Beach Management Advisory Committee
Land Bank Conference Room
3 April 2008
4:00 pm
Members Present: Maureen Beck, Chair, Tom Dickson, Colin Leddy; Beach Manager Jeff Carlson
Mrs. Beck convened the meeting at 4:15. Mr. Leddy suggested that from now on the Committee begin
its meetings at that time to facilitate Mr. Dickson's business schedule. He moved the motion, seconded
by Mrs. Beck, which was voted unanimously for that change in the time of the meeting. Mrs. Beck
stated that this meeting was one of housekeeping details, that the members would first discuss
corrections and approvals of the Minutes ofthe month of March and then go on to other items pending.
In the Minutes of 6 March Mr. Leddy asked that the statements regarding the accumulation of trash at
Woodbine Street beach access be identified as household trash from one person, whose name appeared
frequently on the items of that trash. He also reminded Mrs. Beck that she had reported the trash to
the Police, not to the DPW. Mrs. Beck will make those changes in the Minutes.
In the March 13 Minutes Mr. Leddy wanted paragraph three to reflect his request that Plum take
photos in the spring of the trash accumulated for a long time in the vegetation along the beach accesses
and dunes as well as on the beach and then later in the summer other photos of neglected litter. He
hoped that these photos would highlight not only the lack of attention to taking away what had been
brought in to the beach but also the large amount of littering at these sites off season. Mrs. Beck will
add those comments to the appropriate sentences. Mrs. Beck also reminded Mr. Leddy that Minutes
can only reflect the statements of the meeting and cannot second-guess intentions or later
developments which may modify those statements.
The Beach Manager, while stating that the beaches are generally still quiet, reported that the plovers
are back. Mr. Leddy reported that more coir trash has appeared between Nobadeer and Fisherman's
Beaches, and Mr. Carlson explained that there are several possibilities for where the trash came from.
An identifying colored thread in each coir bag will locate the origin of its location. Not all of it may come
from the "Sconset project.
Mr. Leddy remarked that the broken public phones have not yet been picked up from Surfside Public
Beach by Verizon. Mr. Carlson will look into the situation.
Mrs. Beck asked if Mr. Carlson had discovered any particular By-Law regarding harbor use by jet skies.
Mr. Leddy is curious to know if there are restrictions on where the jet skies are launched. Mr. Carlson
will bring the Committee those excerpts from the By-Law.
Mrs. Beck raised the question of the New York Yacht Club's request to use the Jetties Beach for a very
large party the night before the very busy Pops concert weekend there. The members and the Beach
Manager expressed great concern about permitting such an event, which is of no public benefit to the
island and further deprives the public of beach use that week. 'A 0 I
