.The regular meeting of the N~~tucket Conservation Commission was
was called to order at 7:45 PM by Chairman C. Borchert. Members present
were: P. Bennett, C. Borchert, G. Burchell, B. Richmond and P. Waine.
Members absent were: C. Pearl and A. Silva.
1. Minutes of the meeting of ~~ch 10, 1983. A motion was made and seconded to
accept the regular minutes as typed and to amend the minutes of the public
hearings to reflect that B. Richmond was not present at the first two public
hearings. It was so voted.
2. Audience to press and public. :Hr. Michael Bachman was present to discuss
the possibility of the fuel boat for Jet Gas Corporation landing at
Washington Street Extension. B. Richmond stated that the Board of Selectmen
had granted approval for a 90 day trial period with the approval of the
Conservation Commission. A field inspection was scheduled for the sLte.
There followed discussion of the number of trips a week and the complex
ecosystem of the site planned for the landing.
Mr. Prentice Claflin addressed the Commission concerning a proposed project
to remove a derelict wreck down at Nantucket Shipyard. Mr. Claflin stated
he had a valid permit to dredge at the site from the Army Corps of Engineers.
B. Richmond suggested }tt. Claflin file a Notice of Intent for the work with
the Commission. Hr. Claflin so agreed.
I1r. I1ichael Bachman provided the Commission with breakout calculations for
Squidnet Realty - Notice of Intent. The Commission voted to accept the
calcula tions and stated it was waiting for a file number from DEQ.E in order
to issue an Order of Conditions for the project.
3. }tt. Robert Bo Blair - North Liberty Street. Mr. Blair addressed the Commission
concerning an abnormal amount of water being drained on his property located
on North Liberty Street by the Town of Nantucket. There followed discussion
between l1r. Blair and the Commission on the problem of storm flOOding on
the property. The Commission voted to schedule a field inspection of the site.
4. C.. Emery and C. Rosenfeld - Notice of Intent SE48-222~ A motion was made and
seconded to issue a standard Order of Conditions for the proposed dwelling
and septic system to be located on Tennessee Avenue with the following
addi tional conditions:
1. Foundation of dwelling to be wood or concrete pilings.
2. Elevation of first floor of dwelling shall meet building codes for
flood plain areas.
3. The on site septic disposal system shall meet the requirements of the

Massachusetts Environmental Code - Title V and any additional requirements
established by the local Board of Health.
It was so voted. There was no opposition.
5. Nentune Construction Comn~Y - Notice of Intent SE48-223. A motion was made
and seconded to issue a standard Order of Conditions for the proposed
dwelling and septic system to be located on Top Gale Lane with the following
additional conditions:
1. Standard Title V. clause.
2. Standard Coastal Bank statement.
3. The work shall conform to the following described plans:
Site Plan dated February 8, 1983
Revised Septic System Plan dated February 10, 1983
4. Retaining wall, west of dwelling, shall be constructed of vertical tongue
and groove timbers treated with CCA or equivalent. No creosote to be
used.
It was so voted. There was no opposition.
6. Planning Board Referral Fonn - Long Pond Village. Hr. Michael Bachman addressed
the Commission concerning the possibility of the owner of the subdivision
donating land to the Commission. It was voted to forward a letter to the
Planning Board stating the property was partially subject to the Wetlands
Act. There was no opposition.
7. Planning Board Referral Form - Lindsey Perry. The Commission voted to forward
a letter to the Planning Board stating the property was partially subject
to the Wetlands Act. There was no opposition.
8. County Commissioners - North Bluff. The Commission read the letter informing
it of a field inspection to be scheduled of North Bluff with the Commission
and County Commissioners. The Commission voted that G. Burchell and B.
Richmond attend the inspection.
9. Susan B. Southall - Relocation of House. The Commission read the letter
in1"orming it that the planned relocation of the Southall house was plalleed
to occur on March 24. It was voted to place the letter on file. A letter
from C. Pearl concerning the site was also read and placed on file.
10. Department of Public Works - Dionis Beach Axea. A letter concerning vandalism
at the Dionis Beach Area was read. It was voted to place the letter on file.
11.
Massachusetts Barrier Beaches. The Commission voted to order seven copies of

DEM _ Need Assessment Workshop. It was voted to place the letter on file.
13. Cooperative Extension Service - 1983 Conservation Youth Conference. The
Commission voted to refer the letter to Mr. John Miller, Director of the
Nantucket Learning and Resource Center.

6. Bills. There were no bills to pay.
7. Other Business. G. Burchell moved to revote the motion made on the local
wetlands bylaw from the last meeting of the Commission. (Motion being
whether to support the local bylaw at Town Meeting). There followed
discussion among Commission members regarding the proposed bylaw.
P. Bennett seconded the motion. P. Bennett, G. Burchell and B. Richmond
voted in favor of the motion. P. Waine was opposed. The motion
carried 3-1. P. Waine moved to write a letter to Town Counsel of the
legality of revoting the original motion. B. Richmond seconded the
motion. There was no opposition.
Chairman Borchert discussed writing a letter to Mr. Joel Learned
concerning the development of the three properties owned by the
Commission. The Chairman stated he hoped the Commission would
be able to obtain matching funds from the state to develop these
properties. A motion was made and seconded to forward a letter.
There was no opposition. A field inspection of the Wood property
was also scheduled.
There being no further business, the meeting was adjourned at 10:00 PM.
