Nantucket Airport Commission - SE48-349 Town of Nantucket Conser.vation Commission Town and County Building Nantucket, Massachusetts 02554 Minutes of November 20, 1986 The public hearings of November 20, 1986 were called to order at 7:30 p.m. Members present were: Carl Borchert, Lee Dunn, Peter Dunwiddie, Lucy Leske, Donald Visco, William Willett. Members'absent were: Maryjane Williams. A. Public Hearings 1. Town of Nantucket - Surfs ide Sewer Project - SE48-380. and Town of Nantucket - Siasconset Sewer Project - SE48-381. Paul Bergendahl was present representing the Town. The Commission questioned the affect the project will have on the dunes on the sites. The Commission reviewed 10.24, 28 and 30. Lucy Leske moved to close the hearings. So voted. 2. Edward Murphy - SE48-382. Edward Murphy presented septic system approval. Lee Dunn's field in~pection report was read. Correspondence from the Reardons, Chatmans and Biondis was read. The Commission expressed their concerns with the depth of groundwater. They requested that the applicant provide 1) a twenty-four hour period of monitoring of the well for tidal fluctuations and 2) Location of the house, well, and septic system staked and labeled for a field inspection on Monday, November 24, 1986. Lucy Leske moved to continue the hearing. So voted. 3. Winn, Low and Everett - SE48-383. Bob Emack was present as the agent. Lee Dunn's field inspection report of November 17, 1986 was read. Fill is required for the septic system. The elevation of ground water is 1.9. The house will be on pile foundation. The Commission was concerned with the location of the house and septic on a Barrier Beach. Lucy Leske moved to continue the hearing for another field inspection. So voted. 4. Cochran, ET AL. - SE48-385. John Shugrue was present as the agent. Carl Borchert's field inspection report was read. The applicant wants to fill 1052 cubic feet and have runoff drain to the Town sewer on N. Beach St. Lucy Leske moved to continue the hearing for a field inspection on Monday, December 1, 1986 at which time the applicant will have the site brush cut on the high side of the lot fro access. So voted. ~.. 5. Mary S. Huffman - Lucy Leske moved to continue the hearing for a file number to be issued by DEQE. SO voted. Carl Borcher motioned to accept the minutes of November 6, 1986 as written. So voted. 2. Orders of Conditions a. Nantucket Commons Trust - SE48-365. The Commission received Mr. Robert Sarvis's response to BSC's recommendations on November 18, 1986. The Commission must have Orders of Conditions by December 16, 1986. Lucy Leske moved to schedule a special meeting to discuss Orders of Condi- tions on Tuesday, November 25, 1986 at 7:30 p.m. in the Selectmen's meeting room. So voted. b. Siasconset Sewer Project - SE48-381. L~cy Leske moved to issue Orders of Conditions adding: 1) a no coast revetment clause ~ 2) Japenese black pine shall be replaces with pitch pine. 3) Snowfencing shall be erected around the entire project no more than fifteen feet outside the chain link fence line as designated on the plans. No construction, alteration or any other activity shall occur beyond the snowfencing. c. Surfside Sewer Project - SE48-380. Carl Borchert moved to issue Orders adding: 1) a no coastal revetment clause 2) all disturbed dune areas shall be replanted with indigenous species. 3) On the south side of the project bordering the primary dunes, a snowfence shall be erected in the~position designated on the plans as the chain link fence line. T~ere will be no activity to the south of this fence. On the east and west sides of the project, a snow- fence shall be erected no more than 15 feet from the chain link fence line on the plans and again, no activity shall occur beyond the perimeter,of the snowfence. 3. Carl Borchert motioned to issue to issue? positive determination for the construction of a house on lot 2 DeWolf Ave. Honomoy, checking number 3 - The work is within . the buffer zone, and will alter an area subject to protection under the act, therefor, said work requires the filing of a Notice of Intent. So voted. b. Robert Sarvis - DeWolf Associat~s. Carl Borchert motioned to issue a positive determination for the public way on DeWolf Ave. Checking number 1 - The area within 100 feet of the drainage ditch is an area subject to protection under the Act, therefore, any removing, filling, dredging or altering of that area requires the filing of a Notice of Intent. So voted. <. c. Marion Morton - Carl'Borchert's field inspection report of November 17, 1986 was read. Lucy Leske moved to issue a positive determination for parcel 17 of Assessors Map 11 and Parcels 46 and 47 Assessors Map 12, Wauwinett Ifin, is an area subject to protection under the Act. Therefore, any removing, filling, dredging or altering of that area requires the filing of a Notice of Intent. So voted. 4. Planning Board Referral a. Valentine Realty - Old South Road. The commission voted to send a letter to the Planning Board advising them that the area is not subject to protection under the act. 5. Other Business a. Emergency Repairs to a timber bulkhead at Dionis, Property owners: ~John Richards, Marsh Everett, Louise Jackson. Mr. Joseph Forns of Applied Marine Ecology Labe and Mr. Glenn Wills of Nantucket Surveyors were present as agents. The storm of November 19, 1986 destroyed approximately 250 feet of bulkhead. The property owners would like to make immediate repairs to protect their property while a Notice of Intent is being prepared. L Town of Naptucket Conservation Commission Town and County Building Nantucket, Massachusetts 02554 Minutes of November 20, 1986 page 4 Lucy Leske moved to send a leter to Mr. Forns outlining the emergency measures that the Commiss~on will allow befor a Notice of Intent is filed: . 1) Fill in the bank at the break 2) Cable the existing pilings for support to prevent them from collapsing into the surf. 3) Protect the existing bulkhead only on the water side with fill and gabion mats. 4) construct a return timber bulkhead at the eastern edge of the washout. So voted. b. Rita and Mort Schlesingers letter of November 11, 1986 re~arding Nantucket Commons Trust was read. c. A representative for the Nantucket Cranberry Company was present at the request of the Commission. The Cranberry Company will be submitting a Notice of Intent for the agricultural use of the bogs. d. Nantucket Airport Commission- SE48-349. The Commission discussed the status of the Orders of Conditions for this project which has not been started. The 6rders state that the Commission will review the project at any time after November 1, 1986. No action was taken on this matter.
