"'~ rORA1'" ....... .....'", Town of Nantucket Conservation Commission Town and County Building Nantucket, Massachusetts 02554 Minutes of September 26, 1985 The meeting of September 26, 1985 began at 7:30 p.m. Members present were: M. Arnold, L. Dunn, L. Leske, P. Dunwiddie, D. Visco and P. Waine. A. Audience to Press in Public 1. Marion Morton - Wauwinet SE48-281. Glenn Wills was present as the agent for the applicant. There is an access problem to her lot. Original Orders of Conditions allows driveway on the south. The legal access to the lot is on the North side. She will minimize the tree removal and keep it 12' wide. Stephen McClintic - an abbutter feels this will affect the dune's storm damage prevention. It will open up the bank to traffic and destruction. ~achman - original notice allows for this access. The commission needs accurate description of work to be done. P. Waine - moved to have new filing on access only. So voted. 2. Richard Kotalac - SE48-310. The commission received another letter from Mr. Gregor McGregor asking to have this hearing reopened to file under the local by-law. Engineer and Health Inspector say the septic system meets Title V. P. Waine - moved to inform Mr. McGregor that the commission will not L~Upen the hearing on the local by-law. So voted. Visco abstained as he works for Kotalac. Dunwiddie abstained as he feels the endangered species issue was ignored. B. Orders of Conditions 1. Dr. Linden H. White Jr. - SE48-319- Cliff Road. This is a small dwelling in an isolated wetland subject to flooding. The field inspection report recommends allowing the project with a no reclamation clause. The project will require about 30 yards of fill and a culvert. Dunn - moved to issue the orders. So voted. 2. Emory and Ellen Freeman - SE48-322 - small addition on West Chester St. P. Clark Cove - SE48-316, Squam Pond - SE48-314, Reed Pond - SE48-315 The commission felt that they had already voted to not allow the project. L. Leske is writing the Orders of Conditions. (The commission has not signed the Orders of Conditions.) C. Requests for Determination 1. Andrew J. Leddy - Sconset. The commission voted to issue a positiv~ determination. The area is subject to protection under the act. 2. Robert Dorr - Grove Lane - Lot couldn't be found. Mark will call to have lot staked. 3. Elizabeth Holdgate - Millbrook Rd. The commission voted to issue a negative determination. The area is not subject to protection under the act. 4. Harrison S. Fraker - Eel Point. The commission voted to issue a positive determination. The area is subject to protection under the act. 5. Islander Realty Trust - Wammasquid Road - The commission voted to issue a negative determination. The area is not subject to protection under the act. D. Certificates of Compliance l. Sanford - SE48-178. The commission voted to issue the certificate of Compliance. 2. Glidden - SE48-81 The commission voted to issue the Certificate of Compliance. 3. Cutting - SE48-47 - The commission voted to issue the Certificate of Compliance. E. Indian Summer - The commission voted to have the chairman write a letter stating that Mr. Emory may leave the building up this winter but the commission still wants yearly reviews. 2. Warren's Landing - P. Dunwiddie talked to Donald Oliver who thinks that it can now be burned. P. Waine has spoken to Watts who said he would do it after September 15. The commission will speak to Watts again. 3. Nantucket Planning and Economic Development Commission - L. Leske resigned from the commission. Donald Visco was appointed as the replacement on the commission. 4. Meecham - Hinkley Lane - A letter was received by the commission stateing that he would like to put in a groin to stop erosion. The commission would like the chairman to send a copy of the regulations prohibiting groins and suggest he get an engineer. 5. Squidnet Realty Trust - asked for a certificate of compliance. The commission voted to issue a certificate. 6. Frazier - Monomoy - there is some confusion over the septic system location. Required a 100' trench and 2000 gallon system. Grade has been obliterated by grading and excavation. F. Field Inspections 1. Sanford - Wauwinet - 4:00 p.m. at Foods for Here and There.
