HomeMy WebLinkAbout2008-04-17 Beach Management Advisory Committee 17 April 2008 Members Present: Maureen Beck, Chair, Tom Dickson, Colin Leddy; Beach Manager Jeff Carlson Mrs. Beck opened the meeting at 4:15 pm, the new time established to suit the members' schedules. She asked for approval of the three sets of Minutes discussed last week and amended, March 6, March 13, and March 20. The members unanimously approved them. The members addressed the Minutes of 27 March 2008. Mr. Leddy questioned the discussion of littering in the Minutes. When he asked the police officers about littering, he specified illegal dumping in the moors and elsewhere of heavy materials, like appliances and personal and household trash. Officer Belanger stated that issuing violations in such cases depended on the attitude of the offenders. Some Committee members asked about the frequency of the parties. The officers in turn responded that they occurred weekly and left trash not only on the beaches but increasingly in the moors Mr. Leddy also wanted clarified that Officer Carnevale's suggestions about allowing third-party volunteers among ATV officers for extra shift duty pertained only to beach management concerns. Funding for such extra hours would come from the Beach Management Fund. Funds for other extra shifts not related to beach management would come as usual from the hiring department. Mrs. Beck and Mr. Dickson assured Mr. Leddy that Officer Carnevale was only addressing beach management shifts and that any remarks at the 27 March meeting regarding extra shifts for other areas did not concern BMAC. Mr. Leddy was further assured that ATV patrols operated only for beach issues and did not seek other areas of the island for policing. Mrs. Beck asked if the members were ready to approve the Minutes of 27 March with the change suggested above. Mr. Leddy agreed but stated that he might prefer some different phrasing after further study of the Minutes. Mrs. Beck agreed that further changes could be discussed but that she would appreciate not delaying the receipt of the Minutes by the Town Clerk any longer. Mrs. Beck asked for approval of the Minutes of April 3. Mr. Leddy asked for discussion to be delayed until the next meeting so that he could look at them more carefully. She suggested that Mr. Leddy ask her if he has questions about the previous Minutes before the next meeting. She thought that some of his concerns could be handled and adjusted. Mrs. Beck mentioned a telephone message to her from Mr. Collum complaining about destruction of his beach and dunes. Mr. Carlson checked out the area earlier in the day and found a few tire tracks and little distress. The members and the Beach Manager agreed that if Mr. Collum continues to complain, Mrs. Beck is to refer him to the Beach Manager and the Town Manager since he asked to be removed from the Town patrolling and protection of his properties. Mr. Leddy asked Mr. Carlson about an access to Miacomet Beach parking lot which lately was blocked. Mr. Carlson will check that area out. Mrs. Beck asked for comments on the draft to the Town Manager reporting the completion of the series of interviews with agencies which might be duplicating beach management work. The members approved the draft. Mr. Carlson suggested Mrs. Beck add a concluding paragraph inviting the Town Manager to meet and discuss the report with BMAC if she has any questions. Mrs. Beck reminded the members that the April 24th meeting will be at the Town Building at 4:15. The meeting was adjourned at 5:10 pm.
