The question \vdG raised as to the jurisdiction of the Personnel D~Qrd
over County employees.Nr. Young will investigate as to 1,/ho h2.8 the
@uthority to make the Per30nnel Board resp@nsible.Mr. lJotter will Qlso
check with Arthur DesrGcher.( Nete: This was done and Mr. Desrocher will
furnieh a written opinien.)

Mrs. Pignato presented a petitiem, duly signed by 22 voters, that a
representative of the Town empleyees attend Beard meetings in a n_n-
veting and advis0ry capacity. Mr. Kenward moved and Mr. PQtter aeconded
that the matter be further discussed at the meeting of Nevember 20th, and
that in the interim all Department Heads and interested parties be
advised per Section 6-A of the Pers~nnel By-Law.
The lack of an iappointment tCi>> fill the vacancy on the Personnel BGurd
was raised. Mrs. Perry will seek a ruling from Town Consul on exactly
who is elg,1.ble te serve on such a Board.
A 10 day vac&.tion \.,i th pay for Ethel Smi the Information Bureau) was
unanimously approved, as wa3 the upgrading of Mrs. Leno(T~x C~11ectQr'8

Mr. Holdgate w0udered if all vacancies in Tovnl positi0ns, other than
elective Il~~X%p~xxtXxI should n~t be advertised,
A re-draft of proposed changes of Sections 7 and 8 gf the Personnel
By-Law will be prepared fer the next meeting to be held Gn Monday,
November 13,1978.
The meeting was adjourned at 10:20 P.M.
