CALL TO ORDER
Chairman Allen Reinhard called the meeting to order at 4:00 on Tuesday, September 18, 2007 at
2 Fairgrounds Roads, with a quorum present. In addition to Chairman Reinhard, in attendance
were: D. Anne Atherton, Nat Lowell, Sylvie O'Donnell and Harvey Young. Planning Director
Andrew Vorce was also present. Committee members Charles Sayle III and John Stackpole were
unable to attend. Mary Marshall, a seasonal resident of West Chester Street, was also pr~sent.
Selectman Brian Chadwick and NP&EDC Chairman Barry Rector joined the meeting i~
progress and stayed for the duration. ;:!

APPROVAL OF MINUTES

The minutes of the August 7 meeting were approved as distributed electronically and ~ US
Mail. '?

COMMUNICATIONS: TON WEBSITE
Procedure: It was agreed that the Minutes of Committee meetings will be posted in DRAFT
form on the website, rather than wait until the following month when they are officially
approved by the Committee. Once the Minutes have been approved, they will be so marked on
the copy posted on the website. Information relative to the Committee and its work may also be
posted, with the approval of the Chairman or the Secretary. Links of interest should be
discussed with Planning Director Vorce for appropriateness before being posted. It was agreed
that the more helpful information which could be posted, the better.
SPRUCE STREET UPDATE: MISSION ACCOMPLISHED; WHAT NEXT?
The brush has been cleared by the DPW. The view out to the Creeks is unimpeded. This is the
culmination of a six- to seven-year effort. Unfortunately, the abutting neighbor, Marine Home
Center, has installed boulders on their property, as is their right. This is a manifestation of
ongoing conflict with the neighbors. The result is that the public is now unable to turn around
at the end of Spruce Street. Perhaps Marine Home Center might grant a six-foot easement, so
that the pubic will have enough space to turn around.
ACTION ITEM: Chairman Reinhard and Committee Member Lowell will discuss the possibility
of an easement with Denis Gazaille. Planning Director Vorce will be a resource, as necessary.
SBPF TERM SHEET: PULIBC ACCESS AND ROW ISSUES
Chairman Reinhard informed the Committee that the SBPF had approached the BOS to discuss
certain issues, as a prelude to the permitting process for the SBPF beach project moving
forward, specifically in regard to the Chapter 91 Application. Upon discussion, a Term Sheet
was negotiated between the two parties. The Term Sheet would be agreed to by the SBPF, in

exchange for the BOS signing-off on the Chapter 91 Application. lA copy of the Term Sheet is
attached to the Minutes.]
ROW IMPROVEMENT PLAN: OUTLINE AND PRIORITIES
A draft of a Project Outline for the ROW Improvement Plan was distributed to everyone by
Chairman Reinhard. This document outlines, in greater specificity, the components of the ROW
Improvement Plan and provides a blueprint for the work of the Committee. The Committee
reviewed the Outline on a cursory basis. It will be the basis for a more in-depth discussion at the
Committee's next meeting.
ACTION ITEM: All members are asked to review the document and be prepared to discuss it in
October. [A copy of the ROW Improvement Plan Project Outline is attached to the Minutes.]
ADDITIONAL MATTERS
Discussion ensued about: the Eel Point Road to Dionis Beach Path (a path to the beach; voted by
ATM; connects with Land Bank trails; parking space for three-to-four vehicles); the next steps in
the layout of East Creek Road; and a letter sent to abutters New England Development (NIR),
Michael Scott Realty, Together Realty Trust and Eric D. McKechnie concerning encroachments
on Coal Lane (aka Coal Alley). [A copy of the Letter is attached to the Minutes.]
PUBLIC COMMENT
Mr. Rector commented that the Planning Board would like to work with the Committee in
regard to public-access issues. The Committee reacted positively to his suggestion.
NEXT MEETING
Then next meeting of the Committee is scheduled for Tuesday (the third Tuesday of the month),
October 16 at 4:00.
ADJOURNMENT
The meeting was adjoumed by unanimous consent at 6:00.

Mission Statement of the Roads & ROW Committee:
The Mission of the Nantucket Town and County Roads and Right-of-Way Committee,
formed in 1993 by combining the Proprietors Roads and Right-of-Way Committees, is to
review and make recommendations to the Board of Selectmen/County Commissioners
with respect to any and all issues concerning roads (public and private), right-of-ways,
abutter's ways, proprietors roads, footpaths, and public ways.
The committee will make site visits, review deeds, and make appropriate
recommendations. Additionally, in cases where property owners file petitions in the
Land Court for registrations, this committee, along with several other departments, will
review the proposed plan, make site visits and provide written recommendation to the
BOS/CC as to whether the Town or County may have an interest in the subject area, and
may wish to file an objection to the petition with the Land Court. The Committee will
also review Chapter 91 license applications and advise on public access issues in
connection with such licenses.
