Mcintyre, Jr. N Finn Murphy NANTUCKET MEMORIAL AIRPORT COMMISSIONS MEETING March 11, 2008 The meeting was called to order at 5:05 PM by Chairman E. Foley Vaughan with the following Commissioners present: Vice Chair Sheila O'Brien Egan, Dual A. Mcintyre, Jr., Cali D. England, Jr., and Finn Murphy. Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the Airport Manager Janina Tones, Environmental Coordnator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell. After Corrmissioner Macintyre indcated he would stbnit a type-o correction to the recording secretary, the Commission MlSJP approval of the minutes from February 26, 2008. Airport Photo History Mr. Peterson reported the Airport has collected a lot of old photos many of them are not in very good shape. Mr. Peterson talked to Marshal DuBock who is dgitally redoing them and putting them together. This will be an Airport project and will be a core for the movie Mr. Stanton will be doing. Mr. Dubock showed the Commission a book with approximately 20 years of photographs. Mr. Dubock thanked the Commission for a good job of trying to run a modem day airport in a community that does not like a lot of noise. Mr. Dubock had a newspaper article stemning from 1948 which tells the number of people who came to Nantucket which was 59,000. There is also an article on Parker Gray. Mr. Dubock would like to have these framed. The book will be in Mr. Peterson's office, the Commission can go through and pick out which ones they would like enlarged and only be billed for the framing. NAC Policy Statement The Commission unanimously M1SJP to postpone the NAC Policy Statement to a later date. Personnel Changes Mr. Peterson reported there have been some changes eliminating the parking attendants by the end of the month. Mr. Peterson has passed on copies of the proposed severance package to the Commission by the Sub-Committee. The Commission needs to vote on the terms in which they have offered the 3 parking attendants. Commissioner Macintyre made a motion the severance package the Sub-Committee recommends be approved by the Commission. The Commission unanimously M1SIP approval of the severance package for the 3 parking attendants. ATCT Update Mr. Peterson reported the FAA is reviewing the $500,000 awarded for facility replacement, and it may be possible we can use the money for the new tower. Mr. Peterson went to Congressman Delahunfs office and was told they will have to write to the Appropriations Committee. The FAA would like the letter to be written internally. This project should take approximately a year to start as soon as the money is allocated. Mr. Peterson has to meet with the FAA AFTIL the end of May who will determine where the tower is. As soon as this is done the profiling will be done and we should be able to start the project mid-summer. Commissioner Murphy inquired about the interior of the existing building. Chairman Vaughan reported if we get the tower given to us at the end of 2009 we should be able to do what ever work is necessary. 50th Anniversary of Northeast Airlines Accident Mr. Peterson got a phone call from one of the survivors from the Northeast Air1ines Accident. Mr. Peterson would like the Airport to sponsor a dnner for the 501h anniversary for the surviwrs. The Commission unanimously MISIP to sponsor a dinner this summer for the Northeast Air1ine Survivors. Terminal Project Update Mr. Peterson reported he had a construction meeting eariier this afternoon, the project is going well. The team working on the project reports we are on schedule. Skanksa, and Earthtech report there are no major changes. One of the issues however is the HVAC System, whether the economics are the same as when the decision was first made to use a geothermal system. Ray Porfilio from Earthtec reports they are in the process of pricing the HVAC system with Skanksa and expect the bids in the beginning of next week. These bids are for the HVAC system that are in the drawing set The system in the drawing set includes a geothermal source with wells, a heat plIl'Ip system which takes the water and either warms it up or cools it down to generate heating and cooling throughout the building depending on the seasons. This system also has heat exchange heat recovery system so the fresh air is not flushed back ou~ as the air goes out it captors some of the energy. Mr. Porfilio and Mr. Peterson have gone back and forth to try and figure out the dfference between a conventional oil fired system and the geothermal system. Mr. Portilion has put together some numbers. Jacobs, Edwards, and Kelcey have also put together some numbers. The figures provide a profile for the blilding heating costs not how much it will cost to run. The mid range to heat the blil<ing, the net dfference would be the oil system 3 % dollars per gallon works out to be $18,000.00 doIars per year more than the equivalent heat load from electricity at .2Ocents a kilowatt hour. These are tied directly to certain assumptions. The load on the building, efficiency's of the units, how much energy you're getting out of the heat recovery system, and the cost of the fuel. The numbers presented tonight are lower then what was presented in the fall. Mr. Porfjlio reported on the question about the water itself and what happens to the