Town of Nantucket Conservation Commission Town and County Building Nantucket, Massachusetts 02554 Minutes of July 25t 1985 The public hearings of the Nantucket Conservation Commission began at 7:30 p.m. Members present were: M. Arnoldt L. Dunnt D. Viscot P. Dunwiddiet P. Wainet and L. Leske. 1. Public Hearings: a. Richard Kotalac - SE48-310 - Highland Street. DEQE has issued a number P. Waine moved to close the hearing. So voted. b. Susan J. McMaster-Collum - SE48-311 - 34 Western Ave. Bob Emack was present as the agent. The commission felt that the area to be built on is not significant to the interest of the act. Area located in a Zone V (100 to 500 year flood zone) so it is not significant to flood control.L. Dunn moved to close the hearing. So voted. L. Leske abstained from voting. c. Woodbury Lane Realty Trust - SE48-312 - Mr. Daylor was present as the agent for the applicant. Revised drainage plans were presented. (1) modify the major retention area and (2) revision of the underdrain system. Injection wells have been eleminated. Daylor - There have been questions of whether water could be stored on lot 23 and directed to homes that have problems with flooding. Infor- mation is being submitted to the Board of Health with the elevations showing that this is not possible. A dyke will cross at elevation 22 which will alter about 15 sq. ft. of wetland. We will be continuing the existing elevations of the wetlands. The dyke will be used to retain water and then slowly discharged through a 30 inch pipe as the outlet control. Arnold - What is the soil like where the expanded wetland will be? Daylor - 3~ feet of peatt silt and sand. Plans show what revegitation is to be done. Dunn - Do we have a section of the retention area? Daylor - Only a cross section of the dyke. The grading to be done is very gradual. There may be more evapQration. As the area gets developed there will be more runoff but the peak discharges will decrease. Ratios will change. The Dyke will act as a dam that will hold water - about 25 hours and discharge that in about 12 hours. It will be made of material from the construction of the road. L. Leske - Do you feel the new system is as effective as the injection system for draining the area? Daylor - The other system allowed the upper strata to drain more freely. We cannot underdrain the sewer now and discharge that but none of the lots were tied to that so it made no difference. With the new outlets we can underdrain effectively. Marie Shnietzler - concearn with the effect on the wildlife. Maureen Marklinger - concearn about this being a dry year and the effect on the water table. Is the monitoring they have done accurate because of this? Lily Mitchell - concearn about the drainage systemt if it does not work what can be done to protect the wetland after all of the houses are buil t. D. Visco - Lily Pond has always been a natural drainage area. It is re~~ving runoff now. Laura Worth - Will the wetland by Davison property be drained by the underdrain system. Daylor - NOt we did not intercept these contours. Lot 18 and 20 abut this wetland area. Underdrains for these are set very shallow. No work is to be done in the Brush Rd. wetland except for a driveway. There will be a 12 inch pipe under it so that it does not act as a dyke and allows the water to flow through. Dunwiddie - moved to continue the hearing. So voted. d. Nantucket By-Laws - What jurisdiction the commission has on deciding guidelines for septic system setbacks and sizes was discussed. Daylor presented reading material for the commission to review about guidelines other towns are using. John Roe discussed the problems with setting standard guidelines when each area filters nitrates differently and the type of wetland to be affected in each case is different. Orders of Conditions 1. Kotalac - SE48-310 - P. Waine moved to issue an order of condition stating that the cottage shall be situated ten feet from the west property line so as to further from the pond than shown on the plan. So voted. D. Visco abstained from voting. 2. Wayne Mosher - SE48-308 - The commission voted to issue a standard Order of Conditions. b. Extention Permits 1. Marie Schneitzler -SE48-90 - Lee Dunn moved to issue an extention permit for one year. So voted. 2. Eben Reese - SE48-198 - P. Waine moved to issue an extention permit for one year. So voted. c. Other Business 1. Warren's Landing Bids - All bids were taken under advisement. 2. Sager Complaint - A field inspection was scheduled for Monday August 5t 1985 to view Sandy Craigs Property on 28 Hulbert Ave. in response to a complaint. 3. The commission voted to have Lee Dunn serve as the Vice Chairman of the Nantucket Conservation Commission.
