She welcomed AI Peterson, the Airport General Manager, with whom the Committee wished to discuss the role of the Airport in relation to Nobadeer Beach. Describing the troublesome events on the beach on July 4, the Committee told Mr. Peterson that it was unsure to what degree the Airport, as owner of the property, could help the Beach Manager, BMAC, the DPW, and the Police with enforcement of beach regulations and beachgoers' behavior there. Mr. Peterson replied that the Airport property was actually east of the bluff and dune at Nobadeer; its western boundary abutted the vehicle access to the beach and was defined otherwise by the fence along the bluff to denote a security zone for the Airport. The Airport places a snow fence along the beach area in the fall to help the beach sand accrete. It has assisted the Land Council along the Nobadeer Valley with planting grasses to prevent erosion and flooding there. The Airport only is involved with the beach when it is asked for permission to use a part of the beach for special events, Le., Charlie Sayle's clambakes, the Volleyball Tournament, or the surfing competitions. Mr. Peterson recommended more ATV patrols when large crowds are anticipated. He does not mind the placement of porta-potties there or at the bluff but does not see that a few of these would prevent dune use for a toilet. A dumpster would be okay but probably only on weekends. He would support whatever plan the Town and Beach Managers would put together with the other agencies. Mr. Quigley asked if the Airport would be willing to pay for porta-potties since the Beach Manager's budget is used for other major expenditures. Mr. Peterson thought that was possible. He believed that any supervision of Nobadeer should be a collective effort of the agencies involved. The members thanked Mr. Peterson for his advice and promised to keep him in touch with issues at Nobadeer. Returning to the agenda, Mrs. Beck asked for approval of the Minutes for 31 July 2008, which were accepted unanimously. In the absence of the Beach Manager, she announced that the plovers at the Jetties were fledged just in time for the Comedy Festival and the Pops events. She also reported that the Only Footprints clean-up project was not going well; the teenager hired for the work quit. Mrs. Beck will check with Mrs. Stewart about its future plan. She attended the Coastal Management Zone meeting to begin to draft an area-wide plan for adjacent ocean waters and noted how many aspects of it would involve the attention of the Beach Manager. She raised a concern reported to her by the Town Manager about beach locations and a brawl at Madaket and Smith's Point. Swimmers, neighbors, and beach drivers questioned no parking /driving signage placed along Ames Avenue and beyond the shack by the Parks & Recreation Director. She asked BMAC to be aware of this issue and to consider for discussion which tasks are principally for the Beach Manager and which for Parks now that the lifeguards are under the Beach Manager's control. Mr. Johnson questioned a statement at the BOS meeting on August 6 that BMAC had two openings available. Mrs. Beck promised to check with the Town Appointments Clerk. Mrs. Beck noted that at the same meeting Mr. Ranney asked for another continuance regarding his client's kite boarding application in order to meet with the Coatue residents opposed to the proposal. The BOS agreed that this continuance be the final one, that it would tolerate no further delays in the decision. Mrs. Beck asked for comments on the latest draft of the Annual Report due August 15. She suggested two changes in wording, to which the members agreed and voted final approval for submission. Before adjourning the meeting at 5:50 pm, Mrs. Beck requested that no further meetings be held in August unless for emergencies and that the next meeting take place on September 4.
