Ms. McColl notes we said we didn't want permanent piers because we didn't want piles driven down into the ~callop bed. Mr. Smith says thIs is only one pile bent (two pilings) that would be driven into that one portion and the cross section is only 1'; two piles would be two square feet. Continues they are also proposillg, beeauseof the minor alteration in the process of putting in the pile, of utilizing a shellfish propagation cage which has been used in some areas in Rhode Island in the past. Would ask the Shellfish Department to recommend the type of shellfish. Mr. Wilson asks if the Shellfish Department has seen this yet. Mr. Perry sumn\arizes the letter received from Town Biologist: two surveys were done, one in a 500' radius and one in a 2000' r.adius and s:crnc'luded the size and type of the proposed pier would adversely affect the shellfish beds. They had .concerns about it sitting on the bottom for a portion of the tidal period. To eliminate those type of impacts they have revised their plans to propose a marine ramp that has piles that touch the bottom only at, the end. Mr. Perry notes the window of being able to use this pier is very s~ort. They have two tables Which break/the results of testing the material by element into category 1, 2 and 3 and A, 8 and C, all dealing with differ-ant levels of, concentration. We should think 01' it as the <degree we don't want this material takensolllewhere else, number 1 being that material which would be acceptable to the landfill, 2 would be as well and in some instances 3. Our material corresponds to type 1 and 2 and A and except for 813,. Volatile Solids, is in category C. What does that mean is shown on the next page, Table 3, which has categories for, dredging (they are requesting mechanical vs. hydraulic); disposal method (in water, so their method at the landfU 1 would not apply); and placement (category 1, a, b, c; category 2, a, b, c; 3, a, b, c materials may be placed on land or in-harbor disposal with bulkhead). This pn)ject is a pile supported pier, not a bulkhead, and as a result they are left with an in-land dispos-aloption. In summary this material would meet WPC criteria for inland disposal.
