Minutes of November 6, 1986
The public hearings of the Nantucket Conservation Commission were called to
order at 7:30 p.m. Members present were: Peter Dunwiddie, Carl Borchert,
Lucy Leske, Donald Visco, Lee Dunn, Maryjane Williams, and William Willett.
A. Public Hearings
1. Town of Nantucket - Surfside Sewer and Siasconset Sewer. Mr. Bill
Gallagher of Clark Engineers and Mr. Phil Shea of the Nantucket DPW
were present as representatives. Orders of Conditions for these two
projects had expired in June of 1986. Because no extention permit had
been requested a new filing was required. Mr. Gallagher stated that no
substantial changes had been made in the new filing. Maryjane Williams
moved to continue the hearing for a file number to be issued by DEQE.
Lucy Leske is to write a letter to DEQE regarding the Commissions
feeling that no further information is required by them to close the
hearing with copies of the letter to be sent to Gallagher, Nantucket
Board of Selectmen and DPW. So voted.
2. J. Daniel Lugosch III - SE48-378. Glenn Will was present as the agent.
Revised plans were submitted showing the building on raised pilings.
Donald Visco moved to close the hearing. So voted.
3. Tom Hood - SE48-379. Glenn Wills was present as the agent. Lucy Leske
read her field inspection report. The footprint of the house is bigger
and includes decks. Owners want to enlarge the septic system to allow
for a four bedroom house. Project is 35 feet from the marsh. L. Leske
moved to close the hearing. So voted.
4. Mary S. Huffman - Robert Currie was present as the agent. Locus maps
were submitted as requested by DEQE. The Commission felt that a concrete
block foundation may be a problem in shifting sand. Leske moved to
continue the hearing for a file number to be issued by DEQE. SO voted.'
5. Nantucket Commons Trust - SE48-365. Mr. Philip Notopoulos voiced his
objections to the Commission on allowing the submission of BSC's
report of November 3, 1986 at such a late date. The Commission noted
his objection but allowed the submission of the report as no deadline
date for these submittals was made. ~1r. Notopoulos listed the new

information submitted as outlined in his letter of October 27, 1986
Mr. Gerald Buzanoski of Schofield Borthers addressed the question of the
size of the temporary basins. He stated that they are tremendously
oversized. Water will be leaching while filling in. The seperation is
enough that they would not be pumping in a circle.
Mr. Robert Daylor of BSC reviewed BSC's report of November 3, 1986 stating
that with minor changes in the plans the applicant could provide even
more of a 25' undisturbed buffer.
Mr. Robert Sarvis stated that he would like time to review BSC's report
and respond to their proposals. Mr. Sarvis submitted a letter to the
Commission waiving the twenty-one day requirement to issue Orders of
Conditions until seven days after receipt by the Commission of the
applicants response to ARlene Wilson's report of November 3, 1986.
Mr. Borchert stated that any improvement by the applicant on providing
a 25' undisturbed buffer would be helpful.
Mr. Dunn again voiced his concerns with an engineering design the relys
heavily on maintenance by individuals after every storm.
Mr. John Roe of the Nantucket Land Council submitted his letter of
November 6, 1986.
Mr. Tillotson submitted a letter dated November 6, 1986 with a copy of
the Master Deed of Nantucket Commons with suggested wording for a
maintence schedule.
Diane Coombs representing S.H.A.B. presented pictures of the wetland
behind Hatch's after the last storm.
At the request of the applicant, Lucy Leske moved to close the hearing.
So voted.
B. Regular Meeting

1. The minutes of October 9, 1986 were approved as written with two changes.
1) Adding the names of the Commission members present were: Carl Borchert
Lee Dunn, Lucy Leske, Donald Visco and William Willet. Members absent
were: Peter Dunwiddie and Maryjane Williams. 2) Correction in the Nantucket
Commons Trust hearing paragraph one should state that the impervious
surface has been reduced by 2500 feet.
2. The minutes of October 23, 1986 were approved as written with one correction.
The Nantucket Commons Trust hearing paragraph nine should read at the
discretion of the Commission.
3. Request for Determination
a. Robert Sarvis - De Wolf Associates. Mr. Sarvis is to submitt a set of
plans.
4. Orders of Conditions
a. Heinz and Rooney - SE48-374. Carl Borchert moved to issue Orders
adding 1) a no coastal revetment clause, 2) The bank shall be revegitated
with indigenous plants and 3) the applicant shall be allowed to brush
cut the path to the eastern boundary.
b. Tom Hood - SE48-379. L. Leske moved to issue Orders adding that the
applicant shall maximize the seperation between the bottom of the
trench and ground water without mounding and a silt fence of staked
haybales every six feet and a snow fence 25' from the wetlands, except
by the dirt pile shall be constructed.
c. J. Daniel Lugosch III - SE48-378. L. Leske moved to issue Orders adding
a no coastal revetment clause.
d. John Kessler - SE48-377. Carl Borchert moved to issue Orders adding
that the area shall be brought back to original grade and revegitated
with woody vegetation.

5. Other Business
a. Vaughan & Dale - Carl Borchert moved to approve the purchase of the
Surfside parking lot by the TOWll. So voted.
b. Ritchie - Peter Dunwiddie is to look at the Wetlands maps and advise
Mr. Ritchie whether he should file with the Commission or not.
c. Nancy Grellier - The Commission voted to not allocate funds for the
removal of cattails at White Goose Cove.
d. The Commission discussed the possibility of having someone from
MACC come talk to them at some future date.
6. Field inspections were scheduled for 3:00 on Monday, November 17, 1986.
There being no further business the meeting was adjourned at 10:45 p.m.
