HomeMy WebLinkAbout1988-10-05 Town of Nantucket NANTUCKET MEMORIAL AIRPORT Macy Lane Nantucket Island, Massachusetts 02554 Office of Airport Manager Phone: (508) 228-1255 MEETING OCTOBER 5, 1988 The mee~lng was opened at 4:30 p.m. by Chairman Charles Mayhew with the following Commissioners present: Alexander Craig, Ronald Russell, John Sullivan, and E. Foley Vaughan. Manager Norris and Airfield Supervisor Welch were also present. The Hir-utes of the previous meeting were unanimously approved as wrl~ten. It was M!S/P to ratify the interim agreement between ~he Airport Commission and McGrath Aviation for the aircraft fueling and transient tiedown collection. The proposed Contract will be forwarded to Town Counsel for review. After a final draf~ is agreed upon by both parties, it will be sent to FAA and MAC for their review and approvals and even~ually it will be sent to the Board of Selec~men and jinance Committee for their review, before executior-. PBA's Northeast Regional Director, Craig Perreira and Tim Snow attended ~he meeting to answer the Commissions questions on the legality of their leases with our Airport. Mr. Perreira s~ated that PBA is a wholly owned subsidiary and has an operating certificate. The Commission agreed to review a memorandum from Town Counsel before taking any further action. The Hanager stressed to the Commission the importance of se~~ing aside lease space vs. public space in order to continue with the second phase plans for the ~erminal rehabilitation. They requested her to consult with our engineering firm for advice and guidance in this planning stage. The Commission was informed tha~ the maintenance crew would be dressing up the ~erminal ba~hrooms with pain~ and ir-creased janitorial surveillance. As ~he Airline Realty Trust lease comes due in January, it was H!S/? that Mr. McGrath's lease on the large hangar would con~inue on a month-to-monthbasis. It was also M!S!P to con~ac~ Mr. Auggie Ramos that af~er completing the 5-year review on his ARC lease, that the rate would increase $5,400 per year. The Manager will inquire as ~o whe~her he would like to continue this lease, as no struc~ure or developmenc to date has taken place. Page 1 of 3 ~r d1/da/.o!/I/I;1/~ MINUTES OF OCTOBER 5, 1988 continueQ The following rates were set for the parking lo~ under ~he Airporc's management, effective November 1, 1988: $500.00 per year for an year'round parking permit. $85.00 per monch for a monthly parking permit. $4.00 per night in the economy parking area. $10,00 per night in the front parking area, except for che marked handicap spaces, which will be $4.00 per night and must display a har.dicapped license plate. Mr. Jerry Walker of che Compass Rose a~tended the meeting co discuss ~he terms of the lease on ~he restauran~. He voiced his concerns at to the in~erpretation of some of his lease terms. He proposed another method of paying rent and an extension of his lease. The Chairman reiterated tha~ the Commission will allow the lease to run ouc and that the restaurant concession will be put out to bid. Commissioner Vaughan will review the lease for the ambiguity in the rental terms. The Commission will ~hen ge~ in touch with Mr. Walker. Manager Norris informed the Commission that after reviewing the proposed Boyle hangar plan, the FAA felt that the Airport would be blocking any future plans co make runway 33 an instrumen~ approach. If we are to con~inue with these plans, we should include language in the lease to have the right ~o relocate che hangar complex. The Commission was informed that this language does appear in che lease terms, and they agreed to continue with this project. The Manager informed that Commission chat after reviewing the proposed wording in the Low's "Acceptance of Gift of Easemen~" wi~h regard ~o their unsubs~antiated interest in the temporary fuel ~ransfer land taking, that there were ~oo many strings a~tached, i.e. acceptance of a "Grant of Easement" and an "indemni~y agreement". She will con~ir"ue negotiacing with Hr. Landau. Mrs. Norris provided ~he Co~mission wich information of long-term lease provisions, which ocher Airports incorporate in their concrac~s. She suggested the Co~mission review them and compile a list of terms for Nantucket Airport. The Commission was informed tha~ MAC and FAA have reviewed the proposed plans for the remo~e hangar site near the Delta property. Neither agency have any problem with the project bu~ requested the layout of the hangars be maneuvered so as not to block fu~ure access co cne Delta property. They requested a surveyor lay ouc the parcels and measure the distance from the ILS ~o the nearest building so MAC can make a de~ermination on whether or not we will rur. into any problems with our localizer. Page 2 of 3 MINUTES OF OCTOBER 5. 1988 continued Manager Norris informed the Commission ~hat despite the refurbishing of the Tower Cab heating and aircor-ditioning sys~em last year, it still is not adequate. She is pursuing information on a completely independent sys~em co correc~ the problems and will keep the Commission apprised. The Airfield Supervisor requested the Commission to decide on how much money we want to invest in repairs to the large hangar, once we get it back from McGrach. They reques~ed him to prepare an estimate on the minimum amount of work required and options on additional improvements needed. The Commission voted to have the Manager draft a letter of default for PBA, co be reviewed by Commissioner Vaughan. This letter should also request PBA to provide some documentation to support their claim to a valid lease, i.e. that PBA is an existing business.
