TOWN OF NANTUCKET / COUNTY ROADS AND RIGHfS OF WAY COMMITTEE
DRAFf MINUTES
April 17, 2008
CALL TO ORDER
Chairman Allen Reinhard called the meeting to order at 4:00 on Thursday, April 17 in the
Conference Room at 2 Fairgrounds Roads, with a quorum present. In addition to Chairman
Reinhard, in attendance were: D. Anne Atherton, Nat Lowell, Sylvie O'Donnell and Harvey
Young. Planning Director Andrew Vorce was also present. Committee members Charles Sayle
III and John Stackpole were unable to attend. Guest Rick Atherton was also in attendance.
APPROVAL OF MINUTES
Mr. Young moved approval of the minutes of the January 15 meeting. Ms. O'Donnell seconded
the motion. The minutes were unanimously approved as distributed electronically and via US
Mail.
Chairman Reinhard asked that the Committee take Agenda item #3 out of order, as Mr. Vorce
was pressed for time.
UPDATE ON ROW RELATED ARTICLES FOR ATM
Downtown Streets: Mr. Vorce explained that there are a number of issues relating to downtown
streets that require action by an upcoming Annual Town Meeting. Apparently the new streets
built following the Great Fire of 1846 do not quite match the original layout. Settlements have
been negotiation regarding these layouts, and acceptance language has been approved by Town
Meeting. Following legal recording, Mr. Vorce will be in contact with Town Counsel about final
action that must be taken by the next Town Meeting to bring these matters to closure.
Dionis Area Update: This project has been ongoing with the One Big Beach (OBB) program. An
easement has been successfully negotiated through the former Schnitzer property. The new
owner has agreed to build beach stairs. The objective is to provide additional public access to
the beach on the north shore, as well as to complete the first north-south walking trail across the
island. The Committee members discussed the concept of pocket parking of some sort: For now
parking will take place on the shoulder of the road. Approval will have to be obtained from
Con Com for the stairs to the beach. The next step in the transaction is to prepare an Order of
Taking for the BOS. It was noted that any new taxes that are generated as a result of this
transaction are "new-growth" revenue. As an aside, Mr. Vorce noted that this principle is the
same with the Sur~side. transactio~: The TON is.to r~~i,y] fifteen additional parking spaces, in
exchange for cleanng title to certam parcels. ..; 1<,
ACTION ITEM -7 The Committee asked Mr. Vorce to please provide them with the specific
OBB easement terms that have become t~~ 5~n'\7f<\W s'St negotiations.

DISCUSSION: REVIEW DRAFT OF A "PLAN FOR THE IMROVEMENT OF PUBLIC ACCESS
AND RIGHfS OF WAY WITHIN NANTUCKET COUNTY"
The Committee reviewed the draft Improvement Plan, dated May 2008, paying particular
attention to the three key components:
a definitive map showing all currently existing public and private roads within the county, as
well as depicting all known pubic and private access points;
a booklet, researched and written by writer / historian Frances Karttunen, giving a brief history
of the roads and ways in Nantucket and containing definitions and additional information
relating to the public's right to pass; and
a another map layer showing all footpaths, trails, sidewalks and bicycle paths in use, today,
within Nantucket County.
Additional discussion took place about other aspects of the Plan, and the Committee agreed
that the next step is a presentation to the Bas, perhaps in June. An updated copy of the DRAFT
Plan will be posted on the ROW web page. The Committee complimented Chairman Reinhard
for his fine work in preparing the draft Plan.
STATUS OF CURRENT ISSUES
The group discussed Committee membership, as well as leadership. Comments were made
about follow-up implementation of the Plan, once adopted by the Bas. Members also discussed
possible restructure of the Committee and the addition of new members. A number of names
were suggested for future membership on the Committee.
ACTION ITEM -7 Mr. Reinhard will follow up with these individuals.
OTHER BUSINESS
ACTION ITEM -7 It was agreed that the Committee needs to get the specific list of To Do's
contained in the Updated Harbors Action Plan for the Roads and Right of Way Committee.
ADJOURNMENT
The meeting was adjourned at 5:45. The date for the next meeting is to be determined.
