Macintyre, Jr. Finn Murphy .b: 0'1 NANTUCKET MEMORIAL AIRPORT COMMISSIONS MEETING May 13, 2008 The meeting was called to order at 4:04 PM by Chairman E. Foley Vaughan with the following Commissioners present: Vice Chair Sheila O'Brien Egan, Dual A. Mcintyre, Jr., Carl D. Enga,d, Jr., and Rnn Murphy. Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the Airport Manager Janine Torres, Finance Director Tina Smith, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell. The Commission unanimously MlSIP approval of the April 22, 2008 minutes. Ara's Tours - Ramp Driving Access Chairman Vaughan excused timself do to a oonfIict Ms. Chardar of Ara's Tours stated she has been driving passengers out to their private planes for many years, first off of Old South Rd to the private hangars then on the tarmac to their planes. Ms. Chardar would like to continue this service to her clients. Mr. Peterson reported the $300.00 is for a taxi permit there is no separate permit for the ramp. There is a business fee of $1500.00 to come onto the ramp. Mr. Peterson discourages drivers from coming onto the ramp due to the fact they would have to be escorted and we do not have the man power for this service. Mr. Peterson reported we have one company who provides this service and they are Cranberry Transportation and Mr. Peterson would like to keep it to the one company. Mr. Peterson does not recommend the Commission to approve Ara's Tours. Vice Chairman Egan recommends management get together to dscuss this further and Ms. Chardar will have a letter sent to her by the first of June with their decision. Noise Abatement The Compliance award for April went to Cape Air/Nantucket Airlines. Marketing Proposal Commissioner Murphy reported he has been working on a new program along with Coomissioner Macintyre and Jack Wheeler for the marketing incentive program. Commissioner Murphy reported there would be a series of graphics which would show which Airline is in compliance and which is not, there would also be a description of the program. These graphics would be hung in the terminal. There would also be posters hung in the pilots lounge and the airlines offices explaining the benefits of the program. Commissioner Murphy would like these graphics to be displayed in the Annex Building, the secured waiting area, and in the waiting area where Nantucket Shuttle is located. The total cost including the frames would be $3500.00. The Commission agrees to go ahead with the marketing proposal. Environmental Jack Wheeler reported operations through April 2008 36,026 which is up .05% year to date. Instrument operations were 20% for the month of April. Enplanements through April are 3% below last year. GA side is 477 through April which is below last year. There were a total of 50 noise complaints for the month of April which is down from last year. Terminal Update Vote to accept FAA Grant Offer - $4,802,502. The Commission MlSIP to accept the FAA Grant LEED Mr. Peterson reported since we started the new terminal we want to use the current guidelines of LEED, which is an environmentally friendly buildng. Jacobs Edwards, and Kelcey recommended someone look at the buildng. In order to qualify for LEED not only do you have to follow certain buUdng techniques it also has to be commissioned. You have to track the building process along with all the paperwork involved during the process. All sub-contractors have to be certified and follCfN the guidelines. At the recommendation of Jacobs Edwards, and Kelcey they have hired Carter Burgess to act as a commissioning agent. The original proposal was $80,000 to act and guide us through the process and commission it afterwards which wOOd allCfN us to apply for certifICation. Rob Bucey reported they are confident the terminal project could be certified with a potential for silver with a few things which will need to be done to the project which will bring added costs. There would be $200,000 for construction and $100,000 for soft costs, etc. These numbers are for 29 points and you need 26 to be certified. Chairman Vaughan reported the process would cost $300,000 and out of the $300,000 there would be building material costs, 40,000 for a buildng wrap, $10,000 for wood, and $20,000 for co2 controls which adds up to $70,000 There is a fee for commissioning which is an addtional $30,000, $50,000 is for the certification process, $25,000 is the fee to begin the process the rest of the cost is the paperwork cost Chairman Vaughan reported we could spend $100,000 and build to the LEED criteria, and not spend the $200,000 for the certification, we could put up a plaque to let the public know we built to LEED specifications. Vice Chair Egan asked if we eventually had the extra money could we then get the LEED certification. Mr. Bucey reported yes we could do that, however there is a LEED process and we would need to register the project and submit all the documents and designs prior to submitting the paperwork. Commissioner Mcintyre would like to know if we spent the $200,000 what would this money goes towards. The money would be for inspection fees, paperwork, to sign