When she asked for approval of the Minutes of 6 ~ November, Mr. Leddy pointed out that the Land Bank property which he had pointed out lacked signage was the Apthorpe, not the Farrell, property. The members voted unanimously to approve the Minutes with this correction made. The members decided the calendar for winter meetings will be as follows: December II, January S and IS, and February 5. The Beach Manager gave the members his additions and edits for the Coastal Management Plan matrix. These included the addition of certain beaches and the change in contact information with the Town agencies. He added specific procedures for the Marine Mammals operations and for the removal of beach and water debris. He will update the Beach Management Plan as well with this new information as well as protocols for accessing and closing beaches. Mrs. Beck thanked the Beach Manager for these clarifications and expansions for both Plans. She then announced that she hopes the Beach Manager's position as the coordinator and establisher of beach management policies on island will become more visible to officials and the public. Mrs. Beck pointed out that the Parks and the Beach Management agencies are under stress to make money through the permitting of entertainment events on the beaches and parks by fund-raisers On a case by case basis the Town hopes to see higher charges and security deposits established for such events. Mrs. Beck suggested that the members review and suggest additions to the Coastal Management Plan at the next meeting. Clear statements are needed regarding beach access, beach debris, and those agencies responsible for beach operations. Mr. Leddy recalled the frustration about the dying seal at Nobadeer last summer when it was unclear who would be allowed to handle it. Mr. Carlson presented a letter to the BOS proposing fee increases in beach driving permits for rental cars. Mr. Carlson recommended that perhaps the best time for the presentation to BOS would be at the December 10 meeting. The members discussed the recent telephone barrage from two Western Avenue residents complaining to island officials and BMAC members about driving on their dunes and beaches. Mr. Carlson urged members to refer such complaints to the Town Manager or the Police if they recurred. Mr. Leddy worried that the trash issue at Woodbine has not yet been resolved and that he had discovered four TV's hidden in the brush at Fisherman's Beach. The meeting was adjourned at 5:10 pm.
