She asked for approval of the Minutes for 11 DecEffl:.lber 2008. Mr. Dickson moved, Mrs. Van Lieu seconded, and all approved except Mr. Quigley, who ab&tained 0\ because of his absence on 11 December. ~ Beach Manager Carlson reported that the revising and updating of some of the sections of the B~~ch Management Plan was going well. He will divide beaches into three categories, restricted, unre~cted, and closed, and provide procedures for opening and closing beaches, including notices in the papers. He has also met with the BOS to settle on a red zone in the Beach Driving Brochure for the area along Western Avenue from the Surfside Public Beach to the Farrell Land Bank property. He noted that erosion at Surfside Beach access has created a considerable drop, which may require permits from the Conservation Commission for a ramp ifthe drop is not refilled from the shoals. The Beach Fund would be used for such a project. Mrs. Beck reminded the members that at the BOS meeting on 21 January Mr. Carlson will ask in a public hearing for an increase in Beach Driving Permit fees for rental vehicles. If allowed, the increase would be reviewed in a year for continuance. He also recommended website additions be delayed until Town departments can resolve the budget issues for F2010. Mrs. Beck asked if BMAC could assist in providing public outreach regarding the various concerns about erosion on island. Mr. Dickson stated that he would like to see improvements at Nobadeer and prevent public use of the dunes for toilet facilities. Mr. Carlson reported that the State was pulling together a data base of coastal stabilization projects such as that at 'Sconset and other best practices in place within the islands and Cape areas. He recommended individual members take a look at Miacomet where some of the dune erosion has been stopped after illegal beach accesses have been closed and new parking installed. Nobadeer is a tough target, he observed, but the members hope that, like Surfside Public Beach, pedestrian access can be channeled by narrowing the entrance at the bluff gradually with grass planting and stakes. He agreed to stake off some of the beach at the top of the bluff and wait to plant grass when the channel is secure. The members agreed to cancel the January 15 meeting but to meet as scheduled on February 5. The meeting was adjourned at 5:10 pm.
