite the Board of Selectmen to attend and participate in the discussion at that time. Mr.
Reinhard responded that he would be glad to attend.
Before concluding the meeting, Mr. Quigley motioned, with Mr. Dickson seconding, that BMAC use the
Mission Statement for its 2009-10 goals and add the goal of a newspaper column as a separate goal.
The motion was approved unanimously. Mrs. Beck was also asked to add January 14 as a possible
second meeting in that month
A motion to adjourn was made and seconded by Messrs. Dickson and Quigley and approved
unanimously at 5:07 PM.
