Mrs. Beck convened the meeting at 4:00 PM and asked for approval of the Minutes of 17 Septem~
2009. Those present approved unanimously.

Mr. Carlson reported that the semi-annual meeting of beach agencies with the Town Manager would
occur Monday, 21 October, in the Town Building at 10 AM. Mr. Carlson will send the members a ~mo
on the discussions at that meeting since the next meeting of BMAC will not occur until October 29~":He

also anticipates that arrangements for July 4th event at Nobadeer Beach may require a couple of -
meetings in the spring of 2010 rather than at this Monday's meeting.
Mr. Carlson announced that beach driving permit sales for 2009 were off by 15% and that there were no
repercussions from the rise in rental car permits.
Mrs. Beck asked if the budget was affected by any of the Town's economic difficulties. Mr. Carlson
replied that most of the budget items are set costs, which the income can handle so far. A number of
factors, including the bad weather, kept beach attendance, rescue and assist operations, trash
accumulation, and ambulance calls down.
Mr. Carlson was pleased to report that he inspected the first lifeguard stand built by the high school and
was looking forward to the completion of nine more by next summer. He also reported that Smith's
Point is open to foot traffic. Esther island is re-connected to Smith's Point but not safe for vehicles yet.
As the erosion along the approach increases, he is developing a public access to the Point past some
private properties. There are discussions ongoing about establishing a day-rate permit for vehicles to
use Smith's Point.
Mrs. Beck asked the Committee's to re-phrase BMAC's goals in response to the Town Manager's
comments on those submitted. Mr. Quigley, unable to attend the meeting, sent an e-mail suggesting
the members use the Mission Statement as a guide for listing specific goals. The members agreed that
some of the goals subnitted merely repeated parts of the Mission Statement.
Mr. Dickson suggested that the members make tentative changes which would then be reviewed and
voted upon at the next meeting on October 29. It was decided to eliminate Goals 4, 5, and 6 as
repetitions of the Mission Statement. The following revisions were made to Goals 1,2,and 3; Goal 4 is
completely new.

2: To continue to publicize BMAC as a resource for informing and educating the public
about the beaches
3: To continue the use of PSA's on TV and in the I&M for the education of beachgoers
New 4: To make recommendations to the Town as we perceive changes, needs, and
improvements in beach operations
The members agreed also to discuss the Beach Driving brochure for any changes at the October 29
meeting.
