HomeMy WebLinkAbout2009-02-03 8 :::;:: = --< \...n LV Town of Nantucket County Finance Review Committee Minutes - County Finance Review Committee Meeting, held February 3rd, 2009 [Approved May 14th, 20091 A duly noticed meeting of the County Finance Review Committee was held in the conference room at #2 Fairgrounds Road on Tuesday, February 3rd, 2009, commencing at 4:38 PM. Present: Chairman Jim Kelly, Christy Kickham, Steve McCluskey, Peter Morrison, Matthew Mulcahy, Michael Rosen, Tim Soverino, and John Tiffany Absent: Charity Benz Also present: Rick Atherton, C. Elizabeth Gibson, Michael Kopko, Irene Larivee, and Craig Abernathy. Call to Order: Chairman Kelly called the meeting to order at 4:02 PM. Announcements/Updates: None Review of Nantucket County Budget: Explaining the process for approving the Nantucket County Budget, Ms. Gibson highlighted three steps: approval by the Board of Selectmen, approval by the Finance Committee and approval by the County Government Finance Review Board (CGFRB). Chairman Kelly asked if it was the expectation that the Finance Committee would approve the budget at the meeting; to which Ms. Gibson responded in the affirmative. Minutes - County Finance Review Committee February 3rd, 2009 Page 2 of2 Ms. Gibson stated that the Nantucket County Budget is comprised of three departments: the Registry of Deeds, the Sheriff, and County Administration. Chairman Kelly asked if the County is assessed an amount for indirect costs. Ms. Gibson responded that the County is not assessed as there is not enough money to allocate an amount for this item. Mr. Rosen asked if Ms. Gibson could estimate the amount. Ms. Gibson stated that it is not a small amount. Turning to revenue sources, Ms. Gibson cited a Town assessment, deeds excise fees, copy fees and license fees as sources. In examining projected revenues, she stated that there should be sufficient Deeds Excise funds to cover expenses, but noted that this funding source cannot be used for maintenance of effort. She added that by law funding must increase by two and a half percent each year. Ms. Gibson commented that the methods of funding the County budget may change if the State takes over the Sheriff's budget. Ms. Gibson then turned to expense items citing funding for the FY 2008 Audit, an appropriation for a new police station, and an additional ongoing appropriation for debt service. She again cited pending legislation as a factor affecting the final outcome. Mr. Mulcahy moved to approve the Nantucket County budget; seconded by Mr. Rosen. So voted unanimously. New Business: None. Date of Next Meeting: The date of the next meeting is to be determined. Adjournment: Chairman Kelly asked for a motion to adjourn that was "so moved" by Mr. Mulcahy.
