"'1,1'J::. -----~ Macy Lane Nantucket Island, Massachusetts 02554 Office of A irport Manager Phone: (508) 228-1255 MEETING October 19, 1988 The meeting was opened at 4:33 p.m. by Chairman Charles Mayhew. The following Commissioners were present: Alexander Craig, Ronald Russell, John Sullivan, and E. Foley Vaughan. Also present were Manager Jo-ann M. Norris, Airfield Supervisor Bill Welch, and Secretary Myrtle Eldridge. The Minutes of the previous meeting were approved with the following corrections: Page 1, Paragraph 3 after "for their review" insert "before execution" Page 1, Paragraph 6 delete "until the completion of his FBO building".. The Boyle hangar lease was discussed with Commissioner Craig abstaining from the discussion. MAC questioned the 10 day notice on default and recommended the Commission consider 30 days. The Commission unanimously agreed to maintain the original 10 day default notice. Chairman Mayhew stated the lease may be executed, once in final draft form, and be ready by the end of the week. Manager Norris reported on the Articles submitted for the Special Town Meeting. An Article for updating the computer equipment ($10,000) and an Article for Carl Steinhauer (traveling expenses-$345.10) has already been submitted to the Board of Selectmen. Manager Norris was requested to clarify, with the Board of Selectmen's office, under who's name Airport Articles should be submitted for Special Town Meetings and Regular Town Meetings. Special Meeting Articles now require the Selectmen's signatures prior to presenting articles at the meeting. Commissioner Vaughan requested the Manager to see if this is a hard/fast ruling. Articles for regularly scheduled meetings are to be submitted as need arises. page 1 of 3 MEETING October 19, 1988, continued Possible Articles for the March Town Meeting ('89-'90) were discussed with Manager Norris requesting input from the Commission. Projects that were discussed were: Terminal, Phase I; Terminal, Phase II; ramp rehab; replacing fuel tanks and monitoring devises ($60,000); maintenance vehicles; aerial photogrammetry of the entire Airport; and furnishing the new meeting room. There is a possibility some of these proposed items can be completed prior to this meeting and an article will not be necessary. Expenses over the budget included: parking lot groundskeeping; maintenance; a telefax machine ($1500-$2000); and re-skinning the large hangar. Chairman Mayhew inquired on the progress of our blanket MCD Permit. Manager Norris informed the Commission that the new ruling states the MCD Permit may be issued individually, as the need arises, or as an area is developed. Chairman Mayhew stated that as Lawrence Lynch Corporation will be relinquishing their lease property fronting Old South Road in December, Manager Norris is to advertise the availability of this area. A motion was M/S/P for the Massachusetts Wildlife Biologist to use the maintenance garage for a deer checking station again this year. The FAA questioned the future development plans for the Old South Road area. Manager Norris is to request an updated Airport layout plan and will discuss the matter with Edwards & Kelsey, our Engineers. Manager Norris is to contact Jerry Walker regarding the COMPASS ROSE lease. The Commission agreed to accept $12.50 psf or 3 per cent of gross (which ever is highest) and to extend his lease for six (6) months. In conjunction with Part 139, Mrs. Norris informed the Commission that all but one of our men are now trained for our Airport-Rescue-Firefighting (ARFF). Training consisted of classroom study at the Nantucket Fire Station and a live fire drill at the Airport. Manager Norris stressed the importance of our men being informed of the many facets of firefighting in their job. page 2 of 3 MEETING October 19, 1988, continued Manager Norris read the minutes of the Noise Meeting of October 14, 1988, and will follow through on the recommendations covered in this meeting. As John Johnson was unable to attend, Manager Norris will write him and enclose a copy of the minutes. Airfield Supervisor Welch is re-striping the main runway, stenciling the taxiway designations and labeling the inner and outer taxiways. Regarding the ARC (Agustos Ramos, President) 5-year lease review, Mr. Ramos has indicated objection to rent increase from $4500 to $5400, as he has been unable to develop the land as desired and therefore, has not made any profit from this land. The Commission indicated that property could have been utilized in various ways and remained adamant on the increase of rent. EXPRESS AIR hand delivered a letter (10/19/88) listing the Corporate Officers of their Company. The Commission requested Manager Norris to write EXPRESS AIR informing them that the Secretary of State's records do not reflect what they have presented. Manager Norris questioned EXPRESS AIR's use of two aircraft, and claiming the use of only one, during the summer. It was recommended Manager Norris request a copy of their flight logs for May through the current date. Should the Company be using two aircraft, they are to be billed accordingly. Commissioner Craig question if the Airport was prepared for the take over of the parking lot facility. Manager Norris reported that information would be placed in the computer and be billed twice monthly. Manager Norris informed the Commission that Stephen Murphy and APCOA are checking on abandoned cars left on Airport property and turning them over the the Nantucket Police Department to follow up with their owners. Commissioner Craig recommended these violators be charged the normal parking lot rates. Commissioner Craig also requested policing the landing/parking areas more carefully. Aircraft and cars have been incorrectly parking in the tiedown areas. Airfield Supervisor Welch assured the Commission that he is checking this area frequently.
