Macintyre, Jr. I V1 NANTUCKET AIRPORT COMMISSION MEETING December 9, 2008 The meeting was called to order at 5:02 PM by Chairman E. Foley Vaughan with the following Commissioners present Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., David C. Gray, Sr., and Robert Mee. Also present were Airport Manager AI Peterson, Mninistralive Assistant to the Airport Manager Janine Tones, Rnance Director Tina Smith, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell. The Commission unanirnously MISIP approval of the: November 20, 2008 Commission Meeting November 25, 2008 Special Commission Meeting December 3, 2008 Special Commission Meeting Noise Abatement The Early Morning COflllIiance award for November was awarded to Cape AirlNantucket Airtines. Terminal Update Andy Ravins reported: . The terminal project is around 46% completed based on dollar value. . The building is enclosed . The shingles are being put on . Started ripping off the roof and replacing it on the existing building . New gift shop . Demolish the old janitors closet As far as the overall schedule there has been some minor slippage however there is a plan to rectify so the completion date will still hold true. The schedule has gotten tighter. Mr. Ravins will work closely with the sub contractors, pre plan and work with the team if there is any change in design requested it should be acted on quickly so it will not cause any delays. The Geothermal wells were started today. Within the next week the goal is to drill one supply well and one return well to do the flow test to verify the amount of water that can be pumped out of the ground and the amount of water the can absorb. These calculations are key to confirming the design and to confirm how many affusion wells will be needed, we are scheduled for 3 with an option of 4. Commissioner Macintyre inquired when testing the flow of the wells what is done with the water, does it just get pumped out onto the ground? Mr. Ravins reported no we have a dffusion well which means when the water is pumped out of supply well A the water is pumped in to the diffusion well B. Commissioner Allee inquired on whether the leakage problem on the roof where the old buildng meets the new building has been taken care of. Mr. Ravins reported until the permanent system is in place there will be leakage. Mr. Ravins will check with Mike Gear and get back to the Cornmission. Commissioner Gray inquired on the roof top units; Mr. Ravins reported the roof top units are scheduled to ship January 2nd the reason for the delay is the units were made the first time without the special coating. The Geothermal heat plJ11pS will ship December 1911; the heat exchanger will ship December 13th. Ray Portilio reported on the registration of the geothermaJ weDs with the DEP. Have received the ctaft application from Skanska. The DEP should issue the permit 48 hours with a canpIete application. The application is COfTllIete pending the flow test information. The goal for the submission date is December 1911. Cornmissioner Macintyre questioned whether the water quality corning from the wells is required to be tested periodically? Mr. Portilio reported it will need to be tested at least annually. Amy MacPhetres with JE & K reported on the project cost surrmary. The paid to date cost of $14,105,407.87 does not include the November invoice from Skanska. The $22,874,708 GMP for Skanska is 42% complete however this does not include any daily changes that would affect the GMP. ARFF Update Mr. Peterson reported he met with Annen D. today who is part of the teem of architects designing the ARFF building and he also helped write the FAA circular which guides you in the re<Prements for the ARFF blilang. They met with the Airfield S~sor, Operations S~sor, Police Chief, Rre Chief, and the consutant from Logan. There was a list of needs aong with a lot of input for the new ARFF buildng so they will take everytting into consideration and see what we can afford. Cornmissioner Macintyre asked Mr. Peterson to expand on the input from the Rre Ctief and Police Chief. Mr. Peterson responded we wanted to be able to tie in with the overall emergency management plan, so we will be able to communicate with the 800 mega hertz they are switching to. The drive through bay ~Iity, which the Fire Department could also utilize, ~ the opportunity to refiA ql.ickly with your firefighting ingredents. 2009 Rates & Fees Structure The Commission MISlP to table the 2009 Rates & Fees Structure until the January Commission Meeting. Vice Chair Egan would like Mr. Peterson to send out letters to all the tenants which will tell them how much square footage they will have and have them all sign off on it Environmental - Jack Wheeler Jack Wheeler reported the November compliance figures are in using the new formula in which they are not only tracked in the earty morning but also sporadically throughout the entire day in 1 hour blocks. The airtines have not fully adjusted to this new system. Operations through November 83,888 which is 00Wn 4.3% below last year and 2.79% below the base year of 1986. Enplanements through November were 00Wn 7.5% below last year. GA side is 537 through November, 19,468 year to date. Freight is down 28% due to UPS using the boats. Noise Complaints for November were 7 which is down 27 the prior year. There have been 1,122 total complaints for the year which is up from the prior year. Commission Macintyre inquired whether Nantucket Shuttle was coming to the Noise Meeting tomorrow, and if they don't show up they should have a letter sent to them certified/return receipt requesting a meeting on the consequences of not following airport procedures. Operations Mr. Peterson reported: . Last Thursday Nantucket Shuttle had a nose gear collapse which was mechanical nobody was on board . Working on a storage building on the north ramp . Mr. Glowacki is off the lo~ we bought some of his surplus blocks . Continuing with the ARFF training, Jeff, Dave, and Blaine are still out . ARFF meeting tomorrow with the architects to continue with the design phase . Commissioner Macintyre and Mr. Peterson met with the Capitol Committee to ask them to include the managers house in our capitol request and they voted to include it . Mr. Peterson is going to Boston on Thursday. The IG is reviewing the process of public buildngs using Construction Manager at Risk to evaluate how the program wor1<s. Jeff Lynch of Enterprise Equipment our Geothermal stb-oontractor reported the first real well was drilled complete they dug down 195 feet and cicI not hit any clay, Mr. HoIdgate will deveIq> this well over the next few days and start the second well on Friday. The testing of the weDs will start the week of the 21st and is a 72 hour test.
