Macintyre, Jr. Nantucket Airport Commission Meeting November 20, 2008 The meeting was called to order at 5:07 PM by Chairman E. Foley Vaughan with the following Commissioners present: Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., David C. Gray, Sr., and Robert Atlee. Also present were Airport Manager AI Peterson, A<ininistrative Assistant to the Airport Manager Janine Torres, Finance Director Tina Smith, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell. The Commission unanimously MISIP approval of the October 14, 2008 minutes. Noise Abatement The Earty Morning Compliance award for October was awarded to Island Airtines. Cart Vogel Director of Operations for Island Airlines was on hand to receive the award. Mr. Vogel announced, due to recent drop in fuel prices, Island Airtines will immeciately COI1llIY 100% with the voluntary noise abatement procedures. They also have purchased a new Cessna Caravan which will arrive on December 17, 2008. It is a 15 passenger plane however they will still only be anowed to carry 10 passengers, inchdng the piIo~ due to FAA regulations. Commissioner Macintyre asked if Mr. Vogel had any data on what the Commission could do with regards to the Noise Abatement Program in order to help the airtine. Mr. Vogel responded they do not have any data at this point. Mr. Peterson asked if they can still fly normal altitudes, Mr. Vogel replied from the analysis they have done so far the regulations state they have to remain at power out distance to shore which means they will have to operate at higher altitude. Rying to Nantucket would be 2,000, flying to Hyannis would be 2,500. Luxury Media Partners: Brian Pussilano, Jim Joyella Brian Pussilano presented a new marketing proposal for Luxury Media Partners which consisted of: . One year test program for 2009 . Reduced display size . Interior custom art frame dsplays compatible with new facility . Exterior displays on GA air-side . Digital screens for interior holding areas . Value-added - sponsor provided - passenger amenities The revenue from these activities would contribute to lower cost to passengers and off set declining flying activity. Vice Chair Egan feels the display size of 3'X4' is still to large for the interior, does not support the displays outside and would like the advertising to be affordable to the local merchants (think local first) apposed to the off Island merchants. Commissioner Mcintyre would not like any umbrellas on the airfield do to safety however a new patio deck is a good idea. Commissioner Gray asked if the airport would have access to the LCD Screens if necessary for emergencies, Mr. Pussilano answered the airport would have access. Mr. Peterson would agree with the displays on the interior of the building but not the exterior. Chairman Vaughan would like the sub-committee which consists of Commissioner Mcintyre and Commissioner Atlee to look into the new proposal and report back to the Commission. Terminal Update Mr. Peterson report the RDS contract was awarded to Alpine Systems which will consist of 5 screens and 2 gate displays including 1 in the restaurant with PA system integration. The furniture contract should be awarded this week. Mike Gear from Skanska reported: . Interior framing of the partitions is on going . Electrical, plumbing, and mechanical contractors are roughing in the mechanical equipment . The exterior roof and windows will be finished in about a week. Exterior trim and siang has been started . Roof top units will be here in late December, elevator construction to begin in January, drywall finishes will be done in February, March the c8fing win be going in. . The terrazo wifl be started in January c:l the existing buildng it win be done in stages starting with the main entrance. . The test wells are in and the data which consists c:l the water quality and the ground material is in. The screens are being fabricated and scheduled to start after Thanksgiving. Mr. Peterson reported he talked to DEP and the wells do not need a permit they only need a registration. . The fire proofing is finished with a few exceptions Mr. Peterson reported the asbestos inspection has been done and he is waiting on an estimate. This will be putting in all new pipes for the tower and it will have to be done at night with an escort. Diversified has been hired to do the coordination. They have also inspected the basement under the restaurant and the furnace rooms under the new construction without any findings of asbestos. Commissioner Macintyre inquired if the asbestos was part c:l the original cost and Mr. Peterson stated it was not and will be an added cost. Steve Flecchia - Budget Steve Flecchia reported: . $12,807,705.45 has been paid this far including construction and soft cost . 14 state paid requisitions totaling 8 million dollars paid back to the airport . 4 federal FAA requisitions totaling 2 million dollars paid back to the airport . 43% of the overall budget has been spent to date ARFF Update Mr. Peterson reported attendng a meeting at the FAA to review the CIP along with Commissioner Macintye and Tina Smith. The FAA is receptive to funding a new ARFF buildng. The money is planned to come out of the stimulus package Congress is looking to pass. An ARFF building is high on the FAA priority list The airport is going to upfront the survey, ground testing borings and select a designer which will allow us to meet a rapid build time table. Money should be here mid year to start the 3 bay building. Commissioner Macintyre reported feeling very comfortable the FAA will approve this funding. A TCl Update Mr. Peterson reported the wording in the contract to William Payne & Associates is still being discussed. There will be a meeting on Nantucket in December with the FAA control tower and to do the preliminary work for AFTILL. Bill Payne the consultant has been in touch with the FAA. AFTILL is coming to look at the proposed site. financial Review and Approval FY 2010 Budget - The Commission M/SIP to table the FY 2010 Budget until Tuesday November 25, 2008. 2009 Rates & Fees Structure - The Commission MISIP to table the 2009 Rates & Fees Structure until Tuesday November 25, 2008. Chamber of Commerce "Nantucket Noel" Sponsorship The Commission unanimously M/SIP to sponsor stroll festivities at a silver bells level in the amount of $500.00. Cherry Tree Donation - Corner Lot Mr. Peterson reported as part cj John Keene's approval for his subdivision on Old South Road, he agreed with the Planning Board to donate five Cherry trees to the airports lot on the comer of Old South & Airport Road. Mr. Keene would like to actually donate 10 Cherry trees. The Commission unanimously MISIP to accept the Cherry trees. Environmental- Jack Wheeler Jack Wheeler reported operations through October 11,479 which is down 2% below last year. Enplanements through October were down 5 % % belCNt last year. GA side is 934 through October, 18,931 year to date which is up from 2007. Freight is down due to UPS using the boats instead of the planes. Noise complaints for October were 15 which is down .88%. Mr. Wheeler reported as the Environmental Coofdinator he has to maintain compliance with the National Heritage permit As part of that the airport bought a seed harvester wtich was recently successfully tested at the Nantucket Golf Club. Operations Mr. Peterson reported: . The new door for hangar 3 is finished . Next week additional loop sensors for the vehicle security gates will be put in . Starting to plan the opening ceremony for the terminal grand opening (tentatively the Friday after Memorial Day) . Due to Jeff and Dave being out John Grangrade has been taking over their duties . Blaine Buckley is still out due to a knee injury . Have advertised for a temporary fabric building, 2 bids came in however due to the high estimate they both will be rejected . Advertising for the lot on Bunker Road will be going in the paper Commissioner Macintyre inquired on tenants back rent, Mr. Peterson answered all tenants have responded to their letters. Public Comment There were no audience members wishing to make remarks during Public Comment It was MlS/P by the following vote to adjoum into Executive Session to discuss lease issues, not to reconvene into Regular Session.
