Mrs. Beck convened the meeting at 4:00 pm and welcomed Harbormaster Dave Fronzuto. Mr. Fmnzuto
passed out information on the Coastal Management Plan, a matrix of issues to be addressed and a
designation of those offices responsible for each area of the Plan. He is eager to have BMAC look at the
matrix and add any other issues or areas which should be included in the Plan. The scope of the Plan
includes 130,000 acres of coastline and waterfront starting from 1500 feet from the shore out to the
three-mile limit. Colonial deeds for waterfront property restrict the plan from starting right at the low
mean water line.
Mr. Fronzuto stated that he and Planning Director Vorce were shocked when the Plan Committee did
not include representation from Nantucket, whose coastal waters comprise a very large area of the
Plan's scope. That omission has been redressed, and Mr. Fronzuto and Mr. Vorce have seats on the
Committee. With considerable data on Nantucket coastal and harbor areas Mr. Fronzuto is aiming to
compile a collection of Coastal Management Principles as the island's contribution to the Oceans
Management Act. Enforcement will need to be very specific in regard to coastal wetlands. Applicants for
coastal projects will be able to get data and principles from the web site for help in preparing their
requests.
The deadline for the Plan to be submitted to the State Legislature is June, 2009; therefore, any input
from the public and various agencies must be delivered soon to meet that deadline. Mr. Fronzuto
emphasized that the Plan is more than a regulatory document; it is, instead, a comprehensive study of
local practices.
When Mr. Fronzuto paused to take a telephone call, Mrs. Beck called for approval of the Minutes for 16
October 2008. Mr. Leddy asked that a correction be made regarding beach access at the Land Bank
Farrell property. The signs clearly state No Trespassing Between Sunset and Sunrise. The members
agreed to the correction; Mr. Quigley, having not been at that meeting on the 16th, abstained.
Returning to the meeting, Mr. Fronzuto discussed the tidal water project south of Muskeget and
reminded the committee that the extent of his authority goes to the three-mile limit off shore, not
farther.
Mrs. Beck asked what he would recommend regarding an increase in beach driving fees. He stated that
at an earlier meeting Town beach agencies cited rental car drivers as the least careful and asked that
they be charged a higher fee. He also recommended that BMAC look at other areas where fees may be
able to offset the costs of beach operations. He reminded the meeting that the Beach Management
Account alone must pay for beach operations; the Town has no money allocated for the program.
A discussion followed as to which fees could be raised and when thrpughout the year.. Mr. Leddy
suggested the highest fee be charged in the July-Labor Day period when most off-islanders are here.
The other members liked the present schedule for resident fees but were willing to consider a rise in the
non-resident fees. Mr. Quigley supported Mr. Leddy's proposal. Mrs. Beck suggested that BMAC make
a decision at the next meeting on what changes to make. Mr. Carlson suggested that BMAC make a
careful presentation to the BOS, illustrating the history of the fees over the years. He will draft a format
for such a proposal for the next meeting on November 20.
Mr. Leddy stated that trash was still accumulating on Woodbine and had not been picked up by the
DPW. Furthermore, new trash at the site seems to be coming from a construction project adjacent to
Woodbine. Mr. Carlson will speak to Mark at Woodmeister about the new trash. Mrs. Beck will alert
the DPW about a regular check-up on trash removal there.
The next meeting will be November 20, at which the fees and the winter meeting schedule will be
discussed. Mr. Carlson will bring copies of his list of Coastal Management Plan additions to that meeting
also.
Mrs. Beck adjourned the meeting at 5:20 pm.
