The public hearings of April 10, 1986 Nere called to order at
7: 30 p. m.. Hembers present Nere: H. Arnold, L. Leske, H. J.
Williams, D. Visco, P. DunNiddie, P. Haine and L. Dunn.
A. Public Hearings
1. Earle H. Craig Jr. - Hr. Vi sco moved to conti nue the
hearing for more detailed plans. So voted
2. Ken Cross and Joan Barr-CroNs Nest Hay-Hr. Hills Nas
present as agent for the applicant and presented the
Commission Nith proposed revegetation plans requested
during the field inspection. The Commission discussed
various conditions Nhich it might order for the
project specifically that all materials for the
project be stacked in a designated area, preferably
the septi c system si te or the dri veNay si te. The
Chairman read a letter from the attorney for an
a~uttor, Lisa Horton, Nhich expressed concern about
traffic patterns and floN in and out of the driveNay.
The commission voted to have the Chairman draft a
letter to HI's. Horton's attorney explaining that
traffic floN problems of that nature are outside of
the Commission's jurisdiction. Mr Visco moved to
continue the hearing pending a file number from DEQE.
SO voted.
3. Richard Kotalac-Hiacomet-The Chairman read the field
inspection report Nhich stated that the proposed
project Nould have no adverse impact on the resource
areas invol ved; the edge of the pond, a vegetated
Netland. The Commission discussed using the Cabral
Order of Conditions as a model for this application
because of the similarity betNeen the tNO projects.
P. Haine moved to continue the hearing pending a file
number from DEQE.

B. Regular Heeting
1. Requests for Determination
a. Christopher Haury-Hamasquid Place-The chairman
read the field inspection report which recommended
that the Commission issue a positive determination
for tat area within one hundred feet of the small
pond on the lot. L. Leske moved that the
recommendation be adopted. So voted.
b. Elizabeth Glendinning-The field inspection was
in doubt as to the location of the house on the
lot. The chairman stated that he would try to find
out more information from the applicant. The
matter Nas continued until the next meeting.
2. Field Inspections
a. Field inspections Nere scheduled for Carl Gewirz
and John Shugrue.
3. Airport Commission-Hr. Joe Forns presented a Notice of
Intent and outlined for the Commission the proposed
project, a temporary aviation fuel Off-loading system
at a site South of the Nantucket Shipyard. The
Commission advised Hr. Forns that during the pUblic
hearing for the project he should be prepared to
address the fOllowing concerns of the Commission:
1. Spill contingency plan-emergency procedures.
2. A coastal resource inventory and the impacts of
the project on each area.
3. Plan showing method of construction.
4. A maintenance plan for the site after completion.
5. A history of failure of this system at other
si tes.
4. Article 1 g- Mr. John Roe spoke to the Commission
about the article. A complex discussion took place
concerning the article and the issues surrounding
flood maps and flood insurance in general. The entire
discussion is on tape for those who would like a
verbatim record of it. P. Haine moved not to endorse
that article but to let each Commissioner vote
individually on the article at TORn Heeting. So
voted.
5. There being no further business the meeting Ras
adjourned at g: 45 p. m. .
