Macintyre, Jr. < C2 NANTUCKET AIRPORT COMMISSION MEETING September 16, 2008 The meeting was called to order at 5:03 PM by Chairman E. Foley Vaughan with the following Commissioners present Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., David C. Gray Sr., and Robert Allee. Also present were Airport Manager AI Peterson, Airfield S~sor Jeff Marks, A<mnistrativeAssistant to the Airport Manager Janina Torres, Finance Director Tina Smith, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell. The Commission unanimously MlSIP approval of the August 12, 2008 minutes. Noise Abatement The Early Morning CorTlJIiance award for August was awarded to Island Airlines. Terminal Update Mr. Peterson reported the project is coming along in a timely manner. The GMP proposal was received late last night. A special meeting to vote on the GMP will be held on September 25, 2008 at 4:30 PM in the SRE Building so everyone has time to review it Andy Ravins reported, . Flat roofs are on . Shingles should be completed next month . Weather tight mid to late November . Interiortinishes to be started in January . Target date for the new building before Memorial Day. . HVAC guys will be there Monday Mr. Ravins will meet with AI to discuss any questions about the GMP, if anyone has questions please forward them to AI. Commissioner Macintyre asked about the mold situation in the basement Mr. Ravins responded they have called in a consultant Thielsch Engineering/BaI Labs and are waiting on the preliminary reports. Chairman Vaughan added the mold situation was discussed at the construction meeting this morning and was told the air exchange in the basement is now fully operational. the basement is dry and being monitored. Commissioner Allee questioned if there were any foreseeable stumbling blocks that Mr. Ravins is aware of now. Mr. Ravins responded they are still finalizing some design issues, fina points with the HVAC system, and landscaping. These are not big issues h<YNever they need to be done proper1y and as far as lead time he does not see any major obstacles. Ray Portilio with Earthtech reported. . one of the major pieces they are working through is the HV AC mechanical system . dormers in the arrival area which bring natural light 00Nn and based on the framing there is an opportunity to take advantage of this . received approvals from the HDC on minor revisions . test wells for the geothermal starting naxt month Amy MacPhetres with JE & K handed out the cost summary of the project comparing the budget and what has actually been paid to date. The paid to date is what has actually been invoiced. The contractual costs are the latest CJ11OUnts, however some items are still being negotiated; and, as these changes occur so will the figures. This still includes a 1 million dollar owner's contingency which leaves the budget at $29,959,317.50. There is an owner's burden which is the amount the GMP exceeds the 29 million dollar budget Mr. Peterson added there is also a 3% construction contingency added into the Construction Manager at Risk cost. Phase III FAA Grant Acceptance, $1,670,557 The Commission unanimously MISIP to accept the Phase '" FAA Grant of $1,670,557 as part of the Terminal Project A TCT Update Mr. Peterson reported they have received the OTA from the FAA it is roughly 3.1 million dollars for the new tower. Chairman Vaughan has signed the OT A and a amended copy is being returned We to a couple of typographical errors Commissioner Gray inquired about the design of the new tower, Mr. Peterson responded we did an RFQ. There were 3 company's who sent in qualifications and from those, Bill Payne was selected for the design of the new tower. A meeting is set up with AFTll in February 2008 which will test the three proposed locations of the tower. Luxury Media Partners Review Commissioner Macintyre reported the sub-committee which consists of Commissioner Macintyre and AUee met with Mr. Peterson and they agree the proposal which was given by luxury Media Partners is not right for Nantucket. The sub-committee asked Mr. Peterson to go back to luxury Media Partners and ask for a new proposal which would consist of limiting the advertising to indoor locations. (Le. websites. small posters, general aviation lounge). The sub-committee's recommendation would be to reject the current proposal and if luxury Media Partners would like to submit a new smaller proposal they would reconsider it on a trial basis. Commissioner Gray questioned how Martha's Vineyard feels about this type of advertising. Mr. Peterson responded their Commission favors it however they have had negative responses from the pWIic. Mr. Peterson went to the National Airport Conference in Reno. One of things discussed was this type of advertising. Generating this type of revenue could help keep airline fees down. Environmental Jack Wheeler reported operations through August 102,000 which is down 1.81 % beI<7N last year. E'1>Ianements through August were 2.67% beI<7N last year. GA side is 5299 through August Freight is down 40% due to the freight being trucked over on the boat verses being flown over. Noise COfll)/aints through August are 1029 which are up 37.75% from last year and represent 1.01% of total operations. Mr. Peterson reported there will be a meeting with the noise committee to discuss a change in procedure. Up till now the airport has had the responsibility of investigating the noise COfll)/aints and providng all the information. Mr. Peterson is going to propose we drect the person who COI'J1>Iained drectly to the cirlina and let the airlina take responsibility for their actions. Vice Chair Egan would fike an e-mail address c>>ong with the appropriate name and telephone number to also be put in the letter to the airlines. Commissioner Gray questioned whether Island Airlines has set ~ their website. Phil Geraci of Island Airlines stated it has not been set ~ yet and he will talk with Mr. Laforge and find out when it will be done. John Johnson asked whether or not the airport will still keep track of the noise COIl1lIaints if the COI'J1>Iaints are going directly to the airlines. Mr. Peterson assured Mr. Johnson the airport will still keep records of all the complaints and track the airlines path when a complaint is made. Commissioner Allee would like to be cc'd on the noise COI'fl)Iaints. The revisions to the Noise Abatement Incentive Plan was tabled until the next Commission Meeting. Operations Mr. Peterson reported, . Operations Supervisor Blaine Buckley was ir1ured while responding to an alert. He had surgery on Friday and will be out for a while . Operations has 1 openings and Maintenance has 2. There are a couple good applicants and would like to fill the positions as soon as possible. . Summer help is leaving . Jeffs crew is continuing the mowing and they have located pads to go under the naw sculptures in the comer lot. The lot on Daisy Way has been graded and top soiled. A barter has been made with Island Tool to put drainage. Chairman Vaughan reported Manny Dias commented to how beautiful the comer lot is and feels it is one of the most beautiful spots on the island. Mr. Peterson proposed replacing the Annex buildng with a green area. An RFQ would go out to the landscapers for designs and maybe a gazebo with a viewing stand where people could sit and watch the planes. Commissioner Macintyre was asked if there would be donated benches with plaques to memorialize loved ones. Ths is a possibifity we would have to look into.
