Beach Management Advisory Committee
Land Bank Conference Room
10 January 2008
4:00 pm
Members Present: Maureen Beck, Chair, Tom Dickson, Edie Ray, Colin Leddy; Beach Manager Jeff
Carlson
Mrs. Beck convened the meeting at 4:00 pm. The members approved the Minutes of 13 December
unanimously.
The Beach Manager's report:
The public phones at Surfside Beach still are not repaired. He will look into the delay aSiiin but i.a
aware that public phones are no longer much in demand. The members, however,~~d that that are~~,;~
should be equipped with a working emergency phone. Perhaps the Police and Fire !ipartmenf;;should".,~

be consulted. Z . _
The steps at Fisherman's Beach have been nicely fixed by the DPW, which ~:c19 someftting at
an appropriate time to finish the approach to the steps. Mrs. Beck will send thanksfl"fMr. Wil~.
The Beach Driving brochure will be finalized shortly. He and Libby are chectang with ~n
Counsel for the way Collums' beach should be labeled on the map, probably as their street ad~ss. The
Town will not put up fencing to show the appropriate line. The homeowners can do so if they wish.
Mr. Dickson wondered who would be next to opt out, perhaps Mr. Mullen. The issue at Collums
probably will get the Town looking into agreements for easements with the other owners on Western
Avenue. Mrs. Beck stated that she had had no recent calls from any residents there. Perhaps, as the
Town provides more beach amenities, the public will not bother the owners, Mr. Carlson remarked.
Mrs. Beck asked if there were any requests since the New Year for beach driving stickers. Mr.
Carlson said no. Mr. Leddy asked about raising the rates for the stickers. Mr. Carlson has talked to Mr.
Fronzuto about a raise. Both agreed that the residents' fee should be kept as is but that non-resident
fees should be raised and rental car fees doubled. Mr. Dickson noted that the Cape's fees for parking,
etc. are certainly comparable to any vehicle fees Nantucket may charge. Mr. Leddy hopes these higher
fees will cover solely the time between 4th of July and labor Day.
Mrs. Beck stated that the Town Manager asked for a confirmation from BMAC that they had discussed in
November with Mr. Mullen his request for delaying beach driving from 5 pm to 6 pm because of
increased numbers of beachgoers at that time. Mrs. Ray offered a motion which was voted
unanimously that BMAC had discussed this suggestion with Mr. Mullen and described to him the
process for the Town to change the regulation if it was requested and supported by a number of
islanders. Mrs. Beck reported no one else had suggested the change although some members of the
Surfside Association have raised the possibility. Mr. Carlson remarked that such a change would require
considerable work in changing signs and announcements for the public.
Mrs. Beck circulated a draft of a report to Libby about BMAC's conversations so far with Town agencies
regarding beach operations. The members asked if they could read it carefully and respond at next
week's meeting.
The members also requested that they discuss at the 17 January meeting future meeting dates and
guests. Mrs. Beck reminded the members that she would be away all of February. Mr. Dickson asked if
he could arrange for Mrs. Beck and the Beach Manager to appear for BMAC on Jamie Ranney's 1V
program in order to bring more awareness to the public of beach issues. The meeting was adjourned at
4:56 pm.
Respectfully submitted by Maureen Beck, with notes from Edie Ray