water once it goes through the system. Would the water company be interested in using it and what would the implications be? We need to talk to the water company and determine who would own the wells, if used to supply water to the water department, the airport should not be responsible for any liability about supply or quantity. Issues on the water company's side about cross contamination, temperature of the water coming out. Mr. Portilio recommends if the airport would like to proceed with this they need to schedule a meeting with the water department to discuss it Mr. Peterson reported he talked to Bob Gardner from the Water Department Mr. Gardner was intrigued by the situation however there still is a liability issue. Mr. Gardner was interested in a supplemental water system if there was a way to do that. Chairman Vaughan would like Mr. Peterson to speak to the Wauwinet to see how their water system works. Commissioner Macintyre asked if we could work something out with the water company where they could take the surplus water would that reduce the number of wells we would have to build to put the water back in the ground. Mr. Porfilio does not believe it would make a difference. Commissioner Macintyre asked how many wells do we need to drill? Mr. Peterson, 3 and 3 for each well that goes out one goes in. Mr. Jeff Lynch from the audence reports he has his own construction business and has installed geothermal units. In regards to the well, is there a certain amount a certainty you have when it comes to the wells depth. Mr. Peterson, yes we have researched the depth and have plenty of capacity. Vice Chair Egan asked if it is feasible with the water and the water company the geothermal would be more feasible to the airport. Mr. Peterson's recommendation would be to go with the geothermal system. As long as the system is maintained and taken care of there should not be a problem with the system. The Commission M1SJP to continue with the geothermal system. Sustainable Nantucket - Comer Lot Tara Grunwald from Sustainable Nantucket is working with a Committee for the Farmers & Artisans Market. They are looking for a place to hold the fair from June 28111 through August 2nd. Usually the fair is held in the parking lot at the Nantucket New School, h<7Never due to some confflCts they are in need of a place for a six week period. Ms. Grunwald would like to use the Airports corner lot on Airport Road and Old South Road. The Fair is held every Saturday from 9:00 am -12:00 pm. Ms. Grunwald reported last year they had 10 -15 vendors and are hoping for 20 - 25 vendors this year. Mr. Peterson has some concems about this location we have put in a new sprinkler system, looking to do some landscaping, and the brass sculptures going in the park. The trucks from the fair would have to back up on the grass and Mr. Peterson does not think this is a good idea. Vehicles will not be allatied on the grass area. Commissioner Macintyre proposes a trial period and to waive the fees for this year with the contingency there be a police officer on site. Vice Chair Egan would like to work with Ms Grunwald to find a dfferent location and feels it would be a mistake not to charge for the use of the space where the airport has gotten in trolbIe with the FAA once before for the same issue. The Commission MISIP to approve the Farmers & Artisans Market with Chairman Vaughan and Vice Chair Egan opposed, to be contingent with the follflNing rules. . No parking on Airport Road . Clean up the area when leaving . Parking attendants . Liability insurance . Police officers on duty . No vehicles on the grass . If any of the rules are broken the agreement will be terminated immediately Environmental Jack Wheeler reported operations through February 200816,512 which is down 2.37% year to date. Instruments are at 20% which is 1,738 total year to date. Enplanements through January are down 5%. GA side is 118 through January with 143 passengers. Freight for January 165,000 100 with 398,940 100 total. There were 19 noise complaints for the month of February which is down 63% year to date. The Compliance award for January went to Nantucket Shuttle. Operations Mr. Peterson reported he has checked the references for Steve Duro for airplane detailing at 3 different airports and they all gave good reports. Mr. Duro has given Mr. Peterson a proposal which was minimal and Mr. Peterson rejected it. They are currently working on a new proposal. Mr. Duro has also introduced Mr. Peterson to a company called Air Bear which is a maintenance supplier. Mr. Peterson will look into this company and update the Commission when he has all the details. . Fin Com is going to recommend non approval of the Union Contract at Town Meeting. . In the capital program there is an article which gives spendng approval which will adjust the price on the terminal for spending authority. These are both covered in the article for Town Meeting. . Tent should be up by June 15, 2008 . Most air1ines starting mid June . Porta potty will be put up as soon as it's warm enough. . Benches will be put in the trailer for Cape Air. . Waiting for the btildng permit to get the trailer here . Bill McGuire reported the wall in the Annex was not a bearing wall. . April's Commission Meeting will be held April 22, 2008.
