Beach Management Advisory Committee
land Bank Conference Room
10 July 2008
4:00 pm
Members Present: Maureen Beck, Chair, Tom Dickson, Colin Leddy, John Johnson
Guests Present: Tom Quigley, Jeff Allen
Mrs. Beck convened the meeting at 4:15 pm. She stated that since this was a special meeting called to
discuss the unruly behavior of beachgoers at Nobadeer Beach on July 4, she preferred to listen to
solutions to the problems which occurred there rather than re-cap the egregious incidents.
Suggestions offered were:
Beef up police supervision at both 40th Pole and Nobadeer to assist A TV patrols and enforce
violations like drunkenness, littering, and use of the dunes as toilets
Meet with Airport officials to persuade them of their shared responsibility for misbehavior on
their property
Meet with agencies concerned with beach issues: the Beach Manager, the Airport, the Police
and Fire Chiefs, the Conservation Foundation, the Land Bank, Parks and Recreation, State Police,
Environmental Police, DPW.
Provide a dumpster for the July 4th litter
Provide porta-potties
Monitors at access points, for vehicles and the bluff, to check for permits and alcohol and give
each car and beachgoer a trash bag.
Charge a fee for clean-up costs
Eliminate vehicles from the beach
Limit the number of vehicles on the beach
Go to the BOS with a plan
Get the message out that the party's over.
Zero tolerance

Other concerns registered:
Where do the beachgoers go next if restricted at Nobadeer? :f:
How can the police handle the beach crowds if other parts of the island need them?
Mr. Allen said that a full time fireman needs to be present for public safety reinforcements in an
unruly large crowd. The Airport has an enterprise account and could afford to pay for necessary
protection.
Worry about another "Jam" mentality arising

Mrs. Beck suggested that she ask Chief Pittman to come to the BMAC meeting on 17 July to advise the
Committee about organizing a plan and enforcement.
Mr. Johnson reported that there are no signs on the beaches yet for information or restrictions.
The next meeting is July 17, 2008.
Respectfully submitted, with notes from John Johnson,
Maureen Beck, Chair
