Public Hearing for Randolph Sharp
Notice of Intent SE48-236
Date: September 8, 1983
Members present: M. Arnold, P. Bennett, C. Borchert, G. Burchell, A. Silva,
C. Pearl, P. Waine
Mwmbers absent: None
.Called to order: 7:33 PM
The public hearing was called to order by Chairman C. Borchert. The
Notice was for a proposed dwelling and septic system to be located off
Poplis Road and Old Polpis Road.
A motion was mqde qnd seconded to postpone the hearing until the
next regularly scheduled meeting as there was no one present to represent
the owner. It was so moved. There was no opposition.
The public hearing was closed at 7:37 and will be continued at the next
regularly scheduled meeting.

The regular meeting of the Nantucket Conservation Commission was called to
order at 7:37 PM by Chairman Borchert, Members present: M. Arnold, P. Bennett,
C. Borchert, G. Burchell, C. Pearl, A. Silva and P. Waine. Members absent: none.
1, Mr~d Mrs. Colletti - Cliff Road property. Mr. and Mrs. Colletti discussed the
matter of fill being added to thelr property located off Cliff Road without the
benefit of a Notice of Intent from the Commission. Chairman Borchert displayed
pict~res taken in 1982 and 1983 demonstrating the condition of the wetland
x existing on the property before fill was added and the condition of the wetland
after the fill was added. Mr. Colletti explained there had been a 20 foot by
30 foot depression after brush cutting and reviewed the pictures stating there
was no water on the property in March 1983. P. Bennett stated that the first
picture showed a pond. Mr. Colletti stated the lot was under' a purchase and sale
agreement for October. G. Burchell moved to schedule a field inspection as he
had not been present on the first inspection. It was seconded and so voted. There
was no opposition.
2. Minutes of the meeting of August 28, 1983. The voting of the approval of the minutes
was postponed until the next regularly scheduled meeting. So voted.
3. Requests for Determination. A field inspection was scheduled for a Request on
property located off Maaaket Road owned by David and Susan Leihenbaut, applicant
Richard Glidden Esquire. It was so voted.
4. Fi~~nce Committee - 1985 Budget~ The Commission voted to have C. Pearl attend the
meetlng scheduled by the FinCom.
5, Chief Watts - Warren1s Landing property. The Chairman read a letter from the Fire
ChTet concerning the fire hazard eXlsting on the Conservation Commission property.
The Commi'ssion voted to forward a letter to the Board of Selectmen stating the
Commi'ssi'On could not clean up the area due to a lack of funds but would ask the
'Selectmen to authorize tne Department of Public Works to clean up the area. So
voted.
6. County Commissioners - Sesachacha Pond land taking. The Commission read a letter
regarding the permits necessary for opemng the 'pond once land surrounding the
pond was legally taken by the County. G, Burchell moved to forward a letter
to the Comissioners stating the possibility of obtaining the necessary permits
was highly unli'kely and to enclose a letter previously sent to the Commission
by Mr. Jeff Benottfrom Coastal Zone Management.
7. DEQE - Superseding Order of Conditions SE48-222. The Chairman read
excerpts trom the letter and ~upersedlng Urder regarding the proposed
construction of a dwelling and septic system to be located on Tennessee
Avenue on property owned by Chris and Cheryl Emery. G. Burchell moved to
write a letter to the Building Inspector noting that the foundation must
be on pilings and not solid and that there was a ten day appeal period
from the date of issuance of the Order. P. Bennett seconded. So voted.
8, Michael Bachman - Stanley Stern and Robert Kaye letters. The Chairman
read a copy of a letter sent to Graham GOldsmltn, tne-architect for the
Stanley Stern dwelling and septic system to De constructed on Top Gale
Lane concerning the location of the driveway on the property. The
chairman also read a letter concerning the loc3tion of the driveway to
be located on the Robert Kaye property on Top Gale Lane. After review of
the plans, G. Burchell moved to write a letter stating the new location
of the driveway did not constitute a substantial change in the original
plans submitted with the Notice of Intent. P. Bennett seconded. So voted.
9. Roy Barrett - Notice of Intent SE-48-218. The Chairman read the field 'I
"lnspectlon report of the property located at Surfside. The inspection had
been held as a complaint had been received that the construction occurring
on the site might be violating the Order issued. The Commission voted to
accept the recommendation of the team that work was proceeding in accordance
with the plans approved by the Commission. So voted.
la" Land Donation. The Chairman stated the actual donation was an donation of
stock from a donor who wished to remain anonymous. C. Pearl moved to
have Commissioner Burchell consult Town Coundel regarding the acceptance of
the gift. P. Bennett seconded the motion. So voted.
11. Mr. and Mrs. Coletti - Cliff Road property. G. Burchell moved to schedule a
field inspection first before issulng an Enforcement Order on the property.
p. Bennett seconded the motion. So voted.
12, Planning Board - Seascape! G. Burchell addressed the Commission stating the
Planning Board was consiaering using Seascape for erosion control. Matter
was taken under advisement.
13, Town of Nantucket - Notice of Intent SE48-197. A motion was made and seconded
to issue a one year Extension Permit for the Surfside Sewer Beds. So voted.
The Commission was informed that Mr Donald Oliver, DPW Superintendent would
be present at the next meeting to discuss the revegetating of the beds with
tfle Commission.
14. Sanford Gallanter - Notice of Intent SE48-148. A motion was made and seconded
to Tssue a one year Extension Permit for the pro~oserl dwelling and septic
system on Polpis Road. An Extension Permit had been previously issued but
had been incorrect due to a typographi ca 1 error. So voted.
15. !MACC Fall Meetings. The Commission was informed of the regional fall meetings
~to be' held by MACe.
16, Bills. A motion was made and seconded to pay a bill of $34.20 from Poets
Corner for-stationery. So moved.
17. New FEMA Maps. The Commissior reviewed a revised set of plans designating
flood ha~rd areas prepared by the Federal Emergency Management Agency.
There being no further business, the meeting was adjourned at 8:45 PM.