up, bike racks, etc. Ray Porfilio reported a LEED certified building is a third party letting the public know you have all the paperwork and have followed the rules for a green buildng. The cost would be 1 - 1 % % of the whole project in the silver range. Commissioner England made a motion that the LEED certification is not necessary Commissioner Macintyre 2nd the motion Chairman Vaughan votes in favor of the motion and Vice Chair Egan and Commissioner Murphy opposing. The motion carries 3 - 2. Geothermal Ray Porlilio reported he recommends we pursue the geothermal 'Mlrk as a change order to the mechanical contractors contract so it is a single system from the well through the building with 1 point of responsibility and folds the work all in. There is a meeting scheduled next Tuesday with the airport, design team, and contractor to work through the elements of the system as we work through the wells to the mechanical system. Andy Ravins Andy Ravins reported on the construction project . The steel is going up . Underground plumbing and electrical getting started . Framing and foundation slab is done . By October the buildng should be enclosed . "Topping Off is on Friday Steve Recchia - Budge Steve Recchia reported the overall budget cost is 29.9 mUlion with 6 million to date. Mr. Peterson reported Earth Tech has given a cut off date of June 15 for a conformed set This will be an update of all the drawing and changes that have taken place. The contractors will then have a rnodfied set of plans since the bid sets. A month after this Skanska is obligated to give a firm price for the terminal project. Andy Ravins reported they will have the final price for the July Convnission meeting. Topping Off Mr. Peterson reported the Topping Off ceremony will take place on Friday May 16, 2008. The last beam will be put in place and the buildng will be blessed by the Reverend Bin Steilman. The construction team and Commissioners will also sign the beam before it is put into place. Public Comments Penny Scheerer commented in January She moved into a house just south of the water tank and after 3 months Island Airlines started flying over head aU day long at very low altitudes. Mrs. Scheerer dd file a complaint in April and stated she does not have time to sit and call all day. Jim Mullen commented he lives at 20 Westem Ave in Surfside and the planes are flying less than 1 mile out from the beach. Mr. Mullen called Mr. Wheeler to verify any changes in the airlines routes. There are no changes and therefore Mr. Mullen calls around ten times a day to make a complaint John Johnsen commented he lives at West Miacomet and on Sunday Island Air had planes fly at 600 ft 2 at 700 ft. 800 ft. 4 at 1,000 ft. and 1 at 1,100 ft. and these were just a snap shot to confirm the altitudes. Mr. Johnsen has discussed this matter with Mr. LaForge and the Nantucket Shuttle is starting to follow suit. Mr. Johnsen would like to see the noise abatement program extended from 4 - 6 PM on Fridays. Scott laForge of Island Airlines reported !tis was a dfficult decision for tim to make, due to the gas prices, the cost of aircraft parts which has gone up 35%, and business is down an average of 15%. Mr. LaForge understands the public being upset however he would like to see a banner campaign for people who support special needs causes which he does all the time. Mr. LaForge is looking to invest in a new plane which would run quieter. Depending on the gas prices they may go back to the voluntary noise abatement program. Commissioner Murphy stated all the other airlines are going through the same struggles as Island Airlines therefore Commissioner Murphy finds Mr. LaForge's litany of excuses unacceptable. Commissioner Murphy stated this program is a voluntary program which took ten years to get in place and because of Mr. LaForge's actions it is in jeopardy. We have a very united community and there will be consequences if Mr. LaForge continues with the actions he is taking. Commissioner Murphy also stated if there is documentation on the height restriction there will be severe consequences from the FAA. In response to Commissioner Murphy's comments Mr. laForge stated they have an in house safety program, they conduct a safety program, they have quarterly meeting with the FAA, if there is anything unsafe they support the consequences against themselves, the flight crew if they are doing something illegally. Mr. LaForge stated they do not promote anything that is illegal. Operations . Mr. Peterson reported the freight hangar project is complete . Weekly meeting with the airlines, we will be publishing a weekly ad to let the public know where they are and what times they fly. . There is an issue out on South Shore were we lost the law suit on the Devine property, Ronnie Bamber started clearing the paper road which runs in front of the Thompson house and Russell Way. We had surveyed the property ~ne which was established in the Bruce Poor law suit, it has been cleared half way down. Mr. Peterson wOOd tike the Commission to have a meeting with the people in Maddequecham and then properly clear the road to define it .
