Town of Nantucket Conservation Commission Town and County Building Nantucket, Massachusetts 02554 Minutes of July 3, 1986 The organizational meeting of July 3, 1986 was called to order at 7:30 p.m. New member William Willet was welcomed to the commission along with the return of Carl Borchert. Other members present were: Lucy Leske, Peter Dunwiddie, Lee Dunn, Donald Visco and Maryjane Williams. A. Organization Meeting 1. Election of Officers: a. Chairman - Carl Borchert nominatied Peter Dunwiddie. So voted. b. Vice Chairman - Lee Dunn nominated Carl Borchert . So voted. c. Secretary - Carl Borchert nominated Lucy Leske. So voted. d. Treasurer - Lee Dunn nominated Donald Visco. So voted. 2. Committee Appointments: a. Lucy Leske nominated Donald Visco to serve as advisor to the NP & EDC. So voted. b. Land Management Committee - William Willet, Chairman. Members: Lee Dunn, c. Land Acquisition Committee - Peter Dunwiddie, Chairman. Members: Lucy Leske. d. Planning Committee - Peter Dunwiddt~ Chairman. Members: Carl Borchert. e. Education & Information Committee - Haryjane Williams, Chairman. Members: Lucy Leske. f. Wildlife Protection Committee - Lucy Leske, Chairman. Members: Peter Dunwiddie and Maryjane Williams. g. Wetlands Committee - Carl Borchert, Chairman. Members: Donald Visco. Town of Nantucket Conservation Commission Town and County Building Nantucket, Massachusetts 02554 B. Public Hearings: 1. Madaket Realty Trust - Oakland Street. Mr. John Shugrue was present as the agent. Lee Dunn moved to continue the hearing for a file number to be issued from DEQE. SO voted. 2. Ken Cross & Joan Barr - Crows Nest Way. Glenn Wills was present as the agent. The commission requested a copy of the document signed by Cross & Barrs abutters with agreed upon well rights. L. Leske moved to continue the hearing for a file number from DEQE. SO voted. 3. Bruce Killen - 67 Cliff Road. Glenn Wills was present as the agent. The commission requested the agent to brush cut the site and stake the house site. L. Leske moved to ask the applicant for an actual house design. So voted. C. Regular Meeting: 1. The minutes of June 23, 1986 were approved as written. 2. Carl Borchert moved to have Lucy Leske write letters of acknowledge- ment to Paul Waine and Mark Arnold for their time served on the commission and to have copies sent to the Selectmen & Town Clerk. So voted. 3. Request for Determination: a. Katherine Nerrie - Caroline Way, Cisco. John Shugrue was present as the agent. Carl Borchert moved to issue a negative determination stating that the work described in the request is within the Buffer Zone, but will not alter an area subject to protection under the Act. So voted. b. Milton Rowland - Wauwinet Road - The applicant requested to submit a new request with a new site location. The commission voted to close this file by issuing a positive determination stating that the area and the work described in the request is subject to protection under the act, therefor said work requires the filing of a Notice of Intent. Town of Nantucket Conservation Commission Town and County Building Nantucket, Massachusetts 02554 4. Extention Permit a. E. Garrett Bewkes - Eben Reese - SE48-198. The commission voted to issue an extention for one year. 5. Planning Board Referral. a. Brant Point Development - Lower Orange and pleasant Street. L. Leske moved to send a letter to the board advising them that the area is subject to protection under the act. So voted. 6. Certificate of Compliance - a. Michael Kane - SE48-333. Carl Borchert moved to deny the certificate of compliance as the revegitation of the area has not been satisfactorly completed. Lucy Leske is to write a letter to the applicant stating this. So voted. 7. Other Business a. John Kessler - Wanoma Way, Tom Nevers. Lucy Leske moved to issue an enforcement order for the construction of beach stairs, stating that the work was conducted without an Order of Conditions, therefore, wetland alterations resulting from said activity shall be corrected and the site returned to its original condition and a completed application forms and plans shall be filed with the Commission on or before July 17, 1986. The property owner, and all others, shall immediately cease and desist from further activiy affecting the wetland portion of this property and shall take every reasonable step to prevent further violation of the act. This document is to be recorded on the deed. So voted. b. Robert Elliott - A complete filing of a Notice of Intent was received on July 3, 1986 c. Marie Schnetzler - A fild inspection was scheduled for Monday, July 14, 1986 for the construction of a retaining wall. d. Lorretta Lane, Pocomo. A field inspection was scheduled for Monday, July 14, 1986 to view the site as a complaint was made by Mr. John Johnson concearning a road thru a marsh used for mosquito control. Mr. Mark Fougere from the University of Massachusetts presented his goals and objectives and a five year action plan for the Town of Nantucket to direct efforts in the protection of vital resources. There being no further business the meeting was adjourned at 10:Sap.m.
